EATS III Paris, 2006 Writing Taiwan History: Interpreting the Past in the Global Present Ann Heylen Research Unit on Taiwanese Culture and Literature, Ruhr University Bochum [email protected] Do not cite, work in progress Introduction Concurrent with nation building is the construction of a national history to assure national cohesion. Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past. -

Taiwan in the Twentieth Century: An Introduction Richard Louis Edmonds and Steven M. Goldstein For much of the past half-century, Taiwan’s development has been inextricably tied to the drama of the Chinese civil war and the Cold War in Asia. Both the government on Taiwan and many of its supporters abroad have sought to link the island’s history with that of the mainland. The result has been partially to obscure the distinctive history of Taiwan and, with this, to ignore factors which have decisively shaped the development of the island. The bulk of the papers in this volume seek to contribute to the ongoing efforts of scholars in Taiwan and abroad to illuminate the early 20th-century portion of this history and to join it to discussions of the post-war evolution of the island. With the end of the Second World War, Taiwan was returned to China after 50 years as a Japanese colony. The Kuomintang-controlled Republic of China on the mainland took over the administration of Taiwan almost immediately, subjecting its citizens to a brutal, authoritarian rule. In 1949, after defeat on the mainland, Chiang Kai-shek brought the remnants of that government to Taiwan, where, claiming to be the legitimate govern- ment of all of China, he established a temporary national capital in the one province completely under its control. It seemed at the time that this hollow claim would be silenced by an imminent Communist invasion. The outbreak of the Korean War, how- ever, and fears of Chinese Communist expansion brought renewed econ- omic, military and diplomatic support from the United States of America. -

Brown Johns Hopkins School of Advanced International Studies President Ma’s inaugural mentioned no new initiatives, confirming that this would be a year for consolidating relations rather than making breakthroughs in cross-strait relations. While Beijing understands Ma’s domestic position, it continues nudging Ma and Taiwan to move beyond economic issues. The 8th ARATS-SEF meeting in August finally concluded the long-stalled investment agreement – a significant step – but only by finessing key contentious issues. Debates within the DPP over its policy toward Beijing continue. However, initial decisions by new DPP chairman Su Tseng-chang indicate that the party is not yet willing to adjust its policy. President Ma has taken steps to underline the ROC claims to the Diaoyutai Islands. Ma inaugural As soon as Ma Ying-jeou won re-election in January attention shifted to what he would say about cross-strait relations in his second inaugural address on May 20. Four years earlier, he enunciated core aspects of his policy including his “three noes” – no independence, no unification, no use of force – and mentioned that Taipei would also enter consultations on a possible peace agreement. Knowing how important such statements are in setting future agendas, Beijing had quietly been making it known through several channels that it hoped for an indication that relations could move forward in some politically significant way. Progress on economic issues was assumed; Beijing wanted something on the political front. Specifically, Beijing communicated its hope that Ma would drop the “no unification” element of his “three noes.” Ma also got advice from an opposite quarter. -

The Rise and Fall of the Taiwan independence Policy: Power Shift, Domestic Constraints, and Sovereignty Assertiveness (1988-2010) Abstract How to explain the rise and fall of the Taiwan independence policy? As the Taiwan Strait is still the only conceivable scenario where a major power war can break out and Taiwan's words and deeds can significantly affect the prospect of a cross-strait military conflict, ot answer this question is not just a scholarly inquiry. I define the aiwanT independence policy as internal political moves by the Taiwanese government to establish Taiwan as a separate and sovereign political entity on the world stage. Although two existing prevailing explanations--electoral politics and shifting identity--have some merits, they are inadequate to explain policy change over the past twenty years. Instead, I argue that there is strategic rationale for Taiwan to assert a separate sovereignty. Sovereignty assertions are attempts to substitute normative power--the international consensus on the sanctity of sovereignty--for a shortfall in military- economic-diplomatic assets. -
Message from the Representative Taiwan
MESSAGE FROM THE REPRESENTATIVE The approach of Christmas and the New Year always provides much time for reflection, and I am pleased to say that we have made steady progress in the bilateral ties between the UK and Taiwan since my arrival in London in late August. This progress has encompassed a wide range of fields, from education to renewable energy and gives us much to build upon as we proceed into 2017. December characteristically sees a great amount of activity throughout our diplomatic missions around the world. Our Christmas receptions for our allies in parliament and the diplomatic corps were a great success, functioning as an excellent opportunity to bring together Taiwan’s friends and to express our gratitude for the hard work and support which they have shown consistently throughout the year. We have recently welcomed Taiwan’s Minister Without Portfolio to the UK, where she delivered two excellent speeches here in London, showcasing to a global audience Taiwan’s efforts to promote open government through digital tools. I was also delighted to make a trip to the Kent constituency of South Thanet, where I had the pleasure of advancing UK-Taiwan ties in renewable energy with Mr Craig Mackinlay, the constituency’s MP. The year 2016 has in many respects been a remarkable one, having been characterised by much change. For Taiwan, this year constituted the second peaceful transfer of governmental powers in the country’s history and was another testament to the success of our democracy. While significant changes may bring challenges, they also often bring significant opportunities and I am confident we will be able to utilise these throughout the months and years ahead. -

