    Chapter 8 SWG Final Report CHAPTER 8 POLAR BEAR HARVESTING IN BAFFIN BAY AND KANE BASIN: A SUMMARY OF HISTORICAL HARVEST AND HARVEST REPORTING, 1993 TO 2014 KEY FINDINGS Both Canada (Nunavut) and Greenland harvest from the shared subpopulations of polar • bears in Baffin Bay and Kane Basin. During 1993-2005 (i.e., before quotas were introduced in Greenland) the combined • annual harvest averaged 165 polar bears (range: 120-268) from the Baffin Bay subpopulation and 12 polar bears (range: 6-26) from Kane Basin (for several of the years, harvest reported from Kane Basin was based on an estimate). During 2006-2014 the combined annual harvest averaged 161 (range: 138-176) from • Baffin Bay and 6 (range: 3-9) polar bears from Kane Basin. Total harvest peaked between 2002 and 2005 coinciding with several events in harvest • reporting and harvest management in both Canada and Greenland. In Baffin Bay the sex ratio of the combined harvest has remained around 2:1 (male: • females) with an annual mean of 35% females amongst independent bears. In Kane Basin the sex composition of the combined harvest was 33% females overall for • the period 1993-2014. The estimated composition of the harvest since the introduction of a quota in Greenland is 44% female but the factual basis for estimation of the sex ratio in the harvest is weak. In Greenland the vast majority of bears are harvested between January and June in Baffin • Bay and Kane Basin whereas in Nunavut ca. 40% of the harvest in Baffin Bay is in the summer to fall (August – November) while bears are on or near shore.

    Aalisarnermut, Piniarnermut Nunalerinermullu Naalakkersuisoqarfik Departementet for Fiskeri, Fangst og Landbrug Uumasunik Nakorsaqarfik Inuussutissalerinermullu Oqartussaaffik (UNIO) Veterinær- og Fødevaremyndigheden i Grønland (VFMG) The Veterinary and Food Authority of Greenland (VFMG) under the Ministry of Fisheries, Hunting and Agriculture has issued the following guidelines for bringing dogs and/or cats into Greenland. The guidelines also cover travelling with these animals within Greenland. In order to protect the Greenlandic Sled Dog as a breed Act no. 18 of 30 October 1998 establishes a so called sled dog district. The territory is defined as follows: th ● North of Greenland on the West Coast from north of 66 ​ northern degree of latitude, ​ th ● The entire East Coast down to Kap Farvel, east of the 44 ​ western degree of longitude. ​ Within this district, only Greenlandic Sled Dogs may be kept and it is strictly prohibited to bring other dogs into these areas. This concerns both dogs travelling onboard cruise ships with tourists and local dogs travelling within Greenland. In accordance to Article 19, subsection 2 of Act no. 18 of 30th October 1998 by Greenland´s Home Rule regarding sled dogs, it is prohibited to introduce dogs of any race into the sled dog districts. The same Article states that it is prohibited to reintroduce Greenlandic Sled Dogs once they have left the sled dog district. Working dogs and service dogs for disabled people may be permitted admittance to the sled dog district, but only after receiving a permit from the Government of Greenland. Working dogs are solely defined as the dogs used by police or by the authorities in relation to border control.

Among the Inuit, there is a huge difference in spelling and pronunciation. In the old days before a written language existed this can a.o. be credited to or blamed on the travelers who wrote the legends and stories down. Today there are several dictionaries, each cover- ing its own area. Words and spelling in this text are mainly taken directly from ”The Arctic Sky”, and only occasionally supplemented with modern spellings, mainly from Greenland.     Vedtægt om anvendelse af motoriserede befordringsmidler i det åbne land i Nuussuaq området i Avannaata Kommunia for vinterkørsel I medfør § 6, og § 7 stk. 1, § 9, stk. 1 og § 12 i Selvstyrets bekendtgørelse nr. 10 af 10. oktober 2013 om anvendelse af motoriserede befordringsmidler fastsættes: Kapitel 1 Anvendelsesområder m.v. § 1. Denne vedtægt fastsætter regler for, hvor der må anvendes motoriserede befordringsmidler i det åbne land i Nuussuaq området i Avannaata Kommunia i form af udpegning af kørselskorridorer og kørezoner. Stk. 2. Nuussuaq området omhandler bygderne Qeqertaq, Saqqaq, Niaqornat og Qaarsut. Afgrænsningen af det åbne land i dette område fremgår af bilag 1. Stk. 3. Det åbne land omfatter i denne vedtægt de arealer, der i kommuneplanen er beliggende uden for by og bygdeområderne. Stk. 4. Havområder, fjorde, elve og søer indgår i de perioder, hvor de er islagte som en del af det åbne land. Stk. 5. Denne vedtægt gælder ikke for Indlandsisen og gletchere, der udgår fra Indlandsisen. § 2. Ved motoriserede befordringsmidler forstås i denne vedtægt ethvert motoriseret bælte- eller hjuldrevet køretøj, der er konstrueret til eller anvendes til kørsel på is, sne, fjeld og andre naturlige landskabstyper, herunder ATVere, pistemaskiner og snescootere. § 3. Færdsel på anlagte veje, pladser og marker m.v., der kræver meddelelse af en brugsret, jf. planlovgivningen, er ikke omfattet af denne vedtægt. Stk. 2. Færdsel i forbindelse med tilsynsmyndighedens tilsyn med miljø og natur, redningsaktioner, politiefterforskning, forsvarets aktiviteter og lignende er ikke omfattet af denne vedtægt. Stk. 3. I områder, hvor motoriseret færdsel tillige er reguleret af anden lovgivning, er de til enhver tid mest restriktive reguleringer gældende.

This paper takes its point of departure in studies of politics in small island territories to ask to what extent Greenland matches findings from other small island states and SNIJs in terms of personalisation of politics, party performance, and political cleavages that do not follow left-right divides. Even though Greenland possesses a strongly multiparty system, supported by elections involving party-list proportional representation within a single multimember constituency, a single political party, Siumut, has led the government for all but a brief period since the advent of Greenlandic autonomy in 1979. By considering Greenland’s political ecosystem, spatially and personally conditioned aspects of voter behaviour, and coalition-building processes, paying particular attention to the 24 April 2018 parliamentary elections, we argue that it is inappropriate to study Greenland as a monolithic political unit or to draw oversimplified analogies with party politics from large state Western liberal democracies. Instead, Greenlandic politics must be understood in relation to the island territory’s particular historical, geographical, and societal characteristics as well as its electoral system.
