Dr Kaur was subsequently joined by Dr Ronald Brett and A/Prof Peter Lu in Toa Payoh Hospital. 1996 The Service was granted official Divisional status under the Department of General Surgery. 1997 (Clockwise from top) Dr Ronald Brett succeeded Dr Amar Kaur as Division Head. Dr Amar Kaur (right), Divisional Head and Pioneer of General Aligned with the restructuring plan, the Division of ENT and ENT and Audiology Services in other clinical departments were relocated from Toa Payoh Tao Payoh Hospital in 1994.     SINGAPORE MEDICAL JOURNAL PLANNING FOR THE FUTURE - THE NATIONAL HEALTH PLAN (Paper presented at the SMA Silver Jubilee National Medical Convention 1985) Chew Chin Hin In 1983 the National Health Plan was tabled before Parliament following discussions and consultation not only with officials within the Ministry of Health but with numerous representatives from the profession and professional bodies (1). The Plan outlined the health development strategies for our country up to the end of the century. It is relevant at this juncture to reiterate that the guiding objective of the Ministry has always been to strive for medical excellence and in so doing provide better health services to the nation. We also believe that as this objective is achieved, Singapore will be established as a regional medical centre. Because of inadequate housing, poor sanitation and inadequate health services, malnutrition and infections were the main problems. Infant mortality was in excess of 300/1000. There were many prominent doctors who worked in extremely demanding environments in order to better the health of children at that time. Over the years, there has been a steady improvement of healthcare in Singapore and this has been mainly due to the foresight and hard work of the pioneers. With excellent primary healthcare and specialised paediatric centres, paediatric services in Singapore are among the best in the world.
