About The Dragon Foundation

The year 2000 was celebrated both as the start of the new millennium, as well as the Year of the Dragon in Chinese culture. To commemorate this auspicious date, The Hong Kong Federation of Youth Groups, the of the Hong Kong Special Administrative Region (HKSAR) Government and the All-China Youth Federation co-organized a project entitled, " Dragon at the Great Wall – Commemorating the New Millennium: a Vision for Youth ".

What the project entailed was a Youth Conference on Meeting the Challenges of the New Millennium . The main theme of the Conference was Visualizing the Trends of Global Development and the Challenges of the 21 st Century and was held at the Great Hall of the People in Beijing. The Conference was followed by more than three thousand Chinese youth from across the globe raising a 10,000-foot-long dragon on the Great Wall, successfully breaking the current Guinness World Record for the longest dragon dance.

With community support and encouragement, The Dragon Foundation was set up and takes forward the aims manifested by the “Dragon at the Great Wall”. The Foundation was established in Hong Kong and inaugurated on 12 February 2000. The Honourable Tung Chee-hwa, then Chief Executive of HKSAR and the Honourable Elsie Leung, then Chief Justice of HKSAR, officiated at the Inaugural Ceremony.

The Foundation was incorporated under the Companies Ordinance and registered as a non-profit making, charitable organization. The fundamental objectives of the Foundation are to develop leadership skills and nurture the innovative and creative talents of ethnically Chinese youth from around the world, while also encouraging and facilitating the creation of exchange networks amongst them. The Foundation also provides opportunities for community building and recognises the outstanding achievements of youth in various professions. A Board of Directors for the Foundation was set up, which includes representatives of The Hong Kong Federation of Youth Groups and the HKSAR Government and prominent leaders from various sectors of the community. The Foundation’s Secretariat is administered by The Hong Kong Federation of Youth Groups.

Message from the Chairman

This is the fourth time that as the Chairman of the Board of Directors of The Dragon Foundation, I address our stakeholders on the Foundation’s latest development. Together with our very dedicated directors, committee members and team of staff, I pledge to spare no efforts in providing quality programmes and training activities for our young ethnic Chinese leaders in support of the development of Hong Kong.

Human resources are the most important factor in Hong Kong’s success story. The Dragon Foundation supports long-term, all-round development for youth, first and foremost, and helps the younger generation to excel in order to fulfil our mission. We first expanded the Global Citizenship Programme to Europe and the theme of the fourth Global Citizenship Programme was “Ethical Interdependence.” The number of participants doubled from 30 to 60 in 2007 with groups going to New York and Geneva. Nominations were invited from all ten universities in Hong Kong. The Dragon 100 Young Chinese Leaders Forum 2007 took 100 Chinese youth leaders from 14 different cities and countries to forums in Hong Kong and Henan, with its rich Chinese history and rapid recent development. The Lecture Series for Youth Leaders is also well received by the community. This year we were privileged to have Dr. Louis L.Y. Cha ( 查良鏞), eminent modern Chinese novelist, as a speaker.

As always, fundraising is a challenge. The Foundation held a Charity Premiere of “Spider-Man 3”on 27 April at the Palace IFC Theatre with The Hon. Ambrose Lee, IDSM, JP, Secretary for Security, as our officiating guest. The Committee was co-chaired by Mr. Wilfred Ng and Mrs. Nina Lam. And of course, a very special thanks to Ms. Shelley Lee, Dr. Rosanna Wong, and the entire Programme and Fund Raising Committee for all their efforts. The event succeeded in raising $653,357 for the Foundation. On behalf of everyone, I would like to extend my sincere thanks to all our other generous sponsors, both individual and corporate.

I must also take this opportunity to extend my heartfelt gratitude to my fellow Directors, government departments, universities, corporations, organizations and the many individuals who helped us to lay a solid foundation for our future development. And on behalf of the Board, I thank the management and staff members for their hard work. It will be on this very firm footing that we continue to nurture our younger generation, serve our community, and meet the new demands of this fast-changing world. Unique to Hong Kong, The Dragon Foundation sees itself fulfilling an important role, nurturing young ethnic Chinese worldwide as leaders of tomorrow .

Administrative Review

The Secretariat

Manpower at the Secretariat remained stable this year, with a simple structure and efficient day-to-day operations.

