Second1 International Fact-Finding Mission to Baku-Tbilisi-Ceyhan Pipeline Azerbaijan Section Initial Summary Report 4 June 2003 Bank Information Center Friends of the Earth US Friends of the Earth Netherlands CEE Bankwatch Network Green Alternative National Ecological Centre of Ukraine PLATFORM From May 7 through 11, an international Fact Finding Mission (FFM) comprised of representatives from the seven international NGOs listed above visited Azerbaijan to assess the planning and implementation of the proposed Baku-Tbilisi-Ceyhan (BTC) oil pipeline. The FFM traveled along the pipeline route meeting with landowners, community members and local government.2 The FFM also met with NGOs in Baku and Ganja and company representatives at the Sangachal terminal and the workers’ camp near Aran. This report provides a brief overview of the findings. A full report will be issued in the near future with findings and recommendations for BP, the lead operator of the consortium, and for the public and private financial institutions being approached to finance the project. These public institutions include the World Bank Group, the European Bank for Reconstruction and Development (EBRD), and export credit agencies from several countries. This preliminary findings report for Azerbaijan (a parallel report for Georgia is prepared) serves as an initial report for the financial institutions that are being asked imminently to finance the pipeline. Resettlement and Land Compensation The FFM noted numerous concerns about the implementation of the land compensation process in Azerbaijan. • Land owners were not given the contract in advance. Approximately one year ago, land owners were required to sign a document stating that they would adhere to the compensation process. -

SHUSHA History, culture, arts Historical reference: Shusha - (this word means «glassy, transparent») town in the Azerbaijan Republic on the territory of Nagorny Karabakh. Shusha is 403 km away from Baku, it lies 1400 m above the sea levels, on Karabakh mountainous ridge. Shusha is mountainous-climatic recreation place. In 1977 was declared reservation of Azerbaijan architecture and history. Understanding that should Iranian troops and neighbor khans attack, Boy at fortress will not serve as an adequate shelter, Khan transferred his court to Shakhbulag. However, this fortress also could not protect against the enemies. That is why they had to build fortress in the mountains, in impassable, inaccessible place, so that even strong enemy would not be able to take it. The road to the fortress had to be opened from the one side for ilats from the mountains, also communication with magals should not be broken. Those close to Panakh Ali-khan advised to choose safer site for building of a new fortress. Today's Shusha located high in the mountains became that same place chosen by Panakh Ali- khan for his future residence. Construction of Shusha, its palaces and mosques was carried out under the supervision of great poet, diplomat and vizier of Karabakh khanate Molla Panakh Vagif. He chose places for construction of public and religious buildings (not only for Khan but also for feudal lords-»beys»). Thus, the plans for construction and laying out of Shusha were prepared. At the end of 1750 Panakh Ali-khan moved all reyats, noble families, clerks and some senior people from villages from Shakhbulag to Shusha. -

The Armed Forces I. The Republic of Azerbaijan establishes its Armed Forces and other military troops to ensure its security and protection. The Armed Forces consist of Azerbaijani Army and other armed units. II. The Republic of Azerbaijan rejects war as a means of encroaching on the independence of other States and of settling international conflicts. III. I. EXECUTIVE SUMMARY USAID Strategic Objective 3.1: Reduced Human Suffering in Conflict-Affected Areas A. OVERVIEW This Final Report covers the entire 96 months, from January 15, 1998 to January 14, 2006, of the Azerbaijan Humanitarian Assistance Program (AHAP) managed by Mercy Corps and funded by the United States Agency for International Development (USAID) through an umbrella mechanism. The initial 24 months of programming under AHAP I (May 1998 through April 2000) provided health and nutrition services, shelter, economic opportunities, and information services. AHAP II programs (May 2000 through September 2005) addressed health, reproductive health, food, economic opportunities and social investment needs through community development and mobilization. During AHAP I, 16 programs operated throughout much of Azerbaijan, and during AHAP II the programming continued to reach much of the population in 23 regions in the country. In total, 18 subgrants operated in the four geographic areas of AHAP II: Southern area, Central area, Urban area and Nakhchivan Autonomous Republic (NAR). From May of 2000, AHAP provided assistance to 2,923,281 direct recipients, 1,551,100 (53%) of which are women. (See AHAP I and AHAP II sections for maps indicating geographic coverage and implementing partners.) AHAP I addressed issues related to the displacement of people because of the Nagorno-Karabakh conflict. It provided mud brick shelters for IDPs to replace their deplorable living conditions in public buildings and makeshift dwellings; addressed water and sanitation issues; delivered primary health care, food and health education to over 300,000 IDPs; began working with people on ways to improve the economic situation including micro-credit, agriculture and business training, and providing agricultural inputs such as seeds and seedlings. -

Chapel Hill 2016 Approved by: Erica Johnson Michael Morgan Chad Bryant © 2016 Benjamin Midas ALL RIGHTS RESERVED ii ABSTRACT Benjamin Midas: Nationalist Rhetoric and Public Legitimacy in Ilham Aliyev’s Azerbaijan (Under the Direction of Erica Johnson) This thesis explores the question of why nondemocratic leaders use nationalist rhetoric in ways very similar to democratic leaders through a case study of Azerbaijan. I argue that Azerbaijan’s president Ilham Aliyev uses nationalist rhetoric in order to build public legitimacy for his regime. Despite not needing to build a base of support for legitimate elections, Aliyev needs to legitimate his regime in the eyes of his citizens. To do so he uses nationalist themes in his speeches that resonate with Azerbaijani population to develop popular support. These themes come from applying theories of nationalism to the context of Azerbaijan. I will show the nationalist themes Aliyev utilizes in his speeches and how the use of those themes changes in response to events in Azerbaijan.
