    Dr. Upendra Nath Biswas Minister-in-Charge, Backward Classes Welfare Department Government of West Bengal Message from the Hon’ble Minister-in-Charge The Department of Backward Classes Welfare is dedicated to the welfare of Scheduled Castes; Scheduled Tribes and Backward Classes with a view to integrate them ultimately with the mainstream of the society by effecting social, educational, economic and cultural uplift and thereby implement the provisions of the constitution of India concerning the Scheduled Castes and Scheduled Tribes. 1. His Excellency the Hon’ble Governor of West Bengal in his address in the West Bengal Legislative Assembly has stressed that his Government will ensure speedy issue of Castes Certificates. With a backlog of pending 1,36,000 cases of Caste Certificates the department is now in a mode to issue all the pending cases immediately to honour the desire of His Excellency. 2. On review of the reports; it is evident that the reservation policy framed under the constitutional framework is not being followed by majority of the departments. 3 The various wings under this department like Pre-Examination Training Centers, Training cum Production Centers have been found to be literally non-functional. 4. Various educational institutions and programmes of department like Eklavya Schools, Ashram hostels, Central Hostels etc. needs a thorough Review. Such organizations being run with contractual staff and or on an ad hoc basis seem to have a dismally low efficiency level. 5. Cultural Research Institute (CRI)- the Research Wing of the department is found to be in a really sorry state and has literally stopped functioning with 55 posts lying vacant, a vehicle purchased for field research is not being used even for a single day and has been junked and even the signboard of the premier research institute lying on the ground shows the dismal state of affairs in an organization which could have been an example in the national scenario.

All name Adinath and Matsyendranath as two teachers preceding him in the succession. Though one account lists five gurus preceding Adinath and an- other lists six teachers between Matsyendranath and Gorakshanath, current tradition has Adinath identified with Lord Shiva as the direct teacher of Matsyendranath, who was himself the direct teacher of Gorakshanath.[2] The Nath tradition underwent its greatest expansion dur- ing the time of Gorakshanath. He produced a num- ber of writings and even today is considered the great- est of the Naths. It has been purported that Gorak- shanath wrote the first books on Laya yoga. In India there are many caves, many with temples built over them, where it is said that Gorakshanath spent time in medita- tion. According to Bhagawan Nityananda, the samadhi shrine (tomb) of Gorakshanath is at Nath Mandir near the Vajreshwari temple about one kilometer from Ganesh- puri, Maharashtra, India.[3] According to legends Gorak- shanath and Matsyendranath did penance in Kadri Tem- ple at Mangalore, Karnataka.They are also instrumental in laying Shivlingam at Kadri and Dharmasthala. The temple of Gorakhnath is also situated on hill called Garbhagiri near Vambori,Tal Rahuri ;Dist Ahmednagar. Long Abstract: Common people are often considered as pre-state primitive groups believing only in self- reliance, autonomy, transnationality, migration and ancient trade routes. They seldom form their ancient urbanism, own civilization and Great Traditions. Or they may remain stable on their simple life with fulfillment of psychobiological needs. They are often considered as serious threat to the state instead and ignored by the mainstream. They also believe on identities, race and ethnicity, aboriginality, city state, nation state, microstate and republican confederacies. They could bear both hidden and open perspectives. They say that they are the aboriginals. States were in compromise with big trade houses to counter these outsiders, isolate them, condemn them, assimilate them and integrate them. Bringing them from pre-state to pro-state is actually a huge task and you have do deal with their production system, social system and mental construct as well. And till then these people love their ethnic identities and are in favour of their cultural survival that provide them a virtual safeguard and never allow them to forget about nature- human-supernature relationship: in one phrase the way of living.
