Dear Friends, Welcome! As a proud Kentuckian, I’m honored that the Kentucky League of Cities is holding its 2018 Conference & Expo here in Louisville. Your work is so important to the future of the Commonwealth. I hope the conversations you’ll have and the learning you’ll do will help you in the work we all share – serving the citizens of Kentucky. I also hope you’ll find time to enjoy some of the great attractions our city has to offer, like the Slugger Museum, the Center, and the Museum, as well as Waterfront Park, some of our distillery experiences (we are the home of Bourbonism), and our great local food, music and arts scenes. Compassion is one of our core city values and helps us provide great hospitality to more than 16 million visitors a year. On behalf of Louisville, please enjoy yourself while you’re here. 7 PRESIDENT’S WELCOME

Dear Friends, On behalf of the KLC officers, board members, and staff, welcome to the 2018 Kentucky League of Cities Conference & Expo. This year marks our 89th annual conference and expo. It’s more than a meeting. It’s really a chance to share ideas, network and rally for the cities we all love and call home. This year’s conference theme is “Small Changes. Big Impact!” This year, we have some special conference activities. We will again partner with Kentucky Agriculture Commissioner Ryan Quarles and the Kentucky Department of Agriculture’s Hunger Initiative for a community project to help address food insecurity and homelessness. New this year, Kentucky League of Cities Insurance Services (KLCIS) will sponsor a drug litter safety kit packing project. Any city that participates will get kits to take home that city employees can use as they encounter drug litter on the job. Finally, at the KLC Expo booth, you’ll have the opportunity to send a message to some of our most cherished veterans who will be participating in the upcoming Honor Flights. These efforts symbolize the power of working together and how just a few minutes of our time can lead to a big impact for people in our own Kentucky cities. It’s definitely been a busy year for KLC, legislatively and otherwise. And as you know, the upcoming legislative session is going to be just as challenging. I hope each of you will take the opportunity to talk with your legislators about the issues facing our cities. They need to hear from you. On a personal note, I am honored to have been your president for the past year. Many exceptional leaders have come before me, and I am humbled to have had such a wonderful opportunity. KLC is a mission-driven organization that works every day on behalf of Kentucky cities. I appreciate all of your support and want to especially thank the KLC Board of Directors for its vision and cooperative leadership in making important decisions. Louisville and the cities of Jefferson County have many assets and things to do. They have made us feel welcome, and we owe them a big thank you for their hospitality. Dear KLC Members, The theme of this year’s conference is: Small Changes. Big Impact! The cities here in Louisville and Jefferson County certainly are great examples of our theme. They are constantly reinventing neighborhoods, attracting businesses and using creative solutions to improve their services and meet the needs of current and future residents. We see the conference as a time to celebrate, and there’s a lot to celebrate this year. We will recognize many of you for your training accomplishments and showcase a number of your projects in panels and workshops. KLC’s programs and services are thriving, and we continue to take a strong stand on behalf of cities in Frankfort. Our KLC staff loves working for you and is always interested in your feedback. And speaking of staff, Robin Cooper, Joe O’Nan, Marty Nemes and Linda Wickliffe will all retire from KLC this year. They have definitely made a big impact on KLC and on many of your cities with their expertise and insights. I hope you’ll let them know that they’ll be missed. The conference is also a new year of sorts for KLC as we welcome new officers and board members. We’ve had a very good year under the unwavering and decisive leadership of Richmond Mayor Jim Barnes. He’s been actively and strategically involved in all aspects of our success. Mayor Barnes, our officers and Board of Directors are enthusiastic and engaged representatives for you. Hyatt Hotel Guests: Parking is available in the attached Commonwealth garage for a fee. In and out access for 24 hours with the parking ticket validated at the front desk is $15.00. Commuters: Parking is available in the Commonwealth garage for a fee. The max rate is $10.00 for a full day. Parking is based on a first come, first served availability. CRACKER BARRELS These roundtable sessions are held during the Expo on Wednesday. The timed, interactive, small-group discussions are a great way to network and gather information on several topics of interest in a short period of time.

CITY OFFICIALS TRAINING CENTER AWARD PROGRAM The City Officials Training Center (COTC) is a voluntary continuing education program administered by KLC. City officials can complete education levels by attending KLC events and by submitting outside training credit from other municipal training. There is no charge to enroll. If you attend a KLC training, your credit is tracked automatically. w Level I - Achievement in City Governance: 29 Hours of Approved Courses, 1 Hour of Ethics w Level II - Excellence in City Governance: Total of 58 Hours of Approved Courses, total of 2 Hours of Ethics w Level III - Master of City Governance: Total of 87 Hours of Approved Courses, total of 3 Hours of Ethics w Masters Maintenance: 14 Hours of Approved Courses Completed Annually, 1 Hour of Ethics Every workshop, education session, cracker barrel and general session during the KLC Conference & Expo is available for COTC credit on an hour-by-hour basis. Please make sure you are scanned before each event or you will not receive credit. Credits are valid for three years. If you have any questions about the COTC, please contact KLC Senior Training Manager Cassie Cooper at [email protected].

THE NEW CERTIFIED MUNICIPAL OFFICER (CMO) TRAINING DESIGNATION! The KLC training program continues to grow to meet the needs of the members we serve. As a result, KLC implemented the Certified Municipal Officer designation. To obtain this designation, individuals must complete 135 hours of training, which is 45 hours beyond the three levels of the COTC program. Only certain courses throughout the year qualify for this program, and only training hours earned after October 3, 2017, qualify for the designation. Make sure to look for the CMO seal of approval at all KLC training events. This prestigious designation must include: w 2 hours of Kentucky Open Meetings Law Training w 2 hours of Kentucky Open Records Law Training w 1 hour of Advanced Ethics Training Anyone who has achieved their Master of City Governance can start working towards their Certified Municipal Officer designation by attending any of the workshops offered at this year’s conference.

ASSOCIATION CREDIT CPA Continuing Professional Education Each course in the finance track qualifies for Continuing Professional Education (CPE) hours for a total of 5.75 hours. Certificates will be provided. If you wish to use another course for CPE hours, please email [email protected] and a certificate will be emailed to you. Continuing Legal Education Each course in the legal track, as well as the Supreme Court Update session and 2019 Legislative Preview, are pending approval from the Kentucky Bar Association for a total of 10.25 hours of Continuing Legal Education (CLE) credit. A maximum of 8.25 hours can be earned by attending the Supreme Court Update, Legislative Preview and a session in each workshop. Certified Municipal Clerk/Master Municipal Clerk Each course in the clerk track is pending approval from the International Institute of Municipal Clerks (IIMC). Clerks can receive a total of 5.75 hours or approximately 1.25 CMC/MMC education points by attending a session in each workshop.

CONFERENCE IDENTIFICATION Please wear your name badge to all scheduled functions. KLC staff will be scanning badges as you enter general sessions, workshops and other functions.
