INTRODUCTION 1. Honourable Speaker, I beg to move that your esteemed House resolves to receive, debate and approve the Government’s Revenue and Expenditure Estimates for the financial year 2021/22. This speech presents the first national budget of the Sixth Phase Government under the leadership of Her Excellency Samia Suluhu Hassan, President of the United Republic of Tanzania. The Estimates of the Government Revenue and Expenditure are submitted to your esteemed House in accordance with Article 137 of the Constitution of the United Republic of Tanzania of 1977; Section 23 (3) of the Budget Act, CAP 439; and Article 124 (4) of the Standing Orders of Parliament, June 2020 Edition. 2. Bi-lateral trade and Chinese economic activity in Tanzania today is far more significant than in the 1970s; China’s “no strings attached” policy is still attractive and political solidarities and military co-operation have remained relatively strong. However, this bi-lateral relationship does not have the importance, nor the exclusiveness it enjoyed in the heydays of socialism. Today, China must compete economically, politically and culturally with the activism and soft power of a larger group of countries, particularly the United States. Although both in Dar es Salaam and in Beijing this relationship is still presented as “special”, it has lost the structural role that it had until the late 1970s in shaping Sino-African relations. Growing Sino-American and Sino-Western competition in Africa has increased Tanzania’s option and helped it, to some extent, to better defend its own interests. This paper examines Tanzanian-Chinese relations over the past half century and more particularly since 2005, highlighting how global political, strategic and economic shifts have affected and on the whole reduced, in relative terms, the importance of this bi-lateral relationship. Policy Brief: TZ.11/2010E Did they perform? Assessing fi ve years of Bunge 2005-2010 1. Introducti on On July 16th 2010, following the completi on of the 20th session of the Bunge, the President of Tanzania dissolved the 9th Parliament. This event marked the end of the term for Members of Parliament who were elected during the 2005 general electi ons. Now that the last session has been completed it allows us to look back and to consider how MPs performed during their tenure. Did they parti cipate acti vely and represent their consti tuencies by asking questi ons and making interventi ons, or were they silent backbenchers? The Bunge is the Supreme Legislature of Tanzania. The Bunge grants money for running the administrati on and oversees government programs and plans. The Bunge oversees the acti ons of the Executi ve and serves as watchdog to ensure that government is accountable to its citi zens. To achieve all this, Members of Parliament pass laws, authorize taxati on and scruti nize government policies including proposal for expenditure; and debate major issues of the day. For the Bunge to eff ecti vely carry out its oversight role, acti ve parti cipati on by Members of Parliament is criti cal. MPs can be acti ve by making three kinds of interventi ons: they can ask basic questi ons, they can ask supplementary questi ons and they can make contributi ons during debates. This brief follows earlier briefs, the last of which was released in August 2010. It presents seven facts on the performance of MPs, including rati ng who were the most acti ve and least acti ve MPs. -

Tanzania Country Reports on Human Rights Practices - 2005 Released by the Bureau of Democracy, Human Rights, and Labor March 8, 2006 The United Republic of Tanzania is a multiparty state led by the president of the union (consisting of the mainland and the Zanzibar archipelago) and had a population of approximately 37 million. Zanzibar, although integrated into the country's governmental and party structure, has its own president, court system, and parliament and continued to exercise considerable local autonomy. In the union's December 14 presidential and legislative elections, Jakaya Kikwete was elected by mainland and Zanzibari voters as president of the union-- succeeding President Benjamin Mkapa--and the ruling Chama Cha Mapinduzi (CCM) party made significant gains in the National Assembly. Observers considered the union elections to be freer and fairer than previous elections, despite irregularities and politically motivated violence, mostly on Zanzibar. While civilian authorities generally maintained effective control of the security forces, there were some instances in which elements of the security forces acted independently of government authority. The government's human rights record remained poor; however, there were several significant improvements in some key areas, although problems remained. The government demonstrated more respect for citizens' right to change their government peacefully. Government efforts helped reduce mob killings during the year. There were no longer reports that city police in Dar es Salaam used excessive force against or confiscated the goods of petty street traders. The government took more steps to address judicial inefficiency and corruption.
