Rubin 2 University of Washington Abstract Revival of Indigenous Practices and Identity in 21st Century Inner Asia Amalia H Rubin Chair of the Supervisory Committee: Sara Curran, Ph.D. Associate Professor of International Studies and Public Affairs Scholars and observers have noticed an emerging pattern in the world wherein communities that have suffered a period of cultural and religious repression, when faced with freedom, experience a sudden surge in certain aspects of cultural practice. The most interesting of these are the so-called “involuntary” practices, such as trance, and spontaneous spirit possession. Why is it that, in the period of freedom when many missionary groups, traditional and foreign, arrive to make claims on souls, we see a disproportionate resurgence of indigenous, non-missionary practices? And why especially those practices in which the practitioner has no conscious control? I aim to explore the significance of the revival of indigenous practices, both voluntary and involuntary, their connection to the assertion of cultural identity after a period of intense repression, and their significance to the formation of development and research approaches in such regions. In this paper, I will look at two examples of cultural revival: 3 Böö Mörgöl (commonly referred to as “Mongolian Shamanism” or “Tengerism”) in Ulaanbaatar, Republic of Mongolia, and the revival of Gesar cultural and religious practices in Kham, Tibet, primarily in Yushu, Qinghai province, China.

The nothern boundary to the Eurasian forest subregion of the Holarctic (i.e., the same subregion as Scandinavia) is found in Mongolia, more or less tracking the line of the world watershed. Mongolian Division of the Mongolian Province The northern parts of Mongolia (i.e., north of the World Water Divide) fall in the Eurasian subregion of the Holarctic and is not considered as a part of the Mongolian Province. This include, i.a., Ulaanbaatar, Tsetserleg and the Khangayn Nuruu mountains, Uliastay, and Bayankhongor. The vegetation here will be a taiga vegetation. Large part of our travel will however be in the Mongolian Division; this division can be subdivided into 13 districts: 1. Khobdo (mountain steppe, barren). Northern part of Mongolian Altai in the basins of Khovd Gol and Üüreg Nuur. Not visited by us. 2. Mongolian Altay (mountain steppe). All the mountain ranges of Mongolian Altay (Mongol Altayn Nuruu), also including Tayshiryn Uul and Adzhi-Bogdo of Tabyn-Bogdo Ol, and extending far into the Gobi. The climate is extremely cold and dry. Annual mean temperature is -4 to -6 °C, 35 with a January mean temperature at -24 °C and in July +12 °C.

    Subnational PPD Council in Mongolia by SARANDAVAA Myanganbuu, Mongolian National Chamber of Commerce and Industry, Deputy CEO; Presented at the Public-Private Dialogue 2015 Workshop (Copenhagen, March 10-13, 2015) 1- Background and Context Mongolian National Chamber of Commerce (MNCCI) and Industry has been acting as a major party to represent and deliver members’ voice to government, encourage businesses in nationwide and implement policy advocacy. MNCCI first initiated PPD in Mongolia and still plays a main role in its processes for further development. It has been proactively engaged in intensifying operation of PPD council since 2010 and ensuring private sector’s participation and voices on policy development and implementation processes. MNCCI has branches in 21 local provinces of Mongolia and seeks conducting similar operation of PPD council in the provincial levels. 2- Partnership, Structure and Processes With the assistances of GTZ\Regional Economic Development Program (REDP) a voluntary based structure of the PPD council was set up and run in the program regions including Darkhan-uul, Orkhon and Zavkhan provincesin 2008. PPD council consisted of representatives of Non- Government Organizations and international organizations that equally ensured public and private sectors’ participation. The structure of PPD council in the afore mentioned three local areas was changed to more official-operated form or fully-employed through the assistance from GIZ\REDP, which is headed by the governor of the province and a chairman of local Chamber of Commerce and Industry, consisting of Development Policy department, Legal department, Department of Finance of the local government office, Taxation office, Customs office and Inspection office representatives from the public sector and Employers’ federation, Cooperative Training and Information center, banks and private sector’s representatives from private sector and GIZ\REDP and World Vision Mongolia were as advisory members in 2010.

HIROSHI KANNO Summary Since the term country or nation branding first emerged in scholarly articles in the 1990s, the notion has become a widespread phenomenon all around the world. Today, there are various specialty country branding firms which rank countries based on their relative brand powers and consult national and city governments in building a positive country/city brand for themselves. This research paper’s objective is to help improve Mongolia’s country brand by promoting its tourism industry to Japanese inbound tourists. In coming up with strategic recommendations on branding the country’s tourism industry, the study, first, analyzes Mongolia’s tourism industry, its country profile, historic, geographic, cultural and political characteristics to offer a holistic overview of the country and its appeals from an inbound tourist’s perspective. The study, then, analyzes Japan’s outbound tourism market and its characteristics to gain a better understanding of Japanese tourists. The paper, also, includes a case study of Finland branding strategy in Japan to understand success factors and learn from practical campaigns, which proved successful in Japan. Based on the analysis, the paper proposes strategic recommendations for the Mongolia brand regarding its brand hierarchy, product mix, marketing and communication strategy as well as other structural improvements. The study suggests that Mongolia should communicate the same brand promise of “Mongolia, Nomadic by Nature” to Japanese target consumers as other international tourists.
