South Korean Identities in Strategies of Engagement with North Korea: A Case Study of President Kim Dae-jung's Sunshine Policy Volume I Son Key-young A dissertation submitted in fulfilment of the requirements for the degree of Doctor of Philosophy GRADUATE SCHOOL Of EAST ASIAN STUDIES UNIVERSITY OF SHEFFIELD June 2004 Abstract This dissertation is a theoretically grounded empirical study aimed at shedding light on the multiple dimensions of South Korean President Kim Dae-jung's Sunshine Policy of engaging North Korea. It questions the ontological viability of conventional strategies and theories of engagement and produces a framework of comprehensi ve engagement based on realist, liberal and, most importantly, constructivist approaches. The study focuses on identifying the new tools of engagement employed by South Korea's policy elites, who created a social environment for South Koreans' shift of identities vis-a-vis North Korea in the course of implementing this engagement policy. To support the thesis of a momentous shift in identities as a result of the Sunshine Policy, this study uses a wide range of interviews with policy e,lites and sets of opinion polls published by news organizations and government agencies, while at the same time analyzing the policy from a theoretical and historical perspective. In order to provide concrete evidence of the identity shift, this dissertation analyzes three major policy issues during the Kim administration: North Korea's improvement of diplomatic relations with Western powers; the Hyundai Business Group's Mt. Kumgang tourism project and its link to the inter-Korean summit in June 2000; and North Korea's revelation of a nuclear weapons programme in October 2002. -

Consolidation of a new democracy through bold and innovative measures of institutional reform remains to be realized under Roh Moo-hyun’s presidency. Luckily for Mr. Roh, the Asian financial crisis of 1997-98 has now been successfully overcome and left behind as a reminder of the misguided policy of the past. The reality of a government divided between the executive and legislative branches, however, may prevent the popularly elected new president from carrying out his campaign promises for a reform agenda. -

Lee University of Nottingham [email protected] Accepted for publication in the Journal of East Asian Studies on 22 February 2018 Abstract How do the president's calculations in achieving policy goals shape the allocation of cabinet portfolios? Despite the growing literature on presidential cabinet appointments, this question has barely been addressed. I argue that cabinet appointments are strongly affected not only by presidential incentives to effectively deliver their key policy commitments but also by their interest in having their administration maintain strong political leverage. Through an analysis of portfolio allocations in South Korea after democratization, I demonstrate that the posts wherein ministers can influence the government's overall reputation typically go to nonpartisan professionals ideologically aligned with presidents, while the posts wherein ministers can exert legislators' influence generally go to senior copartisans. My findings highlight a critical difference in presidential portfolio allocation from parliamentary democracies, where key posts tend to be reserved for senior parliamentarians from the ruling party. According to the literature, presidents with limited policy making power tend to form a cabinet with more partisan ministers in order to reinforce support for their policy program (Amorim Neto 2006). -

ABSTRACT This study attempts to explain why ALL of South Korean presidents, without exception and notwithstanding their individual major contributions to the process of Korea’s development, have fallen victim to disgraceful downfalls. For the analysis, I employ S.N. Sangmpam’s middle-range theory that establishes a causal link between society-rooted politics and political outcomes. Building on his analytical frameworks that non-Western countries are characterized by over-politicization in politics as a function of social context, I argue that patterned downfalls of all Korean presidents are an institutional outcome of over-politicization in Korean politics, which is itself a function of not fully entrenched capitalist society. In support of my thesis, I test three hypotheses. Hypotheses one and two posit Korea’s tenacious traditional and cultural traits as an internal modifier of capitalism and the nation’s dependent nature of its relationships with the United States and Japan as an external factor that prevented capitalist entrenchment in Korean society. -

Trust and Confidence in Government in Transitional Democracies: South Korea in Comparative Perspective Chung-Si Ahn(Seoul National University) Won-Taek Kang(Soongsil University) I. Introduction Democracy has emerged as the leading political system in the post cold war world. While liberal democracy has no real rivals, however, political distrust and the growth of 'critical', 'disaffected' dtizenry are the troubling reality of con temporary democrades everywhere. Studies show that over the past decades a loss of confidence in government and public institutions is almost a universal phenomenon. Citizens in most of the democrades have become less satisfied with their political institutions than they were decades before. (Nye, Zelikow, and King, 1997; Norris, 1999; pharr and Putnam, 2000) Confjdence in govern ment has declined in many countries in the old, established democrades, as well as the new, nascent democracies. Trust, confidence, and satisfaction in politics are widely held intimately connected to the effectiveness of democratic government and the durability of democratic institutions. (Putnam, 1993; Fukuyama, 1995; Warren, 1999) Contemporary South Korea is well known for its lack of political trust and low confidence in governments. South Korea had a relatively soft transition to democracy in 1987. The country has since made a remarkable progress in democratic changes. (AIm and Jaung, 1999) In 1998, Korea also became the first country among Asia's new democrades to transfer the power peacefully to 4 the opposition party. In spite of this, its political process is torn by discontent with gridlock and bickering, and citizens perceive the perfonnance of democra tic institutions lagging far behind expectations. -

Lena Maria Huttel Abstract This paper examines in which ways civil society can contribute to the consolidation of democracy in post-transition societies. The theoretical groundwork draws on Caroline Boussard‟s framework for analysis from her book Crafting Democracy, which distinguishes four functions of civil society for post- transition democratization (agenda setter, educator, counterpart, source of new political alternatives). Civil society‟s democracy-building potential is constrained by mainly two factors, namely the internal level of democracy and the political context. Applying the framework to analyze civil society in post-transition South Korea yields the result that civil society in Korea has been filling all four functions outlined in the framework and has contributed to democratic consolidation in multiple ways. Examining some civil society organizations‟ activities in detail, a distinction can be made between successful and unsuccessful efforts to promote change towards more democracy. The decisive factor is found to be in what way the calls for democratic reform are culturally framed.
