Report No JC 5/2009 TAYSIDE CONTRACTS JOINT COMMITTEE Report No JC 5/2009 TAYSIDE CONTRACTS JOINT COMMITTEE – 26 JANUARY 2009 Report by the Managing Director Subject: STANDING LIST OF SUPPLIERS FOR THE SUPPLY OF OPERATIONAL AND WINTER MAINTENANCE FLEET REQUIREMENTS FOR YEAR 2009/2010 ABSTRACT The purpose of this report is to seek approval to use Standing Lists of Suppliers to tender for the supply of fleet requirements for year 2009/2010. 1. RECOMMENDATION The Joint Committee is asked to approve the use of the Standing Lists detailed in Appendix 1 for operational and winter maintenance fleet requirements. 2. INTRODUCTION Standing Orders state that the Joint Committee may maintain lists of suppliers to be invited to tender for contracts for the purchase of vehicles and plant and where such a list is maintained invitation to tender for such contracts shall be limited to suppliers whose names appear on the list. 3. INFORMATION The methods and procedures for tendering for the supply of operational and winter maintenance fleet items have been reviewed and I consider the use of standing lists would continue to be of advantage to Tayside Contracts in helping to speed up the tendering process. Accordingly an advertisement was placed in the press including the Official Journal of the European Community and applications to be included in the lists were received in December 2008. Applicants were asked to state which categories of fleet they were capable of supplying and wished to be considered for the list outlined in Appendix 1. An appraisal of the products offered was carried out to check whether they would meet the specification and operational requirements of Tayside Contracts. Consideration was also given to the need and cost benefits of fleet standardisation. The list of proposed approved applicants is as detailed in Appendix 2. 4. PROPOSALS It is advised that the lists should be operated for a period of one year but it may be necessary to review the lists at an earlier date should there be a change in circumstances. Any proposed interim deletions from or additions to the lists will be submitted for the Joint Committee’s approval. In addition, Tayside Contracts will make use of any relevant tender information from Scotland Exce3l as part of the tendering process. 5. FINANCIAL IMPLICATIONS There are no financial implications associated with this report. 6. CONSULTATION The Clerk and the Proper Officer to the Joint Committee have been consulted on the preparation of this report. 7. CONCLUSION It is considered that the Joint Committee should approve the use of the attached Standing List of Suppliers detailed in Appendix 2 for operational and winter maintenance fleet requirements. Project Title: Equipment Replacement Optimization 16. Abstract TxDOT has a fleet value of approximately $500,000,000 with an annual turnover of about $50,000,000. Substantial cost savings with fleet management has been documented in the management science literature. For example, a 1983 Interfaces article discussed how Phillips Petroleum saved $90,000 annually by implementing an improved system for a fleet of 5300 vehicles. The trend in B2B, however, seems to be slightly different where many decision makers still believe that branding is not relevant to their business as it is to B2C. This paper investigates the role of brand equity in B2B businesses and shows how long-term investment in brand equity can change the rules of the game radically in favor of those B2B companies who have invested in their brand with a "holistic" approach which conform the overall strategy of the company. Caterpillar Inc. has been chosen as the case study and the role of its brand equity in its superior performance over its competitor, Komatsu Ltd, is investigated. The qualitative part of the research analyses the brand associations and the roles that these associations together with other brand elements play for Caterpillar and its customers. The quantitative part investigates two particular areas of recovery from market difficulties and efficiency in market communications and proves the role of higher brand equity in superior performance in recovery from market difficulties and marketing communications efficiency. The results are then tested further on the second case study which compares Intel to AMD. The results also open up new lines for further research on the subject both in depth and breadth where suggestions are made for generalizability of the research as well as determining the role of brand equity in companies' performances more precisely.

RECOMMENDATION The Joint Committee is asked to approve the use of the Standing Lists detailed in Appendix 1 for operational and winter maintenance fleet requirements. 2. INTRODUCTION Standing Orders state that the Joint Committee may maintain lists of suppliers to be invited to tender for contracts for the purchase of vehicles and plant and where such a list is maintained invitation to tender for such contracts shall be limited to suppliers whose names appear on the list. 3. INFORMATION The methods and procedures for tendering for the supply of operational and winter maintenance fleet items have been reviewed and I consider the use of standing lists would continue to be of advantage to Tayside Contracts in helping to speed up the tendering process. Accordingly an advertisement was placed in the press including the Official Journal of the European Community and applications to be included in the lists were received in December 2007.
