About The Dragon Foundation

The year 2000 was celebrated both as the start of the new millennium, as well as the Year of the Dragon in Chinese culture. To commemorate this auspicious date, The Hong Kong Federation of Youth Groups, the of the Hong Kong Special Administration Region (HKSAR) Government and the All-China Youth Federation co-organized a project entitled, " Dragon at the Great Wall – Commemorating the New Millennium: a Vision for Youth ".

What the project entailed was a Youth Conference on Meeting the Challenges of the New Millennium . The main theme of the Conference was V isualizing the Trends of Global Development and the Challenges of the 21 st Century and was held at the Great Hall of the People in Beijing. The Conference was followed by more than three thousand Chinese youth from across the globe raising a 10,000-foot-long dragon on the Great Wall, successfully breaking the current Guinness World Record for the longest dragon dance.

With community support and encouragement, The Dragon Foundation was set up and take forward the aims manifested by the “Dragon at the Great Wall”. The Foundation was established in Hong Kong and inaugurated on 12 February 2000. The Honourable Tung Chee-hwa, the-then Chief Executive of HKSAR and the Honourable Elsie Leung, the then Chief Justice of HKSAR, officiated at the Inaugural Ceremony.

The Foundation was incorporated under the Companies Ordinance and registered as a non-profit making, charitable organization. The fundamental objectives of the Foundation are to develop leadership skills and nurture the innovative and creative talents of ethnically Chinese youth from around the world, while also encouraging and facilitating the creation of exchange networks amongst them. The Foundation also provides opportunities for community building and recognises the outstanding achievements of youth in various professions. A Board of Directors for the Foundation was set up, which includes representatives of the HKSAR Government and prominent leaders from various sectors of the community. The Foundation’s Secretariat is administered by The Hong Kong Federation of Youth Groups.

Objectives

The Dragon Foundation aims:  to develop leadership skills  to establish an exchange network among Chinese youth  to facilitate the development of innovative potential  to provide opportunities and ways to participate in community building  to honour outstanding Chinese youth in various professions

Message from the Chairman

It is a great privilege for me to remain as Chairman of The Dragon Foundation, especially when it continues to carry out initiatives in nurturing young ethic Chinese worldwide to become leaders of tomorrow.

This was a significant year of consolidation for The Dragon Foundation. Many of our past initiatives and efforts are now bearing fruit, which in turn gives us encouragement for the future.

To fulfil our mission, we particularly focused on three key activities: The first was the Global Citizenship Programme , which saw thirty outstanding local university students on an eight day Global Citizenship study tour to New York. Second, the Dragon 100 Young Chinese Leaders Forum, whereby 100 Chinese youth leaders from 12 different cities and countries attended the Forum held both in Hong Kong and at the beginning of The Silk Road, Xian. And finally, the Lecture Series for Youth Leaders . This year we were privileged to have Professor Kan Yuet Wai, the 2004 winner of the Shaw Prize in Life Science and Medicine, and Michelle Kwan Wing Shan, the most decorated figure skater in U.S. history and now, American Public Diplomacy Envoy, as our speakers.

As always, fundraising is a challenge. The Foundation worked hard to launch new initiatives to garner attention and support. However, we are extremely grateful that with the help of Mr. Kalam Cheung, Mrs. Lisa Cheung and Lisa’s Collection , we were able to raise around HK$2,000,000 at two Charity Sales. On behalf of everyone, I would like to extend my sincere thanks to all our other generous sponsors, both individual and corporate. And of course, a very special thanks to Ms. Shelley Lee, Dr. Rosanna Wong, and the entire Fund Raising Panel Members for all their efforts.

I would also like to thank all those who help us in making our Foundation programmes possible: Government departments, universities, corporations, organizations and many individuals. It is only through their collaborations that we are able to offer to the many Chinese young people around the world so many different types of opportunities.

Finally, I would like to express my heartfelt and sincere appreciation to my fellow Directors, and on behalf of the Board, I thank the management and staff members for their hard work. Their contributions and dedication has laid a solid foundation upon which The Dragon Foundation can continue to prosper and grow.

Administrative Review

The Secretariat

The manpower of the Secretariat remained stable this year. We achieved a simple structure while maintaining highly efficient day-to-day operations.

