Situation Overview More than 1,500 families (approximately 9,000 individuals) returned to Tikrit City and surrounding areas between 14 and 23 June, after the area was retaken by Iraqi Security Forces in April, according to the Displacement Tracking Matrix (DTM) of the International Organization for Migration (IOM). Most of those who returned were Government civil servants who were requested to return. Approximately 80 per cent of Government employees have gone back to the area, local authorities report. Returnees reportedly were required to submit to ID checks, body and vehicle searches before being allowed through manned checkpoints. Authorities have reportedly dismantled 1,700 improvised explosive devices (IEDs) and cleared more than 200 booby-trapped houses. The recent returns brings the estimated total number of returnees in Tikrit District to 16,384 families (over 98,000 individuals), according to a partner NGO.

    RETURNRETURN INDEX GOVERNORATE GOVERNORATE PROFILING: PROFILING RETURN DYNAMICS IN ANBAR GOVERNORATE RETURN DYNAMICS IN ANBAR GOVERNORATE JUNE 2021 The Return Index is a tool designed to measure the severity of presents the overview of conditions across the governorate at the conditions in locations of return. At 0800 on 2 April, the enemy carried out a military airborne drop near observation post (800), Amiriyah Al-Fallujah. On 1 April about 100 tanks were seen near the same observation post. b. At 1840 on 1 April, an airborne drop took place about 15 Kilometers from east Barwanah, Haditah. c. At 6:50 on April, the enemy conducted an airborne drop of tanks in the city of Al- Nu’maniyah 2. Large reinforcements on a convoy in Al-Hay, Kut supported by around 15 to 20 helicopters. There are also reinforcements on the convoy that passed Al-Nu’maniyah going towards Al-Aziziyah road. Stations of Wasit 3. Information from the air force security based on letter from Al-Qadisiyyah base showed that the enemy is currently in H 1 airport in 10 to 12 tanks supported by 2 helicopters. The enemy attacked the force guarding Al-Qadisiyyah dam and was able to take it over with a small force. A force from the Party and Ghazah Brigade are heading towards it. 4. At 1050 an enemy convoy is moving towards Al-Zubaydiyah from Al- Nu’maniyah. The enemy convoy is currently about 15 Kilometers north of Al- Nu’maniyah across from [illegible] going towards Al-Zubaydiyah and Sawirah to Wasit. At 1100, the enemy has advanced with [illegible] force towards Kut and the fighting is still ongoing. 5.     Bulletin 8 – July 2015 IRAQ July 2015: Trend of increasing food insecurity persists in Anbar and Ninewa Highlights Food insecurity escalated in Iraq in the second quarter of 2015. WFP’s mobile Vulnerability Analysis and Mapping (mVAM) trend data collected from March to June points to a steady deterioration in food consumption and coping indicators, especially in Anbar and Ninewa governorates, which have been directly affected by conflict. Internally displaced persons (IDPs) are the most affected by food insecurity. More than one in five of them (21%) reported ‘poor’ or ‘borderline’ consumption in June. Two in five (40%) of IDP households reported not having enough food or money to buy food for the same month. In June, food prices increased and wage-to-food terms of trade declined in Diyala and Ninewa. In Anbar, food prices are very high, and food supply is extremely limited in the conflict-affected district of Haditha. Public Distribution System (PDS) access remains low, with fewer households reporting having received a full PDS ration in June than in the previous month. Fighting hunger worldwide In spite of conflict, the 2015 wheat crop production levels were higher compared to 2014 in the South and in the Kurdistan Region of Iraq (KRI). Current events update Intense armed conflict continued throughout May, with particularly severe violence in Anbar. In June, conflict, internal unrest and displacement continued to compound the humanitarian crisis in Iraq. Some 8.2 million people were declared in urgent need of humanitarian assistance compared with 5.2 million in February. Of these more than 3 million were IDPs and 3.7 million were children (OCHA 2015 Iraq Humanitarian Response Plan).

The operations resulted in ISIS being mostly expelled from the area. ISIS will most likely maintain a minimum presence in this region allowing it carry out sporadic attacks and might regroup and carry out a large scale attack to reclaim this strategic territory in the future. At the present time, however, ISIS appears to have lost control and freedom of movement in the area, and ISW is therefore assessing this area to be under the control of the ISF and its allied militias.
