From the History of Polish-Austrian Diplomacy in the 1970S

AUSTRIAN CHANCELLOR BRUNO KREISKY’S VISITS TO POLAND Polish-Austrian relations after World War II developed in an atmosphere of mutu- al interest and restrained political support. During the Cold War, the Polish People’s Republic and the Republic of Austria were on the opposite sides of the Iron Curtain; however, after 1945 both countries sought mutual recognition and trade cooperation. For more than 10 years following the establishment of diplomatic relations between Austria and Poland, there had been no meetings at the highest level.1 The first con- tact took place when the then Minister of Foreign Affairs, Bruno Kreisky, came on a visit to Warsaw on 1-3 March 1960.2 Later on, Kreisky visited Poland four times as Chancellor of Austria: in June 1973, in late January/early February 1975, in Sep- tember 1976, and in November 1979. While discussing the significance of those five visits, it is worth reflecting on the role of Austria in the diplomatic activity of the Polish Ministry of Foreign Affairs (MFA). The views on the motives of the Austrian politician’s actions and on Austria’s foreign policy towards Poland come from the MFA archives from 1972-1980. The time period covered in this study matches the schedule of the Chancellor’s visits. The activity of the Polish diplomacy in the Communist period (1945-1989) has been addressed as a research topic in several publications on Polish history. How- ever, as Andrzej Paczkowski says in the sixth volume of Historia dyplomacji polskiej (A history of Polish diplomacy), research on this topic is still in its infancy.3 A wide range of source materials that need to be thoroughly reviewed offer a number of 1 Stosunki dyplomatyczne Polski, Informator, vol. -

PRESS RELEASE CHAIRPERSON PING CONCLUDES A ONE DAY OFFICIAL VISIT TO GERMANY Berlin, 5 July, 2011: The Chairperson of the Commission of the African Union (AU), Dr Jean Ping, paid an official visit to Berlin on 5 July, 2011, at the invitation of the German Chancellor, Angela Merkel. This visit took place on the eve of the Chancellor’s trip to three African countries, namely Kenya, Nigeria and Angola. Chancellor Merkel and Chairperson Ping had extensive discussions on issues of mutual interest, including Libya, Sudan and other situations on the Continent, as well as bilateral cooperation between the AU and Germany. The Chairperson briefed his interlocutor on AU’s efforts to find a political solution to the Libyan crisis on the basis of the proposals contained in the Draft Framework Agreement endorsed by the Malabo Summit. The Chairperson also stressed the encouraging developments in Cote d’Ivoire and Sudan and the need for adequate international support to assist these two countries and consolidate the gains made. On her part, Chancellor Merkel emphasized the importance Germany attaches to the AU and its key role in promoting peace, security and development in Africa. She pledged continued support to the AU’s efforts aimed at achieving these goals. The Chairperson also met the Federal Foreign Minister, Dr Guido Westerwelle, and the Federal Minister for Economic Cooperation and Development, Mr. Dirk Niebel. Discussions with both Ministers focused on several political and economic issues of mutual interest. It is worth mentioning that Germany is providing significant support to AU Commission in different areas, including peace and security, governance and democracy and development, as well as capacity building. -

The establishment of the Jewish state seemed to force people on the left to choose between competing nationalisms - Israeli, Arab and later, Palestinian. Over time, a number of key developments sharpened the dilemma. My central focus is the evolution of thinking about Israel and the Middle East in the British Labour Party. I examine four critical periods: the creation of Israel in 1948; the Suez war in 1956; the Arab-Israeli war of 1967 and the 1980s, covering mainly the Israeli invasion of Lebanon but also the intifada. In each case, entrenched attitudes were called into question and longer-term shifts were triggered in the aftermath. -

For the outsider, German development cooperation can be a confusing subject due to the multitude of actors involved. The Ministry for Economic Best, Cooperation and Development (BMZ) defines the fundamental principles of Dennis Kumetat and Linda Poppe German development policy and participates in international fora. The BMZ, however, does not implement development programmes. This is done by the German development bank (KfW), German Technical Cooperation (GTZ), German Development Service (DED), Capacity Building International Call for Contributions to the (InWent) and various faith-based or political organizations. Toute sa vie durant, il est resté très attentif à sa famille, malgré la lourde charge qu’il accomplissait avec sagesse et un grand sens du devoir. Il pouvait aussi compter sur le soutien précieux de son épouse, ma mère, la Grande-Duchesse Joséphine-Charlotte. Tourné vers les autres, il avait cette faculté d’écoute exceptionnelle qui touchait chaque personne qu’il rencontrait. C’était une personne au caractère éminemment positif. Curieux de tout, il participait quelques jours encore avant son hospitalisation au Forum organisé par mon épouse ou visitait une exposition. Il suivait tout ce qui se passait dans le pays. Même l’épineux dossier du “Brexit” n’avait que peu de secrets pour lui. Je suis persuadé que cette disposition d’esprit et sa vivacité ont été les garants de sa longévité. Dans son cercle plus intime, sa joie de vivre rayonnait sur nous tous et son sens de l’humour nous faisait parfois rire aux larmes. Il était d’un soutien constant, en nous encourageant et en nous félicitant dans nos actions, tout en respectant entièrement nos choix et nos décisions. Bien sûr, l’autre ambition de sa vie fut l’amour profond qu’il portait à sa patrie et la très grande affection qu’il vouait à ses compatriotes dans leur unité et leur diversité.
