Implementation Status and Key Decisions
The project continues to achieve significant results towards its development objective, with a second community cycle coming to a close that saw the construction of some 1,800 subprojects in 1,729 villages, home to 850,000 people, with high participation rates by communities, including women and ethnic minorities. Social audits conducted at the end of the second cycle confirmed continued high satisfaction levels of beneficiaries, with over 75 percent of community members reporting high or very high satisfaction levels with project implementation and results. An ongoing technical audit (started in November 2015, with results expected in early 2016) is evaluating the project's cost-effectiveness and the technical quality of sub-projects. The project's grievance handling mechanism has been actively used across all project townships and has been effective in identifying shortcomings that in turn have been addressed effectively through the leadership of the Department of Rural Development (DRD). A union-level multi-stakeholder review (MSR) was held in August 2015 with the active participation of government, civil society, development partners and the private sector. Suggestions raised at the MSR were used by the project in the updating of the Operations Manual to be used in the third cycle, continuing the project’s emphasis on adaptive learning to achieve its development objective. On 30 September 2015, an Additional Financing Credit of $400 million equivalent became effective. On 18th September 2015 a Euro 20 million concessional loan providing financing for the project's scale-up was signed, and on 10th July 2015 a $11.5 million grant from the Japanese Social Development Fund was approved. Together with increased financing from the Government of Myanmar, the total project is now US$542.5 million, which will enable the project to cover at least 63 townships, home to an estimated 6.9 million people. In the coming cycle, the project will expand to the following townships: : Palewa township in Chin State; Myaung township and Banmauk township in Sagaing Region; Thabaung and Kyangin township in Ayeyawady Region; Mindon township in Magway Region; Kawmu township in Yangon Region; Lewe township in the Nay Pyi Taw Union territory; Ngazun township and Nyaung-U township in Mandalay Region; Monyo township andKyaukkyi township in Bago Region; Bilin township and Chaungzone township in Mon State; Demoso and Hpruso township in Kayah State; Kyain Seikgyi township in Kayin State; and Tanintharyi township in Tanintharyi Region.
