The position of second chambers in european constitutional design: at some time during the 20th century, the use of second chambers seemed to be condemned to a corner of history, since several european countries eliminated them during the first third of the xxth century (Serbia 1901-1903; 1917 Russia; 1917 Finland; 1926 Portugal; 1928 Albania; 1949 Malta; 1982 Turkey). However, drafters of new constitutions after 1945 have shown themselves kin on having second chambers, a path continued also at the end of the xxth century in new constitutions. Thus, rather than being an extraordinary feature of european political system, it has become a common one: not least than 17 european states have second chambers.1 There is a certain correspondence between the size of states and having a second chamber: generally speaking, large countries do tend to have second chambers. In Europe, the largest countries to have a unicameral parliament are Greece, with 11 million inhabitants, and Portugal, with 10.5 million. Despite this trend, second chambers are disputed. Usually, their operative costs and the delays in passing legislation are arguments used against them. -

More specifically, it focuses on the owner-operators, deckhands, fishermen’s wives and others involved in the fisheries of Texel, an island in the north- western part of the Netherlands. Braving Troubled Waters Troubled Braving The book attempts to situate their occupational community at the interface of local and (supra)-national processes and aims to show how the latter affect the socio-cultural fabric of the island’s fishing villages and prompt particular responses in the fishermen’s perceptions and modes of action. -

227 HOOFDSTUK II De stranding Hoe het CDA de verkiezingen, de macht en de kroonprins verloor Diep in de nacht van donderdag 7 op vrijdag 8 april loopt Frits Wester in de wandelgangen van de Tweede Kamer zijn collega Jan Schinkelshoek tegen het lijf. Zijn voormalige baas, nu pers- voorlichter van minister Hirsch Baum, heeft een vraag. 'Waar benje morgen?' 'Thuis', antwoordt Wester. Op vrijdag verga- dert de Kamer niet, en hij wil een vrije ochtend nemen. 'Houje maar liever beschikbaar', zegt Schinkelshoek. 'Er staat misschien iets vervelends te gebeuren; ik kanje alleen niet vertellen wat.' Het is geen toeval dat de twee voorlichters op dat tijdstip nog in de Kamer zijn. Vanaf twee uur 's middags heeft het parlement gedebatteerd over de IRT-zaak, waarbij zowel Hirsch Ballin als minister Van Thijn zware kritiek te verduren kregen. In de loop van de avond is een motie van afkeuring ingediend tegen Hirsch BalEn. Hij is als minister vanjustitie medeverantwoordelijkvoor de falende controle op het Interregionale Recherche Team, waarover inj anuari nogal wat commotie ontstond. Het is nu drie uur. Zojuist heeft de Kamer die motie verworpen. De CDA-frac- tie heeft serieus overwogen haar te steunen en Hirsch Ballin te laten vallen, maar heeft daar op het laatste moment van afgezien. Wel komt er een parlementair onderzoek naar de opsporingsme- thoden die de recherche gebruikt in de strijd tegen de zware mis- daad, omdat er ernstige twijfel is gerezen over de toelaatbaarheid daarvan. Toen Hirsch BalEn en Van Thijn twee weken eerder, Op zi maart, een onderzoeksrapport over de IRT-zaak ontvin- gen, was meteen al duidelijk dat deze zaak ernstige politieke con- sequenties kon hebben. -

The administrative and financial autonomy of parliamentary assemblies Report prepared by Mr Michel Couderc (France), adopted at the Moscow Session (September 1998) The autonomy of parliamentary assemblies is a question which one might describe as "cross-disciplinary" since it touches on all aspects of the organisation and functioning of parliaments. Even when limited to its administrative and financial dimensions, the question might seem too broad and as a result to elicit responses which are too general to be relevant. In fact the reverse is the case. I sincerely thank my fifty-two colleagues (Annex 1) for the quality and detail of their responses. This embarrassment of riches has led me to present a first report which will be at the same time both overfull and inevitably incomplete . I would therefore ask everyone to forgive me if they do not find an analytical discussion of their own response. Apart from in the Tables, I have only mentioned in particular the Assemblies which conveyed a viewpoint with especial clarity on some aspect of the problem or those which were an exception to the majority of responses. Autonomy is not therefore an "empty shell" but a concrete reality which expresses in some way and to various degrees depending on the country, the shared specificity of the parliamentary phenomenon throughout the world. This is not surprising since autonomy is defined in effect by on the one hand non- dependence and non-subordination of Assemblies in relation to the Executive, and, on the other, by the possibility of the Assembly freeing itself at least partially from the rules of ordinary law so as to follow instead its own regulations. -

The Relationship between Upper and Lower Chambers Baroness D’Souza, Lord Speaker of the House of Lords, United Kingdom Good morning, everyone. Thank you all so very much for being on time. In the history of these conferences, we are making history by starting two minutes early. Welcome to Westminster for this 15th meeting of our association. It is a great honour for me to be able to host this year’s meeting. In making arrangements for today, I thought that it was very important that we should meet in the Houses of Parliament and, more particularly, in this beautiful room, the Queen’s Robing Room. Let me take a few minutes to explain the significance of our location. Since the first half of the 16th century, the two Houses of Parliament—the Commons and the Lords—have met here in the Palace of Westminster, which in the times of King Henry VIII had ceased to be a royal residence. What you see now is not the original palace, because in 1834 it was seriously damaged by fire. Our Victorian predecessors were nothing if not ruthless. Much of what remained of the earlier buildings was pulled down and the new Houses of Parliament were erected in the 1840s and 1850s. The architect was Charles Barry and the interior designer was Augustus Pugin, a church architect devoted to the gothic revival style. -

Om in de agenda te noteren Beste mensen, Juni 2017, we staan aan het begin van een nieuwe zomer. Het voorjaar met al het ontluikende leven en de zachte groene kleuren is voorbij. Kleuren worden weer feller en harder en de natuur heeft zich weer gesetteld. Onder het badkamerraam van het huis waarin we enkele weken mochten vertoeven zaten twee nesten, waarin het getsjilp van de jonge vogels niet van de lucht was, met moeder vogel op een boomtak in de buurt. Ze zijn gezond en wel uitgevlogen, het leven tegemoet. Maar niet altijd brengt het voorjaar de vreugde van nieuw leven. Zelfs in de lente is er ook sprake van ziekte en zelfs van naderende eindes. Ook onder ons zijn er oud- collega's die dat zelf of in familiekring momenteel meemaken. Onze gedachten gaan naar hen uit. Wij wensen hen en hun dierbaren erg veel sterkte toe. Het voorjaar was ook de tijd van de examens, waar wij als gepensioneerden van een afstand naar hebben gekeken. We herinneren ons de drukte en de zorg die wij zelf in ons werkzame leven in die examentijden hadden, zowel professioneel als in onze rollen als ouders. En dan sta je toch met een zekere verbazing te kijken naar wat er nu allemaal gebeurt, naar alle klachten die naar voren zijn gebracht: bijna tweehonderdduizend ingediende klachten. En dan weet ik ook wel dat een behoorlijk aantal niet serieus te nemen is, maar toch.
