1.1 PROJECT BACKGROUND

SMDI Consultants, Inc. was engaged by Oriental Consultants on behalf of Japan International Cooperation Agency (JICA) to undertake traffic surveys for the “Traffic Management Plan (TMP) for the Detailed Design Study for the Malolos – Clark Railway Project”. The said project is a planned urban railway project that will utilized the existing PNR’s right of way which is adjacent to MacArthur Highway. It is a 68.7-kilometer alignment that connects the NSCR line from Malolos, Bulacan to in Mabalacat, Pampanga. The alignment will pass through different towns of Bulacan (Calumpit, Malolos) and Pampanga (Apalit, San Fernando, Angeles, Mabalacat).

The output of this study is a draft Traffic Impact Assessment Report which will be serve as a guide for the final Traffic Impact Assessment Report to be completed by the contractor of the project.

1.2 STUDY OBJECTIVES

The objectives of the study are the following: • To assess the existing traffic characteristics at the study area. • To determine the impact of the forecasted traffic on the capacity of the road network. • To recommend appropriate traffic management and improvement measures during the construction and operation period of the project. • To prepare a Traffic Impact Assessment report for the construction and operations of the Malolos – Clark Railway Project

1.3 SCOPE OF WORK

The final output of the study is the formulation of the draft Traffic Impact Assessment report that covers two future periods, namely, construction and operation periods. A separate team is handling the planning of Transit – Oriented Developments (TOD) around the railway stations of the NSCR line and this will not be covered in this report.

The report examines the impact of the railway project to adjacent roads through the analyses of 37 intersections, mid-blocks and roundabouts in the project’s vicinity.

a) Data gathering – site reconnaissance and traffic surveys were conducted. Five types of traffic surveys were conducted, two of which were done for two days, on a weekday and on a week- end as listed:

b) Data Analysis – this encompasses three study periods as follows:

• Existing Traffic Conditions – traffic survey results were summarized to determine the peak hours to serve as the baseline data for analysis. The current capacity of the intersections and mid-blocks were then analyzed.

The survey locations were assessed based on their capacity to carry the future general traffic and the traffic volumes generated during the railway construction and operation. Future general traffic is expected to rise due to increase in population, increase in car ownership and development of new offices, commercial facilities and housing, among others. The two future periods are:

• Construction Period – The year of analysis for the construction period is set as 2020. Growth rate for each area were computed using the forecasted PCU provided by JICA Design Team. Each area is estimated to increase in general traffic of about 1.006% to 1.034%. The highest increase in growth rate can be seen in Area 3 and Area 5 where commercial establishments are common while Area 2 is seen at a low increase. Construction vehicles will also pass through the survey intersections towards casting yards and the depot. However, construction management will be handled by the contractor of the project.

• Operation Period – The year of analysis for the operation period is set as 2025. Growth rate for each area were computed using the forecasted PCU for 2025 by JICA Design Team. Each area is estimated to increase in general traffic by a factor of 1.047% to 2.945%. The highest increase in general traffic is observed at Area 6 in with 2.945% while Area 2 exhibits the lowest increase in general traffic at 1.047%. Traffic conditions during this period will also be affected by the generation of feeder transportation to/from the railway stations and the shift in mode usage from existing public and private modes to the rail mode.

c) Consultations with government bodies – consultation with Local Government Units (LGUs), and Department of Public Works and Highways (DPWH) Region III will be conducted to gather their comments and recommendations regarding the analyzed current and future traffic capacities with the project and possible traffic management measures.