Financial Results

The audited financial statements of the Foundation for the financial year 2007/2008 showed a total revenue of HK$ 1,974,844 against a total operating expense of HK$ 6,663,980. It was noted that the Foundation had made a one-off donation of HK$2 million towards the special “Dragon Jamboree” held in June 2007. The total reserves of the Foundation as at 31 st March 2008 stood at HK$36,421,832.

Highlights of the Year

1. Dragon 100 Young Chinese Leaders Forum 2007

Since it began in 2002, the Dragon 100 Young Chinese Leaders Forum has become an annual flagship programme. Bringing together 100 young leaders of Chinese origin from around the world, the aim is to establish networks and generate synergy which enables them to contribute to society.

The 100 outstanding participants in 2007 were selected from nominations made by local and overseas universities, organizations and businesses in 14 locations. The Selection Panel was led by Professor Wong Yuk-shan, Vice-president for Administration and Business and Professor of Biology at The Hong Kong University of Science and Technology. Members were Dr. Angela Ho Suk-ping, Head of the Educational Development Centre at The Hong Kong Polytechnic University, and Miss Junia Ho Suk-yin, JP, Member of the Programme and Fund Raising Committee of the Foundation. In August 2007, the Dragon 100 went on a nine-day tour of Hong Kong and Henan with Ms. Shelley Lee as their Delegation Leader. The theme was “In the Footprints of the Dragon: Chinese Culture and the Life of Chinese People”.

Mr. Xie Xiaoyan, Deputy Commissioner of the Ministry of Foreign Affairs of The People’s Republic of China in the HKSAR was Guest of Honour at the Commissioning Ceremony held in Hong Kong. Professor David P. Y. Lung, SBS, MBE, JP, Professor of Department of Architecture of The , Council Member of The Hong Kong Federation of Youth Groups, was the Plenary Speaker, while Ms. Ada Wong, JP, Founder and Chair of Hong Kong Institute of Contemporary Culture, was the guest Moderator.

The participants met government officials and key representatives of the All-China Youth Federation during their Mainland programme in Zhengzhou, Luoyang and Kaifeng, including Ms. Wang Wei, Vice Chairman of Zhengzhou Committee of Chinese People’s Political Consultative Conference, Mr. Yuan Zuliang, Vice Chairman of Henan Province’s People Congress, Ms. Gao Jingyan, Chairman of Zhengzhou Youth Federation, Mr. Sun Jigang, Minister of Organization Department of the Luoyang Municipal Government Committee and Mr. Chen Guozhen, Deputy Mayor of Kaifeng People’s Government. They visited the Henan Museum, The Native Palace of Emperor Huangdi, The Shaolin Monastery, Longmen Grottoes and the Museum of the Six-horse Royal Cart. Participants also met students from Zhengzhou University, and were warmly greeted by Ms. Zheng Yuling, Vice Principal of Zhengzhou University. Delegates and student representatives of Zhengzhou University participated in a Cultural Night, where they had exchanged views on the programme’s theme and toured the university. All the participants agreed that the study trip enabled them to understand and identify themselves more clearly as being ethnically Chinese. They also gained a more thorough understanding of recent developments in China.

2. Global Citizenship Programme

The theme of the fourth Global Citizenship Programme was “Ethical Interdependence.” The number of participants doubled from 30 to 60 in 2007 with groups going to New York and Geneva. Nominations were invited from all ten universities in Hong Kong. Students had the option of applying for the programme on Financial Markets in New York or the programme on International Organizations in Geneva. Two selection panels with three members each were formed. Ms. Shelley Lee, Director of The Dragon Foundation, and Mr. Chan Kai-ming,

Secretary General of Hong Kong Red Cross were Head Judges. Other panel members were Mrs. Priscilla Hwang Lee, then Co-CEO of Oasis Hong Kong Airlines, Mr. Jack Maisano, the President of The American Chamber of Commerce in Hong Kong, Mr. Stephen F.H. Lee, Chairman of Newpont Securities Limited and Mr. Yeung King-fai, Senior School Development Officer of Education Bureau.

