The number already represents almost 80 percent of the 45.2 million seedlings targeted for the entire year under the government’s flagship reforestation program, DENR Secretary Roy Cimatu said in a media release, citing a report from the Forest Management Bureau (FMB). “This speaks well of how the DENR and its partners have carried out the ENGP in the face of challenges and constraints created by the pandemic,” Cimatu said. With this development, Cimatu said, the DENR is “on track” with its ENGP seedling production “just in time for planting this rainy season.” In its report, the FMB said the seedling production covers both plantation species and indigenous species used for rehabilitation of denuded areas in watershed, mangrove and protected areas. It also includes commodity species used for the establishment of agroforestry plantations. As of July 9, indigenous and plantation seedlings had reached 20 million; bamboo, 3.4 million; agroforestry, 2.98 million; fruit trees, 1.2 million; fuelwood, 796,600; rubber, 131,775; nipa, 65,000; and Ilang-ilang, 50,000.

Although the government attaches importance to flood control projects, constraint on the fiscal budget have hampered the implementation of these projects. The lower basin of the Pampanga River is one of the areas most frequently affected by flooding. In the Pampanga Delta, which is consisted of swampy lowland and the mouth areas of the Pampanga River, typhoons frequently resulted in flooding and caused considerable damage to the farming and fishing industry and to public and private property. With the delta being at 0-9m above sea level, the Pampanga River has limited flow capacity. Flood control projects undertaken on the Pampanga River can date back to 1939. The inception workshop for the development and implementation of the SOC reporting system in Pampanga was conducted on 29 November 2012 at Capampangan Island Restaurant in San Fernando City, Pampanga. The workshop specifically aimed to: 1) provide an overview of the ICM framework and process and update the members of the TWG on ICM on the progress made on the development of ICM program in Pampanga; 2) discuss the benefits of SOC in determining baseline conditions and priorities that can be addressed in the ICM program; 3) discuss the processes of establishing the reporting system and development of SOC baseline report; 4) clarify the roles and responsibilities of the SOC Task Team, and 4) show how the SOC reporting is linked to subsequent activities of the ICM program. 2. In today’s Beat COVID-19 Virtual Presser, Health Undersecretary Dr. Maria Rosario Singh-Vergeire discussed with Bases Conversion and Development Authority President and CEO Vince Dizon how the government is improving the country’s isolation measures as part of its national response against COVID-19. “Itong virus na ito ay bagong-bago, unang-una wala siyang bakuna, at kung hindi tayo mag-iingat madali tayong mahahawa. Mabilis lumipat from one person to another,” said Dizon, who is also the Deputy Chief Implementer of the National Action Plan Against COVID-19. “At pag nalaman po natin kung sino ang positibo dito sa virus na ito ay kailangan po natin silang i-isolate, kailangan po natin silang ihiwalay kahit na po ito’y mahirap at ito po’y masakit sa loob dahil ayaw natin mahiwalay sa ating mga kamag-anak,” he added. Quarantine facilities are designed to make sure potential COVID-19 carriers are kept separate from the public until they complete the mandatory 14-day quarantine period and be cleared to return home.
