Election of Chair and Vice-Chair It was resolved that Cllr G Hebblethwaite be appointed Chair for the Year 2021/2022. Proposed: Cllr K Wilson Seconded: Cllr C Ryder Votes for: All Members present The Chair, Cllr G Hebblethwaite agreed the position with the signing of the declaration of office delayed to a later date. It was resolved that Cllr J Davison be appointed Vice Chair for 2021/2022. Minutes for approval: Resolved: the minutes of Full Council held on 1st March 2021 were approved for accuracy by Cllr A Johnson and seconded by Cllr A Campbell, agreed unanimously and will be signed by the Chair at a later date 5. County and Borough Matters Cllr S Lumley provided a report for the past 12 months and thanked Councillors, Clerks and Parishioners during what has been a difficult year. North Yorkshire County Council staff must be thanked as they have responded to the unprecedented challenge of the covid-19 pandemic – with services and activities of the Council continuing to be provided to a high standard of service. Cllr A Campbell thanked both North Yorkshire County Council and Harrogate Borough Council for the support given to local groups. Cllr H Barker raised concerns over the spend on the Harrogate Nightingale Hospital, the continued issue of safety on Catch Em Corner and requested an update on Kex Gill. Cllr S Lumley stated he felt the Nightingale Hospital was the right thing to do at the time, that Catch Em Corner remains on the books for review but understands the frustration and that the works on Kex Gill are currently out to tender with hope that works will commence in the Summer. Page 2 Signed Date Council Year 2021/22 Full Council 4th May 2021 Cllr V Oldham thanked everyone for their continued support over the past 12 months and the staff at Harrogate Borough Council for their responsiveness and resilience during covid-19. Cllr A Johnson commented on how she would like to continue to see hospitality outside in Harrogate. Cllr C Ryder would like to record thanks to the waste management team on how quickly they are dealing with issues such as fly tipping. 6. Ongoing Issues 6.1 Common Land in the Parish – A resident reported concern that signage ‘Private Woods – Keep Out’ had been erected on land in the parish. The Clerk has done an audit of Common Land and the signage was found to be on Common Land and therefore not lawful. 6.2 Parish White Lining – The white lining scheme was delayed due to the weather and lockdown, it is currently on hold until the surfacing works in the Parish are complete. Resolved: The Clerk to contact Highways for an update 7. Annual Governance Statement Items 1-8 Approved. Resolved: that the Annual Governance Statement had been reviewed and approved by Council 8. Annual Accounting Statement Items 1-10 Approved. Resolved: that the Annual Accounting Statement had been reviewed and approved by Council 9. Standing Orders and Financial Regulations The Standing Orders and Financial Regulations are attached. Risk Assessment and Asset Register The Risk Assessment and Asset Register are attached. Resolved: that the Council agree and adopt the reviewed Risk Assessment and Asset Register 11. Insurance The Insurance renewal statement for 2021-2022 is attached. Resolved: the renewal from Came & Company be accepted 12. Code of Conduct The Code of Conduct is attached. Resolved: that the Council agree and adopt the Code of Conduct with an amendment to remove section 8.1 13. Police Matters There were no Police in attendance. There were seven reported crimes in the Parish for the period January to March: 3 x Burglary at Rues Lane (2) and Cobby Syke Road; 1 Criminal damage and arson at Rues Lane; 1 Theft at Watson’s Lane; and, 2 Violence and sexual offences at Hardisty Hill. 14.
