Unofficial translation based on original Islamic Republic of Afghanistan Afghanistan National Disaster Management Authorities Ghor Province Secretariat Minutes of PDMC meeting Date: Tuesday, January 24, 2012 Venue: Conference Room of Governor House Agenda 1- Recitation of Holly Quran 2- Welcoming speech (The Governor) 3- ANDMA report on diseases outbreak and their affects and those died in the recent avalanches; and dispatching of WFP’s food; 4- DoPW report on the roads and passes clearance; 5- Discussion on insufficient logistical support of the Governmental agencies; bunch of vulnerable and affected people petitions; 6- Recommendations; 7- Open discussions; Decisions: After recitation of Holly Quran verses, Director of ANDMA has chaired the PDMC meeting. Director of ANDMA reported the recent causalities and road blockage of the districts due to avalanches and cold weather which caused one death and 3 injured persons in Lal Wa Sarjangal district which are currently under treatment, in the mean time there are reports indicate that a person died in Saghar district due to severe cold weather also from another side, human disease (measles outbreak) in Shibij and Lafra areas centre of Ghor province. For this ANDMA with cooperation of DoPH trying to find a source to provide a helicopter to get the team deployed in the area. DoPH stated that the measles and pneumonia outbreaks caused children causalities but due to blockage of the roads we are unable to send the team and medicine to the area and so far we could not do anything so we are trying to send a team to stay there for a week so that treat all the affected children, in this case we need the help of all the PDMC members. Acting director of DRRD stated that the situation is too critical and if it is not avoided it will cause more causalities and said when the team goes to the area we will provide some chlorine and buckets to the affected areas. ACTD representative stated that the outbreak is severely increased in the area and Haji Ahmad Khan the villager’s leader of Shibij frequently asked to send the team and doctors to the area as soon as possible. The representative of Chief of Police stated that the roads of Shahrak, Tulak and Saghar districts are open now but Taywara, Charsada and Du Layna is still closed also he reported that a person by the name of Ebrahim from Kham Shour of Lal Wa Sarjangal district, a police soldier by the name of Hasamudin on the way to Charsada and a Mohammad Qasim have been died due to severe and cold weather. ACF representative expressed their concerns on the blockages of roads and stated that at any time they receive an accurate and attested report of opening statues of the roads from DoPW they will send some NFIs to Lal Wa Sarjagal district. Director of ANDMA stated that an official letter signed off by the Governor has been sent to Coordination Commandment in Ghor province to provide helicopter, and they are in touch with Ministry of Defense about the provision of helicopter also the issue is shared with ANDMA-HQ which they have sent official letters to UNAMA and OCHA so that we find a source to provide helicopter for the team. Also director of ANDMA briefed the participants about the allocation of WFP food aid to 10 districts of Ghor and mentioned that there was little allocation (33 Mt) for Chaghcharan centre of province that the allocations have not been approved by us and for this purpose an official letter signed off by the Governor has been sent to WFP and WFP has newly allocated 499 Mt and sent to PDMC committee which approved by the committee and resend back to them. WFP is not implementing food distribution itself and their cooperating partner for FFW projects is DRRD under custody of ANDMA, but the plan has not finalized yet as soon as finalized they will hand over it to the committee. CRS representative stated that the roads are completely blocked. The director of DoPW is not responding and even he was absent in today’s meeting; 1,600,000 sixteen million Afghanis secured and allotted for this purpose but the PDMC members and NGOs do not have any information of the roads, if the roads open would be good otherwise the director of DoPW should tell us by media that until warm seasons all the roads are closed for traffic so that we do not experience causalities of passengers on the way to districts, the PDMC members confirmed and wanted a report of DoPW as soon as possible. DAIL was supposed to send the allocated food aid of Taywar through Pasaband but due to insecurity conditions it has suspended, also they have loaded 100 Mt allocation of Taywara district and sent through Shahrak district but the trucks could not reach the district and unloaded in Zirkohe Hajal; and the allocated food aid of Tulak, Shahrak and Du Layna districts which was supposed to send from Hirat stocks but due to not having sufficient stocks in Hirat the 655 Mt want to send from Chaghcharan still not delivered although the transportation cost have been provided by MAIL but due to blockages of the roads unable to get the food aid to the districts. At the end, the director of ANDMA stated that all the PDMC members do not have sufficient logistical supports so that to use it in the emergency cases and mentioned that currently all the roads are closed, we humbly request from WFP to preposition some of their food aid in the PDMC stocks when the roads are opened so that can use in the emergency cases.
