Blount also coached the quarterbacks at Howard University (1984-1989) and at East Carolina Born: May 16, 1958 University (1983-1984). While at Howard, the Bison finished 9-1 and won the Hometown: Richmond, Va. 1987 MEAC championship. Head Coach JCSU 2004 WSSU 4-3 4-6 .400 Kermit Blount enters his fourth season at the helm of the JCSU football program. 2003 WSSU 5-2 7-3 .700 In his first season, he improved the JCSU win total from the 2014 season by 2002 WSSU 4-4 4-6 .400 putting together a solid defensive team. He guided JCSU to a 37-20 upset win over 2001 WSSU 5-2 8-3 .727 then Southern Division leading Fayetteville State. That win over the Broncos was the first of three straight wins for JCSU. All told, the Golden Bulls won three of 2000 WSSU 6-1 9-3 .750 their last four games of the 2015 campaign. 1999 WSSU 7-0 7-3 .700 1998 WSSU 5-2 5-5 .500 In 2016, he led the Golden Bulls to a 3-7 campaign. In 2017, JCSU finished 2-8 under Blount, including a convincing 27-14 win at rival Livingstone in the 125th 1997 WSSU 4-3 6-4 .600 Anniversary of the playing of the first Black College football game. 1996 WSSU 2-5 4-7 .364 In February of 2018, Blount was inducted into the John B. McLendon CIAA Hall 1995 WSSU 3-3-2 4-4-2 .500 of Fame for his successes as a player and later a coach at Winston-Salem State. 1994 WSSU 5-3 6-5 .545 1993 WSSU 5-2-1 6-4-1 .591 Prior to coming to JCSU, he spent four seasons as the head coach at MEAC mem- ber Delaware State. While with the Hornets, Blount guided the DSU program to * WSSU was not eligible for the MEAC title during their NCAA transition, 2006-09 a 6-5 mark in 2012, including a 5-3 MEAC record. That season marked the most successful year since 2007 when Delaware State won the MEAC, finishing with a 10-2 record. In Blount’s third season with the Hornets in 2013, they also finished with a 5-3 MEAC record. School Conf. While at WSSU, Blount notched a career record of 91-87-3, Delaware St. (4 yrs.) 13-19 16-29 .356 leading the Rams to an 8-2 record in his final season at the helm in 2009. He guid- WSSU (17 yrs.) 61-31-2 90-86-3 .508 ed the Rams to two Central Intercollegiate Athletic Association Championships and a total of three CIAA Championship game appearances. He also led the Rams Career (24 yrs.) 82-63-2 115-136-3 .460 to two Pioneer Bowl appearances, winning in 1999.     THE UNIVERSITY OF NORTH CAROLINA Report on the 2000 Higher Education Bond Program Joint Legislative Commission on Governmental Operations and Joint Legislative Education Oversight Committee September 2006 The Higher Education Facilities Financing Act bond program has entered into its sixth year and the constructed facilities are providing significant benefits to the students of the University of North Carolina and to the State. While providing more than 88,000 jobs, the program is ensuring that high quality resources, particularly in science and technology facilities, are available to students and researchers as North Carolina transitions from a manufacturing-based economy to one that is more knowledge-based and able to compete in the global environment. Over the last year, the campuses have made considerable progress. • All 318 of the bond projects are now under design, in construction or completed. Through July 2006, 36 projects are under design, 109 are in construction and 173 have been completed. • $2.19 billion or 88% of bond program dollars are now committed to design or construction contracts. It is expected that 90% of the bond program dollars will be committed by September 2006. • That the program will exceed $2 billion in expenditures in September 2006. • As part of its continuing commitment to contribute resources to its capital needs, the University has requested and the General Assembly has approved over $2.7 billion in projects from nonappropriated sources since 2000. • The program continues to exceed State goals recommended for Historically Underutilized Businesses (HUBs) by more than 60%. The University’s outreach efforts, including the “HUB Contractor Academy”, which teaches skills essential for managing a construction business, are building a momentum that promises long-term benefit for the minority contracting community.
