PLANNING & HIGHWAYS ADVISORY COMMITTEE MINUTES OF THE MEETING HELD REMOTELY BY ZOOM ON 24th March 2021 AT 7.00 PM

PH/230/20 – APOLOGIES FOR ABSENCE: Apologies were received from Councillors Lesley Saunders and David Thurston

PH/231/20 – DECLARATIONS OF INTEREST a) Cllr Kimber declared an interest in that he has already commented on some of the applications to be discussed at this meeting in his capacity as a Dorset Councillor.

PH/232/20 – MINUTES OF THE MEETING HELD ON 24h FEBRUARY 2021 The minutes were formally agreed as a true and accurate record of the meeting, and duly signed by the Chair.

Referring to minute 223(d) Work started at the former Conservative Club in Easton, Councillor Kimber noted that he had raised the issue with the enforcement Officer Dorset Council but yet to receive a response. Councillor Kimber was requested to chase a reply from Dorset Council given the extent of works already carried out, especially significant given it was a Listed Building. Complaints had been made by a several highly-concerned residents.

PH/233/20 – CHAIR’S REPORT The Chair noted that all items for comment would be addressed within later agenda items.

PH/234/20 – UPDATE ON CURRENT PLANNING APPLICATIONS The Chair advised the meeting on outcomes for recent planning application, results being shown in Annex A to these minutes. 1 The Chair advised that the Dorset Council Planning Portal was currently unavailable whilst a major transfer of planning documentation was being carried out. Consultation timeframes for applications would be extended for the duration of the closure of the website portal.

PH/235/20 – PUBLIC PARTICIPATION The Chair invited members of the public to address the meeting, but none wished to do so.

PH/236/20 – PLANNING APPLICATIONS NOTIFIED BY DORSET COUNCIL The Committee discussed 6 new planning applications with a detailed list, including decisions made at this meeting, being held at Annex B to these minutes. For further information please see Dorset For You / Planning / Portland.

Councillor Giovanna Lewis joined the meeting during discussion on application WP/16/00501

PH/237/20 – PLANNING CONTRAVENTION ISSUES No planning contravention issues were tabled.

PH/238/20 – NEIGHBOURHOOD PLAN (NP) a) Mr Matthews advised that the Portland NP would be going to referendum alongside local by-elections on 6th May. Information in the public domain now included responses to regulation 16 consultation*. NP documentation would be in paper form, available only from Library. Mr Matthews clarified that whilst the Council may publicise the referendum it must not influence the vote in any way. Independent external groups may however register to campaign for adoption of the plan. The Portland Community Partnership intended to campaign. Mr Matthews offered to forward relevant guidelines for the attention of the Council.

It was agreed April’s full Council meeting would publicise the referendum, and Mr Matthews volunteered to provide wording for this purpose, as well as to put an article in the Free Portland News. The referendum would also be notified to the public via the Council’s website and Facebook page. *The Neighbourhood Planning (General) Regulations 2012

PH/239/20 – HIGHWAY ISSUES a) Funding of Repairs to Road Surfaces Dorset Council Officers, although invited, had been unable to attend this meeting, but would join a future meeting. The Highways Officer had sent a list of road repairs already funded this year, which had included: 2 Killick’s Hill Hambro Road St.Martins Road St.Paul’s Road Brymers Avenue.

Further planned works for the year ahead included: A354 (Beach Road) C921 Easton Square and Straits A351 Easton Lane

The possibility of coloured tarmac to highlight areas for enhanced safety was considered. Resolved: That the Deputy Clerk would contact Dorset Council highways team to request coloured tarmac in higher risk areas such as Easton Square/Straits.

b) Extending the No-Waiting Area in Fortuneswell It was noted this had arisen from residents’ complaints about restricted visibility when driving out of Artists Row. Resolved: To support the proposal. Resolved: That as part of the associated public consultation, a request would be entered for consideration of a road crossing near the Fortuneswell bus stop.

PH/240/20 – DATE OF NEXT MEETING The Committee’s next meeting is to be held on 28th April 2021 online via Zoom starting at 7.00 pm.

Planning and Highways Meeting Agenda Item – Development Information

Dorset Living Better Prospectus link Investment roadmap charts multi-billion boost to Dorset economy | Dorset LEP Background This prospectus has recently been launched by the Dorset LEP in conjunction with Dorset Council and BPC. It has been constructed primarily to provide a project submission framework around future Government funding initially the Shared Prosperity Fund and the Community Renewal Fund. The UK Shared Prosperity Fund (UKSPF) is expected to replace European Structural and Investment Funds (ESIF) later in 2021 with the objective of levelling up and creating opportunity for people and places across the UK . The Government has committed to match the total amount received through ESIF at the national level while the UK was a member of the EU at around £1.5 billion a year. The UK government is providing an additional £220 million funding through the UK Community Renewal Fund to help local areas prepare for the launch of the UK Applications to the Shared Prosperity Fund.

This Fund aims to support people and communities most in need across the UK to pilot programmes and new approaches and will invest in skills, community and place, local business, and supporting people into employment.

Prospectus Format

There are four main themes

Smart-Applications for digital technology and infrastructure development

Wellbeing – Building on integrated care and research and development opportunities around healthy ageing

Natural – Using the concept of natural capital improvement to underpin investment in agri-tech, aquaculture and clean energy

Living – Building on the quality of the environment Issues for Portland

Although social economic issues has meant that Portland has been able to access some areas of EU funding in the past we have lost out to wider access to EU funding because of the relative economic position with Dorset overall. There is concern that this position will be continued under these new and other related funding streams unless effective representation is made around for the need for intervention funding. Does this mean that the area has missed out completely in the prospectus ?

Not as such the Government have indicated that all areas will benefit in some way but the bulk of the identified initiatives in this prospectus appear to be orientated to development areas which fit with the wider Dorset and BCP agendas rather than address our own specific opportunities and issues. The following however provides a context to that statement.

The location of an Aquaculture Centre ? – As we are aware the CEFAS centre is currently located at the Nothe. Aquaculture potential is recognised within and the East Coast. See also Blue Economy

Coastal Regeneration – A non specific reference assigned to the West Dorset

Area Smart Application Clusters – Defence and Security assigned to Port Area

Clean Energy – 96% of energy is imported. Opportunities for new approaches to energy flexibility

Creating a Natural Capital Trust – The balance of a Dorset wide initiative against local development benefits

Green and Blue Skills – workforce development

Market and Coastal Towns – Supporting reinvigoration through community led approaches

Portland Port – 100,000 sq metres yet to be developed.

Clean Connected – Low Carbon Transport Systems – seeking devolved powers . Junction improvements to A354.

Placed based regeneration- for communities with lower skills levels in areas of relative deprivation

Establishing A Weymouth and Portland and Bridport task groups- in order to understand fully the challenges facing those communities and work towards reducing inequality. What to do next ?

Members are asked to be aware of these funding programmes and to consider how best the groundwork that we have tried to achieve through the Neighbourhood Plan can be used to advocate the nature of interventions we would like to see.