Financial Results

The audited financial statements of the Foundation for the financial year 2006/2007 showed a total revenue of HK$6,359,248 against a total operating expense of HK$ 8,523,327. The total reserves of the Foundation as at 31 st March 2007 stood at HK$38,115,595

Programmes and Activities

1. Dragon 100 Young Chinese Leaders Forum 2006

Since it began in 2002, the Dragon 100 Young Chinese Leaders Forum has become our annual flagship programme. Bringing together 100 young leaders of Chinese origin from around the world, the aim is to establish networks and generate synergy which enables them to contribute to society.

The 100 outstanding ethnic Chinese leaders were selected from nominations made by local and overseas universities, organizations and cooperate from 12 geographical locations. The Selection Panel was made up of three members from the Foundation’s Fund-raising Panel namely Ms. Junia Ho Suk Yin, JP, Mr. Ma Ching Nam and Mr.. Stanley Yeung Chee Tat. In August 2006, the Dragon 100 went on an eight day visit of Hong Kong and Xi’an with Ms. Shelley Lee and Ms. Junia Ho as their Delegation Leaders. The theme was “In the Footprints of the Dragon – a Study Tour on the Silk Road”.

Mrs. , JP , Permanent Secretary for Home Affairs, and Mr. Xie Xiaoyan, Deputy Commissioner of the Ministry of Foreign Affairs of The People’s Republic of China in the HKSAR were Guests of Honour at the Kick-off Ceremony held in Hong Kong. Professor Chang Hsin-kang, GBS JP, President of City and Dr. Ting Sun-pao, Chief Curator of the Hong Kong Museum of History were the Plenary Speakers.

The participants visited the Museum of the Qin Terra-Cotta Warriors and Horses, the Shangxi Provincial Museum and Xi’an City Wall. Participants also met students from Xi’an Jiao Tong University, Mr. Deng Li, Vice Chairman of the Standing Committee of Shanxi Provincial People’s Congress and other provincial government officials. All the participants agreed that it had been a most enlightening trip. That they not only had had the pleasure of visiting one of China’s great cities, but that they had also gained a more thorough understanding of recent developments in the province and of the historic importance of Xi’an.

2. Global Citizenship Programme

Now in its third year, this popular programme provides the opportunity for local university students to gain an international perspective and understanding of what it means to be a global citizen through actual practical experiences. As always, 30 outstanding students from the eight universities in Hong Kong were selected. This year’s Selection Panel included, Mr. Philip Kan, Director, Galileo Capital Holdings Ltd and Director of The Dragon Foundation, Ms. Imelda Chan, Charities Manager, The Hong Kong Jockey Club; and Mr. Tenniel Chu, Executive Director, Mission Hills Golf Club.

The chosen delegates first underwent a Commissioning Ceremony, which was held on 7 June 2006 at the Hong Kong Central Library with Mr. James B. Cunningham, the Consul General of the United States, as the Guest of Honour and Keynote Speaker. Then the delegation met with Mr. David O’Rear, Chief Economist of the Hong Kong General Chamber of Commerce and Mr. Enkas Chau, Senior International and Relief Service Officer, Hong Kong Red Cross. They learned about economic developments in China and saw how an international organization prioritises its work in the developing world.

Armed with this background knowledge, the delegates departed for New York with Dr. Rosanna Wong as the Delegation Leader and had the chance to visit the United Nations, the Metropolitan Museum of Art, the Rubin Museum and the Mimi Fertz Gallery of Russian Art. The focus of this trip was the emerging economies of China. Russia and India and their places on the global stage and the participants were privileged to hear lectures by Ms. Mary Roodkowsky of United Nations Children’s Fund, Mr. Oscar A. Avalle of the Office of the Special Representative of the World Bank to the United Nations, among others. Mr. Qiao Fenghe, Consul, the Consul General of the People’s Republic of China in New York, spoke as Guest of Honour at the Closing Ceremony.