The chosen delegates first attended a Commissioning Ceremony on 5 June 2007 at the Auditorium of the Duke of Windsor Social Services Building with Mr. James B. Cunningham, Consul General of the United States, and Mr. Thomas Roe, Head of the Office of the European Commission in Hong Kong as Guests of Honour. Both spoke about ethical interdependence as a core value for global citizenship. At a 2-day pre-departure orientation in Hong Kong delegates learned about the ethics of global citizenship and the social responsibilities of entrepreneurs from Mr. Leonard M. Apcar, Deputy Managing Editor & Chief Editor for Asia, International Herald Tribune, Mr. Chong Chan-yau, Director of Student Development, Centre of Development and Resources for Students, University of Hong Kong and Dr. Anthony Hutchinson, Public Affairs Officer, US Consulate General.

The first group went to Geneva, Switzerland from 8-17 June. Dr. Rosanna Wong, Director of the Foundation and Executive Director of The Hong Kong Federation of Youth Groups was Delegation Leader. The delegates had the chance to visit the World Health Organization, the World Trade Organization, the United Nations Office of Geneva, the Palais des Nations, the Red Cross Museum, the International Committee of Red Cross and the UN High Commissioner for Refugees. At the Opening Ceremony in Geneva, participants were privileged to hear lectures by Dr. Daniel Warner, Deputy Director, Graduate Institute of International Studies and Mr. Martin Glass, Permanent Representative of Hong Kong Special Administrative Region of China to the World Trade Organization. They also attended lectures by Dr. Phil Eyre, Director, MBA Program Grenoble Business School, Mr. Aniket Ghai, Coordinator, Geneva Environmental Network, UNEP Regional Office for Europe, Ms. Corinne Momal-Vanian, Senior Political Advisor, Office of the Director-General, United Nations Office of Geneva (UNOG), Dr. Bertrand Ramcharan, Prof. of Human Rights, Geneva Graduate Institute of International Studies, Former Acting Deputy, UN High Commissioner for Human Rights, Chancellor of the University of Guyana, and Dr. Yunfu Song, Coordinator, Partnership and UN Reform Programme.

The second group went to New York from 19-27 July and was led by Ms. Shelley Lee, Director and Vice-Chairman of The Foundation. At the Opening Ceremony, welcoming remarks were made by Dr. Allan E. Goodman, President and CEO of the Institute of International Education (IIE), Ms. Peggy Blumenthal, Vice-President & Chief Operating Officer of IIE and Ms. Shelley Lee, Delegation Leader. Mr. Kuang Weilin, Acting Consul-General of the People’s Republic of China in New York, made a speech as Guest of Honour and the keynote address was given by Mr. David J. Vidal, Director of The Conference Board Centre for Corporate Citizenship & Sustainability. During the weeklong programme, the 30 delegates explored the applications and importance of “Ethical Interdependence” in the financial markets. They visited The United Nations, Bloomberg Communications, The New York Times and Columbia University. They also learned from eminent speakers such as Prof. Ronald Berenbeim of New York University, Stem School of Business, Mr. Richard Holowczak, Director of The Subotnick Financial Services Center, Baruch College, City University of New York, Ms. Gretchen Morgenson, Pulitzer Prize-Winner, Business & Financial Reporter and Assistant Business and Financial Editor of The New York Times, Ms. Curtney Lowrance, Vice President, Environmental and Social Risk Management for Citi Markets and Banking, Ms. Lisa Bodell, Founder & CEO of Futurethink and Mr. Oscar Avalle of Office of the Special Representative to the United Nations, The World Bank.

To share what the two delegations learnt as a result of the trip, we organized a seminar cum report back session on 3 rd March 08, at the lecture rooms of The Hong Kong Federation of Youth Groups Building. Professor Ting Wai, Department of Government and International Studies of Hong Kong Baptist University, spoke on Globalization and the Hong Kong Citizen . Two representatives of the delegates spoke on Business, Sustainability and a Harmonious Society and Global Issues and International Organizations . Ms. Shelley Lee, director of Dragon Foundation, and leader of the New York group kindly attend the seminar and delivered welcoming remarks on Dragon Foundation’s behalf.

3. Lecture Series for Youth Leaders

Since 2000, the Foundation has been inviting renowned individuals to share their experience and expertise in the “Lecture Series for Youth Leaders”. This year we were honoured to have Dr. Louis Cha, eminent modern Chinese novelist, as our speaker. Dr. Cha’s portrayal of the history and culture of China inspired over 800 young members of audience. We were also honoured to have our Director, Professor Chang Hsin-kang as Guest Moderator of the lecture.

