González B, Agricultural Specialist Report Highlights: While the Dominican Republic’s (DR) dairy sector is a very important source of local employment, it is not able to supply the full range of dairy products consumed domestically, especially in the growing hotel, restaurant, and industrial (HRI) sector. In 2017, U.S. dairy exports to the DR totaled $78 million (a 27 percent market share), including cheeses and non-fat dry milk (NFDM). In 2018, U.S. dairy exports increased 11 percent ($87 million) from 2017. While the United States continues to be the dominant supplier of NFDM to the DR, it is facing increasing competition from the European Union (EU) under its Economic Partnership Agreement with CARIFORUM. The DR remains a promising sector for U.S. dairy products, including cheese, yogurt and fluid milk, given its rapidly growing economy and HRI sector. However, importers regularly face a high level of uncertainty due to stringent regulations, which are reportedly causing retailers to stop importing certain lines of dairy products. IV China and the Law of the Sea: An Update Guifang Xue* Introduction his article examines the practice of the People's Republic of China with re Tspect to the 1982 United Nations Convention on the Law of the Sea {1982 LOS Convention),l Two principal areas will be assessed: China's efforts to accom modate the challenges of the Convention to its ocean domain as a coastal State and its major maritime legislation to implement the Convention regime. The analysis begins with a brief introduction of China's maritime features and a review of its basic stance toward the Convention. This is followed by a discussion of the major challenges China encountered while establishing its ocean domain based on the Convention regime. China's efforts in implementing the 1982 LOS Convention through national legislation are examined to assess the consistency of that statu tory framework with Convention requirements. Finally, conclusions are drawn from China's law of the sea practice. It is shown that China, fo r its part, has been accelerating domestic procedures with a view to enabling it to comply with Con vention requi rements. However, China's maritime practice has not been wholly consistent with Convention provisions. At the same time, China's oceans policy adjustments indicate a move away from its previous position as solely a coastal .. CROIXJ ITS ANTECEDENTS AND IMMEDIATE AFTERMATH INTRODUCTION The slave uprising of 2-3 July 1848 in St. Croix, Danish West Indies, belongs to that splendidly isolated category of Caribbean slave revolts which succeeded if, that is, one defines success in the narrow sense of the legal termination of servitude. The sequence of events can be briefly rehearsed. On the night of Sunday 2 July, signal fires were lit on the estates of western St. Croix, estate bells began to ring and conch shells blown, and by Monday morning, 3 July, some 8000 slaves had converged in front of Frederiksted fort demanding their freedom. In the early hours of Monday morning, the governor general Peter von Scholten, who had only hours before returned from a visit to neighbouring St. Thomas, sum- moned a meeting of his senior advisers in Christiansted (Bass End), the island's capital. Among them was Lt. Capt. Irminger, commander of the Danish West Indian naval station, who urged the use of force, including bombardment from the sea to disperse the insurgents, and the deployment of a detachment of soldiers and marines from his frigate (f)rnen. Von Scholten kept his own counsels. No troops were despatched along the arterial Centreline road and, although he gave Irminger permission to sail around the coast to beleaguered Frederiksted (West End), he went overland himself and arrived in town sometime around 4 p.m. -

A Transnational Law of the Sea Josh Martin Abstract It is widely accepted that we are presently struggling to govern the vast expanse of the ocean effectively. This Article finally gets to the real cause of much of the failures of the law of the sea: Westphalian sovereignty. In particular, it evidences that certain features of our obstinate model of public international law—such as sovereign exclusivity, equality, and territoriality—can be linked with a large majority of the governance “gaps” in the global ocean context. It thereby exonerates the falsely accused Grotius’s mare liberum doctrine and flag state regulation, which both still continue to receive an unmerited level of condemnation. This Article also argues that worldwide searches for new integrated systems of ocean management are, in fact, a search for a new paradigm of governance, well-known among lawyers, but yet to be thoroughly analyzed in the law of the sea context, that of transnational law and governance. -