3. Lecture Series for Youth Leaders

Since 2000, the Foundation has been inviting world renowned individuals to share their experience and expertise in the “Lecture Series for Youth Leaders”. The speakers have included Nobel Laureates, distinguished scientist and artists. Those who spoke this year were:

1. Professor Kan Yuet-wai, winner of 2004 Shaw Prize for Life Science and Medicine. Professor Kan’s contributions in the fields of haematology and genetics led to his work on the innovation of DNA diagnosis that has found wide application in many diseases. On 19 October 2006, Dr. Kan joined 280 students and shared his life experiences and medical accomplishments. We also had the honour to have our Director, Dr. E.K. Yeoh as the Guest Moderator of the lecture.

2. Ms. Michelle Kwan, American Public Diplomacy Envoy On 23 January 2007, Ms. Michelle Kwan, winner of two Olympic Medals in figure skating, joined 260 young people sharing her story and successes. Our Honorary Secretary, Mr. Lester Huang moderated the event.

4. “A Million for the Dragon” Charity Sales The Dragon Foundation held two Charity Sales on the 13 th of May and the 9 th of December in 2006. The sale of jewellery, replicas and originals of Chinese artefacts were sponsored by Lisa’s Collection. The sales helped raise over HK$ 2 million for future activities. These Charity sales have pointed to a new direction of fund raising, which have brought about greater awareness of the Foundation, and also a wider network of support.

5. The Hong Kong Melody Makers

Under the sponsorship of The Dragon Foundation, The Hong Kong Melody Makers was launched in 2005 to great public and critical acclaim. They have developed a signature repertoire of a cappella, by launching an all female group called “Candenza” and an all male group, “Potenza”.

The groups, along with the full choir have given a number of performances this year, including at the 2006 Hong Kong International Youth and Children’s Choir Festival, the Young Friends of Hong Kong Arts Festival and the Run with Your Heart and Music in the Green City.

Into the Future

Building on our Strengths

Under the able leadership of the Board of Directors, we have come a long way and we have been fortunate to lay a solid foundation, upon which we must now build further. To do so, we will continue to develop close links and collaborations with universities, the government, Mainland and international youth organizations, world-wide Chinese communities, as well as supporting entrepreneurs.

The Road Ahead:

To ensure that we stay relevant, responsive and continue to provide programmes of quality, we will stress the following:

Synergy Building

Through the “Global Citizenship” and “Dragon 100 Young Chinese Leaders Forum,” we have been able to establish a Dragon Network of all Alumni participants. The former participants continue to support the Foundation through volunteering and participating. This has led to the establishment of a “Dragon Network”, which requires of the Dragons, their inputs and participation on committees or working groups, thus ‘giving back’ to the Foundation.

Refining Existing Programmes and Launching New Initiatives

We will continue to cooperate with the Institute of International Education in launching the fourth cycle of the Global Citizenship Programme. The next Programme will emphasise “Ethical Interdependence”, with students having the option of applying for the Programme on Financial Markets to be held in New York, or the Programme on International Organizations to be held in Geneva. There is also talk now of including students from the Mainland, in the hopes that their participation would lead to more lively dialogues and be a more stimulating experience for all concerned.

The Dragon 100 Young Chinese Leaders Forum will continue its focus on the history and culture of China. The aim is to help explore a common heritage for the sake of reaffirming one’s identity. It is also hoped that this focus will help strengthen the connection between overseas Chinese youth and the spirit of Dragon.

We will continue to explore opportunities with new strategic partners through programmes and charity events. It is hoped that the concerted efforts of Members of the Board and the Fund Raising Panel, as well as with the generous support of various partner organizations and the public, the Foundation will be able to continue its journey onwards.

Publicity and Networking

The Foundation will make good use of its established network with the media to promote programmes and gain wider public recognition and support.

Seeking New Ways of Resource Support

In the coming year, The Dragon Foundation will focus on soliciting resources and support from corporations, organizations and individuals. Not only for financial support, but also for collaboration and co-organization, sponsorship and gifts-in-kind. The success of the two Charity Sales has made us realise that this is one of the ways to continue.

Acknowledgements

This year, as with the past, we know that none of our work would have been possible without the dedication and commitment of the Board of Directors and Fund Raising Panel Members. We acknowledge their passion, and thank them that, through their shared time and wisdom, we have learnt not to become complacent for what we have.
