Introduction 1.1. This is my ninth report since taking up my appointment as the Chief Surveillance Commissioner in July 2006 and relates to the period 1st April 2014 to 31st March 2015. It is also my last report, as I am retiring and shall be succeeded by The Rt Hon the Lord Judge with effect from 1st July 2015. 1.2. My statutory responsibilities have not changed; they are to keep under review: 1.2.1. The performance of functions under Part III of the Police Act 1997 (‘PA97’); 1.2.2. Except in relation to the interception of communications and intelligence services, the exercise and performance of the powers and duties conferred or imposed by or under Parts II and III of the Regulation of Investigatory Powers Act 2000 (‘RIPA’); and 1.2.3. The exercise and performance of the powers and duties conferred or imposed by or under the Regulation of Investigatory Powers (Scotland) Act 2000 (‘RIP(S)A’). 1.3. The powers and duties of the Surveillance Commissioners in scrutinising and deciding whether to approve authorisations under PA97 (property interference) and under RIPA and RIP(S)A (intrusive surveillance) have been explained in earlier reports and are publicly available on our website. Since 1st January 2014 and since 2nd February 2015 in relation to Police Scotland, the Surveillance Commissioners have also been responsible for granting prior approval for the renewal of all law enforcement “relevant sources” (commonly termed undercover officers). 1.4. There is a right to appeal against Commissioners’ decisions to me. There have been no appeals lodged during this reporting period. 1.5. In performance of my duty under all three Acts to report annually, I continue to prepare a combined report. 1.6. I also act as the Investigatory Powers Commissioner for the Sovereign Base Areas, Cyprus, under the Regulation of Investigatory Powers Ordinance 2012. My office undertakes an annual inspection and I report separately to the Administrator of the

Matters arising : 2.1 Off road biking and quad bikes : Inspector Wise reported that Operation Longbow, a joint operation between Merseyside and Cheshire Police Forces and the Port of Liverpool Police, had taken place in July in the area alongside the ship canal.

Executive Summary 1.1 The Council has been consulted on an application by Mersey Docks and Harbour Company to the Secretary of State for Transport for a Harbour Revision Order for the construction of a new deep-water berth at Seaforth Docks and deepening of the outer approach channel to the Estuary. The deep-water berth will enable a new generation of container ships - which will be too large to access the enclosed dock system – to load and discharge their cargoes while berthed in the Estuary itself. Some additional dredging is required to facilitate the use of the new facility by these larger vessels. 1.2 The Draft Harbour Revision Order was issued for comment on the 18th August for a six- week period. The Environmental Statement (ES) which accompanies the application was however not issued to consultees until early September. The ES is a lengthy document – 873 pages in length including appendices - and it was not possible to finalise a response and secure the endorsement of Members before the deadline for comments (30th September). As such, officers lodged a holding objection with the Department for Transport, as a way of registering Wirral’s interest in the application and allow time to prepare a more considered response. 1.3 Officers have now had an opportunity to assess the Environmental Statement in more detail, and have identified a number of issues (particularly in relation to impacts on coastal processes) which require further clarification with the applicants.

For all of the above, and for everything else, I thank Emma, without whom I would never have got started. 1 Abstract This thesis explores the connections between the nineteenth century periodical press and the development of detective fiction, between approximately 1840 and 1900. It argues that these two Victorian developments were closely interrelated, and that each had significant impacts on the other which has hitherto gone underexplored in academic scholarship. The thesis argues that the relationship between the police and the periodical press solidified in the mid-Victorian era, thanks to the simultaneous development of a nationwide system of policing as a result of the passage of the 1856 County and Borough Police Act and the abolition of the punitive ‘taxes on knowledge’ throughout the 1850s and early 1860s.

The Trust was set up following the murder by armed criminals of three police officers at Shepherds Bush in 1966. The late Sir William Butlin, at the time anonymously, gave £100,000 for the establishment of a trust to help in cases where police officers were killed or injured on duty. Public reaction to the crime was such that the fund soon increased to more than £1⁄4 million. The Police Dependants’ Trust was formally constituted by the signing of the Trust Deed on 21 December 1966 and registration with the Charity Commission in January 1967.

It is preferable to pre-empt fraud, however part of any strategy to tackle it needs to involve sanctions and punishment. To be effective in securing deterrence, sanctions must be Inevitable and unavoidable Administered speedily Severe In general these three observations do not apply in respect of criminal penalties against fraudsters. Non-criminal sanctions are currently underutilised. The Pursuit of Fraudsters Investigations are carried out by a diversity of organisations and staff with varying skills and aims. Since the 1980s the number of specialist fraud police officers has declined substantially. The police are not the largest investigative body, but they are the most important. This is because of their gatekeeper role - to the Crown Prosecution Service to pursue prosecutions and to access powers of arrest, search and access to information. There are a wide range of consequences of the thin blue line. These include a very small proportion of frauds being reported to the criminal justice system, and even fewer resulting in a sanction being applied (this research estimates about 0.4% of frauds).