Brown, Johns Hopkins School of Advanced International Studies Kevin Scott, The Brookings Institution Leadership changes have occurred on both sides of the strait. As predicted, the 18th Party Congress saw Xi Jinping appointed as general secretary in Beijing. In Taipei, President Ma announced in September a complete reshuffle of his cross-strait and foreign policy team. In both cases, the personnel changes do not foreshadow any policy changes in the coming months. While Ma remains unwilling to address political issues in direct negotiations, some interesting Track 2 dialogues occurred. In October, Beijing gave visiting DPP politician Hsieh Chang-ting unusual high-level attention, and following his return Hsieh has tried, thus far unsuccessfully, to promote change in DPP policy. Against the backdrop of increasing tensions over the Diaoyu Islands, Ma is focused on asserting Taiwan’s interests primarily through his East China Sea Peace Initiative. 18th Party Congress and PRC policy The 18th Congress of the Chinese Communist Party (CCP) saw the long-anticipated emergence of a new party leadership under General Secretary Xi Jinping. In the lead-up to the Congress, Taiwan Affairs Office (TAO) Minister Wang Yi authored two important articles. The first, an article in the party theoretical journal Qiushi, addressed primarily to party members, was entitled “The Accomplishments and Theoretical Renewal in Cross-Strait Work during the Past Ten Years.” Wang noted that the goal was reunification, that the interests of all Chinese would be best served by peaceful reunification and that the “peaceful development” of cross-strait relations based on Hu Jintao’s Six Points would pave the way for peaceful reunification. -

Noble In the 1990s and into the new century, increased Japanese sympathy toward Taiwan and antipathy toward mainland China led to a series of moves to improve treatment of Taiwan, including enhanced transporta- tion links, a higher level and frequency of official contacts, posting of a military attaché, and expressions of support for Taiwan’s participation in regional and international organizations. Nevertheless, Japan remains firmly wedded to a One China policy that opposes both the use of force by the mainland and a declaration by Taiwan of independence from China. Japan’s willingness to cooperate with the United States to defend Taiwan is increasingly in doubt. The sources of Japan’s supportive but restrained policy include the decline of traditional ties with Taiwan, the increasing size of the mainland market, and above all a perception of security risks that ultimately diverges sharply from that of Taiwan. Seri- ous cooperation in defense and diplomacy requires shared (or comple- mentary) threats, not just shared adversaries. The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. -

Compilation © 2019 Washington International Law Journal Association TRANSITIONAL JUSTICE IN TAIWAN: CHANGES AND CHALLENGES Nien-Chung Chang-Liao* and Yu-Jie Chen** Abstract: Taiwan’s experience with transitional justice over the past three decades suggests that dealing with historical injustice is a dynamic and fluid process that is fundamentally shaped and constrained by the balance of power and socio-political reality in a particular transitional society. This Article provides a contextualized legal-political analysis of the evolution of Taiwan’s transitional justice regime, with special attention to its limits and challenges. Since Taiwan’s democratization began, the transitional justice project developed by the former authoritarian Chinese Nationalist Party (Kuomintang, KMT) has been rather disproportionately focused on restorative over retributive mechanisms, with the main emphasis placed on reparations and apology and little consideration of truth recovery and individual accountability. -
