For more information, please contact the WRAP Team at: [email protected] warwick.ac.uk/lib-publications The Making of a Creative City – Urban Cultural Policy and Politics in the Digital Media City (DMC) Seoul by Junmin Song A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Cultural Policy Studies University of Warwick, Centre for Cultural Policy Studies September 2015 Abstract This thesis crosses the research fields of cultural policy and urban design, and examines the policies and political contexts of a new globally significant experiment in creative city development: the Seoul Digital Media City (DMC). The DMC is a newly built urban district, intentionally structured as a creative cluster. This research investigation opens by considering the concept of ‘creativity’, and the way it has recently animated national policies for urban, economic, as well as cultural, development. Throughout this thesis, the ever- present conundrum of ‘East-West’ cultural interchange persists, and the thesis attends to the challenges for research in understanding how major Western policy trends (like ‘creative city’ and ‘creative cluster’) are received, adapted and implemented, all the while subject to the specific requiremenets of national Asian policy aspirations. The thesis traces the developmental trajectory of the DMC project, and in the context of explaining its rationale, it conveys the various ways in which the DMC articulates a confluence of political ideals. It presents the main discursive influences of the Creative City trend on South Korea and particularly the municipal government of its capital, Seoul. It explains the political and economic contexts on which Creative City discourse has gained traction, along with the significance of the subsequent ‘Korean Wave’ 2 phenomenon. Largely from an engagement with the literature of the creative city discourse, this thesis articulates fresh criteria for an empirical analysis of the DMC, suitably contextualized by observations on the local contexts of Seoul city urban development and planning. These criteria are used in a case analysis examination of the DMC, which in turn generate further discussion on the implications for adapting Western Creative City policies. The central dimension of the case analysis concerns the assessment of the ‘creative’ content of the DMC, and the terms by which we can define the DMC as creative. The case analysis, however, demonstrates that ‘creativity’ in the DMC is both compromised and fraught with conceptual paradoxes, particularly with regard the issues of authenticity and identity.     International Studies Review Vol. 5 No. 2 (October 2004): 23-40 23 Fluctuating Anti-Americanism and the Korea-U.S. Alliance • tt NAE-YOUNG LEE AND HAN WOOL JEONG Rising anti-Americanism in the winter of 2002 despite the increasing security threats from North Korea, has led some to call the situation a crisis in the ROK-U.S. alliance. However, the opinion polls from June 2003 and February 2004 show that anti-Americanism in South Korea has substantially waned The main aim of this paper is to examine whether the recent wave of anti-Americanism has the content and intensity to threaten the legitimacy of the ROK-U.S. alliance. By analyzing the changes in public attitude and perception towards the U.S. over the past two years based on three survey data, this paper argues that anti-Americanism in South Korea has not posed any real threat to the alliance. However, the polarized public opinion towards the U.S. remains a potentially serious threat to the future of the ROK-U.S. alliance.     South Korean Identities in Strategies of Engagement with North Korea: A Case Study of President Kim Dae-jung's Sunshine Policy Volume I Son Key-young A dissertation submitted in fulfilment of the requirements for the degree of Doctor of Philosophy GRADUATE SCHOOL Of EAST ASIAN STUDIES UNIVERSITY OF SHEFFIELD June 2004 Abstract This dissertation is a theoretically grounded empirical study aimed at shedding light on the multiple dimensions of South Korean President Kim Dae-jung's Sunshine Policy of engaging North Korea. It questions the ontological viability of conventional strategies and theories of engagement and produces a framework of comprehensi ve engagement based on realist, liberal and, most importantly, constructivist approaches. The study focuses on identifying the new tools of engagement employed by South Korea's policy elites, who created a social environment for South Koreans' shift of identities vis-a-vis North Korea in the course of implementing this engagement policy. To support the thesis of a momentous shift in identities as a result of the Sunshine Policy, this study uses a wide range of interviews with policy e,lites and sets of opinion polls published by news organizations and government agencies, while at the same time analyzing the policy from a theoretical and historical perspective. In order to provide concrete evidence of the identity shift, this dissertation analyzes three major policy issues during the Kim administration: North Korea's improvement of diplomatic relations with Western powers; the Hyundai Business Group's Mt. Kumgang tourism project and its link to the inter-Korean summit in June 2000; and North Korea's revelation of a nuclear weapons programme in October 2002.

Consolidation of a new democracy through bold and innovative measures of institutional reform remains to be realized under Roh Moo-hyun’s presidency.     Koreanovelas, Teleseryes, and the “Diasporization” of the Filipino/the Philippines Louie Jon A. Sanchez In a previous paper, the author had begun discoursing on the process of acculturating Korean/Hallyu soap opera aesthetics in television productions such as Only You (Quintos, 2009), Lovers in Paris (Reyes, 2009), and Kahit Isang Saglit (Perez & Sineneng, 2008). This paper attempts to expand the discussions of his “critico-personal” essay by situating the discussions in what he described as the “diasporization” of the Filipino, and the Philippines, as constructed in recent soap operas namely Princess and I (Lumibao, Pasion, 2012) A Beautiful Affair (Flores, Pobocan, 2012), and Kailangan Ko’y Ikaw (Bernal & Villarin, 2013). In following the three teleserye texts, the author observes three hallyu aesthetic influences now operating in the local sphere—first, what he called the “spectacularization” of the first world imaginary in foreign dramatic/fictional spaces as new “spectre of comparisons” alluding to Benedict Anderson; the crafting of the Filipino character as postcolonially/neocolonially dispossessed; and the continued perpetration of the imagination of Filipino location as archipelagically—and consequently, nationally—incoherent. The influences result in the aforementioned “diasporization”, an important trope of simulated and dramaturgically crafted placelessness in the process of imagining Filipino “communities” and their sense of “historical” reality, while covering issues relating to the plight and conditions of the diasporic Filipino.