4. “Spider-Man 3” Charity Premiere

The Dragon Foundation held the “Spider-Man 3” Charity Premiere on the 27 th of April 2007. With able leadership from our co-chairmen, Mr. Wilfred Ng and Mrs. Nina Lam, and members of the organizing committee, the premiere raised over HK$ 650,000 net for future activities. We were very honoured by the presence of illustrious guests such as The Hon. Ambrose Lee (Guest of Honour), Consuls-General from overseas diplomatic missions in Hong Kong, and several senior community leaders.

5. The Hong Kong Melody Makers

Founded by The Hong Kong Federation of Youth Groups with sponsorship from The Dragon Foundation, The Hong Kong Melody Makers (HKMM) was launched in 2005 and has since developed a signature repertoire of a cappella music . HKMM also has an all-male a cappella group called Potenza .

HKMM has given numerous, well-received performances this year. These include “Abendlieder - The Hong Kong Melody Makers in Concert” at the Academy Community Hall Hong Kong Baptist University, performances at the Charity Wine and Dine in May 2007 and the Gala Dinner in Oct 2007 and the critically acclaimed “Sing Aloud Move Along” a cappella concerts. They also sang during an overseas exchange trip to Guangzhou and at the Commissioning Ceremony of the Foundation’s Global Citizenship Programme in June 2007.

6. The Dragon Jamboree Concert

The Dragon Jamboree Concert was one of the highlights of the HKSAR 10th Anniversary Celebrations at the Hong Kong Coliseum on 30 June 2007. It was co-sponsored by The Dragon Foundation and Dr. Stanley Ho, and organized jointly by The Hong Kong Federation of Youth Groups, the Home Affairs Bureau, the Leisure and Cultural Services Department and the All-China Youth Federation. The programme was also supported by Radio Television Hong Kong, CCTV and the Education Bureau. There was a 10,000-strong combined audience and performers from the Mainland, Macau and Hong Kong which beat the Guinness World Record for a mass drum ensemble.

Into the Future

Building on our Strengths

2007/08 was a hectic but fruitful year for the Dragon Foundation. Under the able leadership of the Board of Directors, and with the dedication and hard work of our Programme and Fund Raising Committee members, we made solid progress and achieved positive results upon which we must now build. To do so, we will continue to develop close links and collaboration with universities, the government, mainland and international youth organizations and Chinese communities worldwide. We are confident that with resolve our work will continue to flourish.

Making Great Strides

To ensure that we stay focused, responsive and able to continue to provide high quality programmes, we will stress the following:

Refining programmes Given our commitment to the younger generation, our staff devote all their energies to preparing programmes that work towards this goal. Cooperation on the Global Citizenship programme with the Institute of International Education will continue. The next programme will again emphasise “Ethical Interdependence”, with delegations to New York and Geneva.

The Dragon 100 Young Chinese Leaders Forum will continue to focus on history, culture and recent developments in China. The aim is to help participants explore their common heritage and reaffirm their sense of identity. It is also hoped that this will help to strengthen the connections between overseas Chinese youth and the motherland.

We will continue to explore opportunities with new partners through programmes and charity events. It is hoped that Members of the new Programme Board and the Fund Raising Committee, and generous support from various partner organizations and the public, will enable the Foundation to continue its journey.

Building ties We will continue to establish and strengthen ties between our partners, donors, collaborators, student associations, universities and the community. We will facilitate contact between our young “dragons,” various organization and entrepreneurs.

Creating synergy We have established a Dragon alumni network called DragoNation with past participants of the Global Citizenship programmes, the Dragon 100 Young Chinese Leaders Forum and the 2001 Study Tour to the Western Part of Mainland China. Each year, the growing number of members will be able to help new programme participants. DragoNation will also publish the Dragon e-newsletter for its members and affiliate organizations of The Dragon Foundation. It will serve a bridge for youth exchange, advocacy and continued training.

Developing new resources The present economic turbulence and increasing costs of operations will make fund raising more difficult. The Dragon Foundation will nevertheless seize all opportunities to develop new forms of fund raising. With the support of the new Programme and Fund Raising Committee, we will make every effort to build resources and maintain support from businesses, organizations and individuals.
