Equitable Representation in Decentralization in the Republic Of EQUITABLE REPRESENTATION IN THE DECENTRALIZATION IN THE REPUBLIC OF MACEDONIA By Kristina Dimovska Submitted to Central European University Department of Political Science In partial fulfilment of the requirements for the degree of Masters of Arts Supervisor: Professor Zsolt Enyedi CEU eTD Collection Budapest, Hungary June, 2014 Abstract This aim of this thesis is to find what factors can explain the variation in the level of ethnic minority representation in local government offices, among the different municipalities in the Republic of Macedonia. To answer the research question, I conduct exploratory mixed method analysis using both secondary sources and fieldwork data. In the first phase of the research I conduct multivariate linear regression on thirty four multiethnic municipalities, aiming to see whether any of Lijphart’s nine preferable conditions for enhancing consociationalism can explain the variation in the level of ethnic minority representation. During the second phase I engage in qualitative, thematic analysis on four municipalities, using concepts from the theory of representative bureaucracy, for the purposes of unravelling additional factors that affect the level of minority representation within local government offices. The statistical analysis yielded that socio-economic differences between groups, internal threat, size of municipality, size of the majority group and the number of ethnic communities explain almost half of the variation in the level of minority representation. The thematic analysis revealed that in all four municipalities the level of minority representation is influenced by economic and organizational determinants, by the role of the mayor, the historical experiences and the salience of ethnic identity. Allocation of economic resources is the most important in Petrovec, whereas the political parties matter the most in Mavrovo- CEU eTD Collection Rostusha.     On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps.

    Macedonia, The Former Yugoslav Republic of Page 1 of 20 Macedonia, The Former Yugoslav Republic of Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 Macedonia, which became independent in 1991 following the breakup of Yugoslavia, is a parliamentary democracy with multiethnic party representation and a popularly elected president. In parliamentary elections held in September, opposition parties, including an ethnic Albanian party primarily formed by former insurgents, won a majority of seats. The elections were free, fair, and peaceful; the Organization for Security and Cooperation in Europe (OSCE) led a large international monitoring effort. In November the Social Democratic Union of Macedonia (SDSM), Liberal Democratic Party of Macedonia (LDP), and Democratic Union for Integration (DUI) formed an ethnically mixed government led by Prime Minister Branko Crvenkovski. President Boris Trajkovski, the candidate from the Internal Macedonian Revolutionary Organization-Democratic Party for Macedonian National Unity (VMRO-DPMNE), was elected in 1999 in elections characterized by irregularities. During the year, the Government and Parliament continued implementation of the Framework Agreement (FWA) that brought the 2001 insurgency to an end, and the process of recovery continued. The FWA provided for enhanced civil rights for minorities and devolution of governmental power to local governments. The Constitution provides for an independent judiciary; however, at times the judiciary was inefficient and subject to political influence. From February to July of 2001, Macedonia experienced an insurgency conducted by Kosovar and indigenous ethnic Albanians. Although the insurgents purported to fight for greater civil rights for ethnic Albanians, some observers also attributed to the insurgents criminal motives or intention to form a new, "Greater Albanian" state.
