State duty is a fee (payment) for services and legal actions (drawing up, registration, issuance of consent, etc.) rendered by state bodies and agencies created by relevant executive power bodies during execution of authorities. No legal entity (with the exception of a body established by the relevant executive authority) or an individual may exercise power on behalf of the State under the first paragraph of Article 1.1 of this Law. 1.2. In accordance with Part II of Article 73 of the Constitution of the Republic of Azerbaijan, state bodies and agencies established by the relevant executive power may not establish taxes and other state payments in excess of the amount specified by law and in excess of the amount specified by law. 1.3.     IV PERIODIC REPORT ON IMPLEMENTATION OF COMMITMENTS OF THE REPUBLIC OF AZERBAIJAN RELATED TO UN CHILD RIGHTS CONVENTION Future CRC/C/AZE/4 [As received on 17 November 2009] 2009 1 Introduction Child policy is an integral part of the state policy of the Republic of Azerbaijan. Protection of children’s rights and freedoms, providing children with good quality education and health care services meeting high standards, taking care of them, and creation of necessary conditions for children to grow in high-level moral and social environment, and shaping as all-round persons and dignified citizens constitute priority directions of the child policy of the Republic of Azerbaijan. The Republic of Azerbaijan has joined the UN Convention on the Rights of the Child on July 21 1992, and later ratified the Convention’s Optional Protocols. The Republic of Azerbaijan also has joined the Convention on the Rights of Persons with Disabilities on October 2, 2008 adopted by the UN General Assembly on December 13, 2006. Nowadays, people under the age of 18 constitute 29% of the country’s population. 152,100 babies were born in 2008 in Azerbaijan, and 48,400 babies - during 4 months of the current year. 53,4% of them are boys and 46,6% - girls. According to calculations, the average lifetime for children born last year is estimated 72,6 years, including 69,9 years for boys and 75,4 years for girls. Since the last reporting year, the integrated State body dealing with children, women and family issues in the Republic of Azerbaijan - The State Committee for Family, Women and Children Affairs was established on February 6, 2006 by Decree #361 of the President of the Republic of Azerbaijan.

This quarterly does not have as many birds on stamps as prior issues. I have held out reporting some new issues because I’m waiting for Scott Publishing Company to assign the Scott number for those issues. The backlog that I myself have that I have not mounted in my own albums is very small and they represent countries that Scott has good contact with as far as getting the issues and are usually reported in a timely fashion in the Scott Stamp Monthly magazine, which I use as one of my sources for reporting all new issues, including those that never made the listing in Linn’s Stamp News New Issues section.
