Minutes for Approval Washburn Parish Council Meeting: Annual Council Meeting Date: 4th May 2021 Venue: Virtual meeting via Zoom Commenced: 7.15 pm Concluded: 9.05 pm Members Cllr G Hebblethwaite (Chair) Present Cllrs H Barker, A Campbell, J Davison, A Johnson, C Ryder, S Ryder, K Wilson In Attendance: Cllr V Oldham (Harrogate Borough Council), Cllr S Lumley (North Yorkshire County Council), Dr J Knowles (Parish Clerk) 1. Election of Chair and Vice-Chair It was resolved that Cllr G Hebblethwaite be appointed Chair for the Year 2021/2022. Proposed: Cllr K Wilson Seconded: Cllr C Ryder Votes for: All Members present The Chair, Cllr G Hebblethwaite agreed the position with the signing of the declaration of office delayed to a later date. It was resolved that Cllr J Davison be appointed Vice Chair for 2021/2022. Proposed: Cllr C Ryder Seconded: Cllr A Johnson Votes for: All Members present The Vice Chair, Cllr J Davison agreed the position and the signing of the Page 1 Signed Date Council Year 2021/22 Full Council 4th May 2021 declaration of office as Vice Chair is delayed to a later date. 2. Apologies Apologies from: Cllr M Ainsley, F Walkinshaw 3. Declarations of Interest No Declarations of Interest, of any nature, were received. 4. Minutes for approval: Resolved: the minutes of Full Council held on 1st March 2021 were approved for accuracy by Cllr A Johnson and seconded by Cllr A Campbell, agreed unanimously and will be signed by the Chair at a later date 5. County and Borough Matters Cllr S Lumley provided a report for the past 12 months and thanked Councillors, Clerks and Parishioners during what has been a difficult year. North Yorkshire County Council staff must be thanked as they have responded to the unprecedented challenge of the covid-19 pandemic – with services and activities of the Council continuing to be provided to a high standard of service. Cllr A Campbell thanked both North Yorkshire County Council and Harrogate Borough Council for the support given to local groups. Cllr H Barker raised concerns over the spend on the Harrogate Nightingale Hospital, the continued issue of safety on Catch Em Corner and requested an update on Kex Gill. Cllr S Lumley stated he felt the Nightingale Hospital was the right thing to do at the time, that Catch Em Corner remains on the books for review but understands the frustration and that the works on Kex Gill are currently out to tender with hope that works will commence in the Summer. Page 2 Signed Date Council Year 2021/22 Full Council 4th May 2021 Cllr V Oldham thanked everyone for their continued support over the past 12 months and the staff at Harrogate Borough Council for their responsiveness and resilience during covid-19. Cllr A Johnson commented on how she would like to continue to see hospitality outside in Harrogate. Cllr C Ryder would like to record thanks to the waste management team on how quickly they are dealing with issues such as fly tipping. 6. Ongoing Issues 6.1 Common Land in the Parish – A resident reported concern that signage ‘Private Woods – Keep Out’ had been erected on land in the parish. The Clerk has done an audit of Common Land and the signage was found to be on Common Land and therefore not lawful. 6.2 Parish White Lining – The white lining scheme was delayed due to the weather and lockdown, it is currently on hold until the surfacing works in the Parish are complete. Resolved: The Clerk to contact Highways for an update 7. Annual Governance Statement Items 1-8 Approved. Resolved: that the Annual Governance Statement had been reviewed and approved by Council 8. Annual Accounting Statement Items 1-10 Approved. Resolved: that the Annual Accounting Statement had been reviewed and approved by Council 9. Standing Orders and Financial Regulations The Standing Orders and Financial Regulations are attached. Risk Assessment and Asset Register The Risk Assessment and Asset Register are attached. Resolved: that the Council agree and adopt the reviewed Risk Assessment and Asset Register 11. Insurance The Insurance renewal statement for 2021-2022 is attached. Resolved: the renewal from Came & Company be accepted 12. Code of Conduct The Code of Conduct is attached. Resolved: that the Council agree and adopt the Code of Conduct with an amendment to remove section 8.1 13. Police Matters There were no Police in attendance. There were seven reported crimes in the Parish for the period January to March: 3 x Burglary at Rues Lane (2) and Cobby Syke Road; 1 Criminal damage and arson at Rues Lane; 1 Theft at Watson’s Lane; and, 2 Violence and sexual offences at Hardisty Hill. 14. It is known as the Restricted Byway No 15.50/24 Billy Lane, Great Timble Modification Order 2010. • The Order is dated 2 February 2010. It proposes to modify the definitive map and statement for the area by adding a Restricted Byway linking Back Lane with Main Street as shown on the Order map and described in the Order schedule. • There were thirteen objections outstanding at the commencement of the Inquiry. There were also four representations in support of the Order outstanding at that time. Summary of Decision: The Order is confirmed. Background to the Order 1. The application was submitted by Washburn Parish Council on 18 August 2005 and initially sought the addition of the Order route as a byway open to all traffic (BOAT). The application was submitted after the deadline for such applications of 20 January 2005 established by the Natural Environment and Rural Communities Act 2006 (2006 Act). Accordingly, North Yorkshire County Council, as the Order-Making Authority (OMA), determined to record the Order route as a restricted byway. 2. The effect of section 67(1) of the 2006 Act is to extinguish public rights of way for mechanically propelled vehicles unless certain defined exceptions apply.

    RIVER QUALITY SURVEY NATIONAL RIVERS AUTHORITY NORTHUMBRIA & YORKSHIRE REGION GQA ASSESSMENT 1994 PART 1 REA CH CLASSIFICA TION FRESHWATER RIVERS AND CANALS VERSION 1: AUGUST 1995 GQA ASSESSMENT 1994 \ NORTHUMBRIA & YORKSHIRE REGION To allow the development of a National method of evaluating water quality, the rivers in all the NRA regions of England and Wales have been divided into reaches, which are numbered using a coding system based on the hydrological reference for each river basin. Each classified reach then has a chemistry sample point assigned to it and these sample points are regularly monitored for Biochemical Oxygen Demand (BOD), Dissolved oxygen (DO) and Total Ammonia. The summary statistics calculated from the results of this sampling are sent to a National Centre where the GQA Grades are calculated. A National report is produced and each region can then produce more detailed reports on the quality of their own rivers. For Northumbria and Yorkshire Region, this Regional Report has been divided into two parts. PARTI: REACH CLASSIFICATION This report contains a listing of the river reaches within the region, with their start and finish grid reference, approximate length, and the 1990 and 1994 GQA class for each reach. The reference code of the chemistry sample point used to classify the reach is also included. A sample point may classify several reaches if there are no major discharges or tributaries dividing those reaches. The sample point used to classify a reach may change and the classification is therefore calculated using the summary statistics for each sample point that has been used over the past three years.
