This year we want to showcase our Viking pride with enhanced vigor and spirit. Just over a month ago, we welcomed a cohort of energetic and spirited freshmen - the Class of 2019. As you know from your own time on our illustrious campus, these are the formative years for our students. Every moment, interaction, and conversation can make a lasting impression on their ECSU experience. Faculty members are imparting knowledge in the classroom, peers are building lasting friendships, and staff is working to ensure a well–rounded student experience. But, it is you, our alumni, whose Viking pride and generous spirit exemplify what it means to be an ECSU graduate. Vikings, I am proud of the great strides we’ve made during our first year on our Path to Prominence. Our campus is lined with new flags highlighting our ECSU pride, our new cohort enrollment has increased, and our academic initiatives are helping us to reach our goal of becoming North Carolina’s premier interdisciplinary science university. In fact, for the fourth consecutive year, we were ranked first on Washington Monthly’s list of ‘Best Baccalaureate Colleges.’ So, I look forward to welcoming you this week to celebrate our achievements together and all that is to come! Let’s make our voices heard at Roebuck Stadium to cheer our Mighty Vikings to a victory on the gridiron! THE UNIVERSITY OF NORTH CAROLINA Report on the 2000 Higher Education Bond Program Joint Legislative Commission on Governmental Operations and Joint Legislative Education Oversight Committee September 2006 The Higher Education Facilities Financing Act bond program has entered into its sixth year and the constructed facilities are providing significant benefits to the students of the University of North Carolina and to the State. While providing more than 88,000 jobs, the program is ensuring that high quality resources, particularly in science and technology facilities, are available to students and researchers as North Carolina transitions from a manufacturing-based economy to one that is more knowledge-based and able to compete in the global environment. Over the last year, the campuses have made considerable progress. • All 318 of the bond projects are now under design, in construction or completed. Through July 2006, 36 projects are under design, 109 are in construction and 173 have been completed. • $2.19 billion or 88% of bond program dollars are now committed to design or construction contracts. It is expected that 90% of the bond program dollars will be committed by September 2006. • That the program will exceed $2 billion in expenditures in September 2006. • As part of its continuing commitment to contribute resources to its capital needs, the University has requested and the General Assembly has approved over $2.7 billion in projects from nonappropriated sources since 2000. • The program continues to exceed State goals recommended for Historically Underutilized Businesses (HUBs) by more than 60%. The University’s outreach efforts, including the “HUB Contractor Academy”, which teaches skills essential for managing a construction business, are building a momentum that promises long-term benefit for the minority contracting community.

This issue highlights Irecent accomplishments in academics, sports, fundraising, and more. We extend sincere thanks to our supporters for the roles you played in helping us reach these feats. Some of our accomplishments are related to programs, such as education, we’ve offered for decades. Thanks to the School of Education and Psychology, award winning teachers (alumni) are recognized annually at the Elizabeth City Chamber of Commerce’s Teacher of the Year Ceremony. Other accom- plishments stem from new, signature programs—programs developed in response to the nation/state’s demand for more professionals in select fields of study. Just a few pages over, you’ll read the latest developments on two of those programs--aviation science and pharmacy. In sports, we continue to excel in the Central Intercollegiate Athletic Association (CIAA). Coach Shawn Walker (’94) is the 2008 CIAA Men’s Basketball Coach of the Year. Lady Viking Celeste Trahan, became the first women in NCAA Division II history to tally 2,000 points and 1,500 rebounds in a career. She was also named the 2008 Daktronics NCAA Division II Women's Basketball Player of the Year, the 2008 Daktronics South Atlantic Regional Player of the Year, the 2008 Defensive Player of the Year; and for the second consecutive year, the CIAA Women’s Player of the Year.
