Introduction The Ministry for Islamic Affairs, Endowments, Da’wah, and Guidance, commonly abbreviated to the Ministry of Islamic Affairs (MOIA), supervises and regulates religious activity in Saudi Arabia. Whereas the Commission for the Promotion of Virtue and the Prevention of Vice (CPVPV) directly enforces religious law, as seen in Mapping the Saudi State, Chapter 1,1 the MOIA is responsible for the administration of broader religious services. According to the MOIA, its primary duties include overseeing the coordination of Islamic societies and organizations, the appointment of clergy, and the maintenance and construction of mosques.2 Yet, despite its official mission to “preserve Islamic values” and protect mosques “in a manner that fits their sacred status,”3 the MOIA is complicit in a longstanding government campaign against the peninsula’s traditional heritage – Islamic or otherwise. Since 1925, the Al Saud family has overseen the destruction of tombs, mosques, and historical artifacts in Jeddah, Medina, Mecca, al-Khobar, Awamiyah, and Jabal al-Uhud. According to the Islamic Heritage Research Foundation, between just 1985 and 2014 – through the MOIA’s founding in 1993 –the government demolished 98% of the religious and historical sites located in Saudi Arabia.4 The MOIA’s seemingly contradictory role in the destruction of Islamic holy places, commentators suggest, is actually the byproduct of an equally incongruous alliance between the forces of Wahhabism and commercialism.5 Compelled to acknowledge larger demographic and economic trends in Saudi Arabia – rapid population growth, increased urbanization, and declining oil revenues chief among them6 – the government has increasingly worked to satisfy both the Wahhabi religious establishment and the kingdom’s financial elite. -

This Plea Agreement between the United States Attorney for the Northern District of Illinois, JOHN R. LAUSCH, JR., and defendant AWS MOHAMMED YOUNIS AL-JAYAB, and his attorneys, THOMAS ANTHONY DURKIN and JOSHUA G. HERMAN, is made pursuant to Rule 11 of the Federal Rules of Criminal Procedure and is governed in part by Rule 11(c)(1)(C), as more fully set forth below. The parties to this Agreement have agreed upon the following: Charges in This Case 2. The superseding information in the Northern District of Illinois (16 CR 181) charges defendant with knowingly providing material support to a foreign terrorist organization, in violation of Title 18, United States Code, Section 2339B (the “Chicago Case”). The indictment filed in the Eastern District of California (2:16CR0008), and transferred to the Northern District of Illinois under Rule 20 (18 CR 721), charges defendant with knowingly providing a materially false statement to federal agents in a matter involving international terrorism, in violation of Title 18, United States Code, Section 1001(a)(2) (the “Sacramento Case”). 3. Donner University of Chicago Dear Friends and Colleagues, It is my distinct privilege to provide you with a copy of the eleventh Far- hat J. Ziadeh Distinguished Lecture in Arab and Islamic Studies, “How Ecumenical Was Early Islam?” delivered by Fred M. Donner on April 29, 2013. The Ziadeh Fund was formally endowed in 2001. Since that time, with your support, it has allowed us to strengthen our educational reach and showcase the most outstanding scholarship in Arab and Islamic Studies, and to do so always in honor of our dear colleague Farhat Ziadeh, whose contributions to the fields of Islamic law, Arabic language, and Islamic Studies are truly unparalleled. Farhat J. Ziadeh was born in Ramallah, Palestine, in 1917. He received his B.A. from the American University of Beirut in 1937 and his LL.B. from the University of London in 1940. He then attended Lincoln’s Inn, London, where he became a Barrister-at-Law in 1946. In the final years of the British Mandate, he served as a Magistrate for the Government of Palestine before eventually moving with his family to the United States. He was appointed Professor of Arabic and Islamic Law at Princeton University, where he taught until 1966, at which time he moved to the University of Washington. The annual lectureship in his name is a fitting tribute to his international reputation and his national service to the discipline of Arabic and Islam- ic Studies. -

THE " CONSTITUTION OF MEDINA " SOME NOTES The document known as the "Constitution of Medina" (1) has been studied by western scholars among whom was already J. Wellhausen who analyzed and divided the document into articles. His division was adopted by Wensinck, Watt and others, and it is also followed in the present study (2). There are, however, certain problems in the "Constitution" which seem to remain unsolved. In the present paper an attempt is made at elucidating some of these problems (3). 1. "The Jews of Banfr so-and-so" One of the main objects of the "Constitution" was to deter- mine the relations between the Muslims and the Jews of Medina within the framework of a new kind of unity. But whereas the identity of the Muslims who are dealt with in articles 2 - 10 of the document is fairly clear, the Jews who are treated in I) See Ibn Hisham, 11,147-150. This is the version of Ibn lshaq (d. 150H1767) which is also reproduced in Ibn Sayyid al-Nas,I, 197-198; Ibn Kathir , Bidiiya, 111,224-226. Another version, that of al-Zuhri (d. 124HI742), has been recorded in Abfl 'Ubayd , 290-294. For an English translation of the document see Wensinck , 51 ff. ; Watt, 221 rr. ; Serjeant, II, 18 rr. 2) Serjeant, who completely ignored Wellhausen's study, cut the "Constitution" into no less than 8 separate "documents" in what seems to be a highly arbitrary manner. 3) The Arabic text of the passages studied below is provided in the appendix. 6 URI RUBIN articles 25 -30, 46 are less easy to identify. -

Jamaluddin, MA Lecturer at Faculty of Islamic Studies UISU Medan, Indonesia Abstract: There are two largest madhhab in the world: Sunni and Shi’a. Each of these schools has different opinion about the hadith which can be used as a proposition of law. This dissent sometimes creates dispute and anarchic actions that leads to disharmony relationship in Muslim themself. This study tries to find out the factors that lead this different opinion between Sunni and Shi’a in understanding the hadith. Sunni argues that the hadith sourced from all over the companions of the Prophet Muhammad can be used as a proposition of law if it is valid or ṣaḥīḥ. All the companions of the Prophet, according to the Sunnis, are fair. As for the Hadith or Sunnah used by Shi’a is an authentic hadith narrated only by Ahlu Bait. The example of contradictory problem between Sunnis and Shi’a is mutʻah marriage. According to Sunni, this can of married is forbidden while Shi’a allow it. Sunni and Shi’a in establishing a legal marriage such as mut’ah equally refer to the hadith of Muhammad SAW. To maintain and create harmony between Sunni and Shi’a, it must be there is a mutual respect and appreciation for opinions outside his madhhab as long as the guidance are Qur'an and the hadith.
