The Portland Neighbourhood Plan (PNP) is currently being prepared as a Neighbourhood Development Plan under the Localism Act 2012. The PNP, which covers the Isle of Portland in south Dorset, is being prepared in the context of the West Dorset, Weymouth & Portland Local Plan. It is currently anticipated that the PNP will be submitted to Weymouth & Portland Borough Council in early 2017. Key information relating to the PNP is presented in Table 1.1. Table 1.1: Key facts relating to the Portland Neighbourhood Plan Name of Responsible Authority Portland Town Council Title of Plan Portland Neighbourhood Plan Subject Neighbourhood plan Purpose The Portland Neighbourhood Plan is being prepared as a Neighbourhood Development Plan under the Neighbourhood Planning (General) Regulations 2012. The plan will be in conformity with the adopted West Dorset, Weymouth & Portland Local Plan (2015) Timescale To 2031 Area covered by the plan Portland Parish. (Figure 1.1) Summary of content The Portland Neighbourhood Plan will set out a vision, strategy and range of policies for the plan area. Section 1.3 below presents the vision and aims of the Neighbourhood Plan Plan contact point Andy Matthews: [email protected] AECOM 1 Strategic environmental assessment for the Portland Neighbourhood Plan: Scoping Report 1.2 Relationship of the Portland Neighbourhood Plan with the West Dorset, Weymouth & Portland Local Plan The PNP is being prepared in the context of the adopted West Dorset, Weymouth & Portland Local Plan. The Local Plan, which covers the period 2011-2031, was adopted in October 2015. The Local Plan policies will be used to facilitate development and guide planning decisions in Weymouth and Portland Borough and West Dorset District, and the Portland Neighbourhood Plan should be in general conformity with the plan. West Dorset, Weymouth & Portland Local Plan proposals for Portland The West Dorset, Weymouth & Portland Local Plan notes that future economic opportunities for the Isle of Portland will be based on maximising the potential of existing major employment sites and Portland Port, and additionally capitalising on the Isle’s environmental and heritage assets to further develop sectors such as tourism and leisure. The Local Plan notes that over the previous plan period a significant amount of housing growth was identified on Portland. Not all of these sites have been completed and so there are over 450 homes with permission that should still be built as a result. Because of the number of existing commitments and the constrained nature of the island, no new strategic allocations have been identified for Portland for the current plan Period. However the LPA are currently in the process of undertaking another land review and the SHLAA process has identified sites with the potential for another 500 further dwellings. Alongside, a number of large public sector sites in the Neighbourhood Area remain outside of this process, and with the rationalisation of the public estate, these potentially could provide further supply of units at a strategic level. The following developments have consent and are expected to play a major role in delivering the Local Plans Vision for Portland. Portland Port – is a major employment site with planning consent for approximately 35 hectares of port

Whilst the design of the elevations might include further, subtle articulation, it is proposed that the elevational treatment and materials reflects the two volumes to create a calm, simple aesthetic. 4.1.5 It is proposed that one volume is clad in white to light grey cladding reflecting the exposed limestone cliff faces, whilst the second volume picks up on the green scrub vegetation of the lower escarpments helping the building recess into the landscape behind, when viewed from the AONB and WHS. 4.1.6 The following pages look at how the materials should be distributed and the detailed facade design which all combine to create a cohesive building composition.

Portland presents a complex and unique set of circumstances that needs very careful consideration and planning. We are grateful that the Localism Act 2012 has provided the community with the opportunity to get involved in that planning and to put in place a Neighbourhood Plan that must be acknowledged by developers. We must adhere to national planning policy and conform to the strategic policies of the West Dorset, Weymouth and Portland Local Plan. Beyond that, we are free to set the land use policies that we feel are necessary. Over the past three years much research, several surveys, lots of consultation and considerable discussion has been carried out by a working group of local people.

It is important that the Neighbourhood Plan is based on robust information and analysis of the local area; this is called the ‘evidence base’. Unless policy is based on firm evidence and proper community engagement, then it is more likely to reflect the assumptions and prejudices of those writing it than to reflect the needs of the wider area and community. We are advised that “the evidence base needs to be proportionate to the size of the neighbourhood area and scope and detail of the Neighbourhood Plan. Other factors such as the status of the current and emerging Local Plan policies will influence the depth and breadth of evidence needed. It is important to remember that the evidence base needs to reflect the fact that the plan being produced here will have statutory status and be used to decide planning applications in the neighbourhood area. It is necessary to develop a clear understanding of the neighbourhood area and policy issues covered; but not to review every piece of research and data in existence – careful selection is needed.”1 The evidence base for the Portland Neighbourhood plan comprises the many reports, documents and papers we have gathered (these are all listed in Appendix A, and are made available for reference via the Neighbourhood Plan website.

GROUP LEADERS COLUMN By the time this newsletter reaches you we will have had our last meeting in the town hall and returned to St Georges Church hall Fordington. This venue has free parking but this is limited to 20-30 vehicles. Please share cars wherever possible. After the first two meetings at St Georges in 2010 there were complaints of speaker inaudibility. The group has now bought a loudspeaker system to eliminate this problem in future. The speaker at the first 2011 meeting will be John Wyatt who will talk on ‘Pharaohs Birds’ I am pleased to announce an additional indoor meeting in a new venue and at a new time. The committee have been conscious for some time that many group members in Weymouth no longer attend indoor meetings. We have therefore arranged a meeting in the village hall at Preston at 2.30 pm on Friday March 4 th . Group member Don Cotton will talk on ‘Garden Birds’. If this meeting is successful we would hope to have several additional meetings in the Weymouth area in future years. I hope many of you will come along and support this innovation.

    Salisbury Central Area Framework Public Consultation Report (Jan - Feb 2020) 1 1. Introduction 1.1. Wiltshire Council has produced a Salisbury Central Area Framework (CAF) which makes a series of recommendations for future development in Salisbury’s city centre area. 1.2. The CAF project was borne out of the recovery work in the city following the nerve agent attack in March 2018, which had a profoundly damaging impact on the city centre economy. At the time of writing Salisbury, along with the rest of the world, is now in the midst of the Covid-19 crisis. While the impact of the pandemic has delayed the work on the CAF, the shutdown and economic fallout has made the need to plan proactively for the city centre even more acute. It has accelerated the urgency to deliver the recommendations of the CAF in order to support Salisbury in its long-term recovery from both tragic events. The plans and projects within the CAF form an essential part of Salisbury's bounce back from these events. 1.3. The CAF makes a series of recommendations for deliverable development initiatives within the city centre area to help aid the city’s recovery. It is intended to serve as an evidence-based document to inform the Wiltshire Local Plan Review, the emerging Salisbury Neighbourhood Plan and future planning guidance documents as appropriate. 1.4. The council has undertaken two stages of in-depth public consultation on the CAF. The first was a consultation on a series of broad themes for the CAF between Thursday 27th June and Friday 9th August 2019 and the second was on a draft CAF between Thursday 16th January and Friday 28th February 2020.
