• Explain the development and construction timing and process. A list of workshop participants is provided above. The workshop agenda is provided at Attachment One. ISSUES AND OPPORTUNITIES

Pedestrian and cycle safety are important to me. I would like to provide input and suggestions for kerbing, lane marking, delineation of cycle and road lanes, roundabout design etc. Is that possible? Fiona arranged a subsequent meeting which has been held

ITEM / DETAILS 3 DESIGN PROGRESS Andrew Whiteside advised that: • The design is 85% complete and has taken around 6,000 hours of design work. • Review processes have been put in place involving the local authorities, independent verifiers and a road safety auditor. • The 85% design is shown below.

ITEM / DETAILS Bridge Design • Bridge design is progressing and an early rendered image of the built structure is shown below looking from the south western quadrant towards the north east. Note that this is a basic rendering and items such as paint colours and patterns have not been shown.

FeatureLighting Feature lighting will be provided to enhance the aesthetics of the bridge.

Strip feature lighting along the bridge spans will be enhanced by reflecting the light back off the bridge barrier that is to be painted white. Lighting will be used to make a feature of the abutment walls, the piers and the bridge itself.

The abutments will have a mock segmental pattern that will be coloured in blocks. The colour scheme and pallet will be presented at a future CRG meeting.

ITEM / DETAILS Traffic Modelling • Andrew Whiteside presented the updated traffic flows for Burns Beach Road; • The model was prepared to represent 2031 traffic forecasts in morning peak; • The resultant flows are good with minimal if any queues lengths resulting; • The model also showed other network links for brief discussion. Drainage Challenge • Andrew Whiteside explained that a drainage challenge has emerged with difficulties piping runoff from the southern side of Joondalup Drive to the drainage basin located in the north eastern quadrant. This has resulted from the combined effect of bridge sub-structure and extensive underground service provisions through the area including Western Power, Water Corporation, gas, telecommunications and other services. • An alternative drainage design concept has been developed for discussion with the CRG and raises the prospect of placing underground drainage cells in the park in the south eastern quadrant of the intersection; • The storm cells would then be covered with fill and revegetated potentially to a higher standard than it is now; • It is possible that the piping to the drainage cells would impact upon the existing building which is built on WAPC owned land; • If this is worth developing further, we could bring some design concepts to a future CRG meeting to consider; • The park is WA Planning Commission owned land;

CRG members comment was invited. The following feedback resulted with most comment coming from Barry McEloney as the nearest resident and by John Shattock. • There would likely be community concern should the existing building need to be removed; • Any unnecessary disruption to the existing park would not be seen to acceptable to be the community; • The drainage design should develop a solution that takes all water to the existing drainage basin in the north eastern quadrant.

Chris Raykos advised that: • Given the views expressed we will look for ways to drain to the north eastern quadrant using the existing basin. • Due to the logistical challenges presented, there may be a requirement to drain some runoff to the south eastern quadrant using underground storage. If so, there will no disturbance to the Entry Statement. • Clearing of large trees to accommodate drainage will be avoided where possible. • Disturbance to the area will be minimised. • All drainage work will be done within the road reserve. • Disturbed areas will be rehabilitated (landscaped);

ITEM / DETAILS A number of questions and answers followed as shown below: Q When will the relevant design plans be available We are at 85% complete and expect them to be available soon. We can provide them now but it is essential that CRG members understand that they are not final and have not been issued for construction and are subject to change. Andrew to provide the 85% A design to CRG members - engineering drawings will be available at City of Wanneroo and City of Joondalup for viewing. ACTION: Andrew

Q The pedestrian crossing points are very close to the roundabout. Could they be moved further back? We try to provide suitable separation but as we move further away pedestrian access is blocked by a concrete safety barrier. There is also A a Western Power pole and other services to consider. Vehicles are slowing as they approach the roundabout as another benefit.

Q Will the bridge create shadow spots that are a safety risk? The east-west bridge orientation helps to minimise any shadowing effects. A The design provides good visibility, appropriate lighting and suitable pedestrian refuges.

Q Are the pedestrian crossing points cross-walks? A No, the aren’t zebra crossings with pedestrian numbers low from earlier counts and good sight distance.

Q Do bus stop locations change? Bus stop locations change during construction and once complete. The locations have been agreed in collaboration with the PTA and as A close as possible to bridge crossing points to provide good access.

How will cyclists move through the interchange? John Shattock expressed his concern at cyclists merging with traffic through the Q roundabout. On road cycling provision is made on both roads. As cyclists approach the interchange, they have two choices. If they choose to stay on A road they merge with the through traffic through the roundabout as standard practice and the 1m clear rule applies. Alternatively, they make use of the PSP and at grade crossing points and re-join the on-road cycle lanes once through the interchange.

Q Why not let cyclists re-join the cycle lane via the bus embayments? A This is not allowed as there may be either a bus in the embayment or one about to enter it.

What happens for a cyclist heading south on Wanneroo Road and then east on Joondalup Drive? Do they have a sealed shoulder as shown Q on the plan presented? They will pass through the roundabout as described previously. The available width provided through the roundabout is to allow for the swept path of large vehicles not as a refuge for cyclists. The shoulder disappears approaching the roundabout and then reappears at the A departure. The final pavement marking drawings will clearly detail the extent of the shoulders.

Q How will noise be mitigated? We will prepare a Noise Model that considers the prevailing conditions to be expected in 2031. This includes road geometry, location of sensitive receptors, topography, surfacing type, bridge levels and other factors. We expect that noise mitigation measures will include 3m A tall acrylic tinted glass 20mm thick on the bridge. This will allow light to penetrate but block noise. We expect additional solid noise walls will be required in the south west intersection quadrant to mitigate noise levels to the adjoining residential area.

Q How many trees will be lost? Some trees will be lost but we have and will continue to improve our design to minimise the impacts for existing vegetation. There are many factors to consider including: • Some trees are lost to provide a shared path. The shared path is located entirely within the road reserve to avoid the loss of trees in open spaces. Many trees in the road reserve on the south eastern side of Joondalup Drive will be lost; • Trees and shrubs cannot be within a certain distance of the new roads and shared path, and must be set back a safety distance. A • Tree roots are sometimes impacted by the compaction process and can’t be saved as a result; • We minimise clearing as much as possible through creative but safe design; • We are working with the City of Wanneroo to develop a vegetation plan for plantings as part of the project; and • We will present the 85% landscaping design with the CRG.

A number of residents have reported experiencing a strobing effect from the sound walls along Wanneroo Road possibly due to a number of Q aspects coming together; the closeness of the walls, the solid colours & the contrast between the two lighter colours & the darker colour. Lesley agreed to provide more specific comment as it was drawn to her attention by community members. Please be patient and this will change over time. The colours, lights and finishes are commonly used across the network with no evidence A of a strobe effect as a result. We provide some colour and light to create interest and to get away from plain grey structures.

Q Will the lighting create a runway effect? No, we will just have low level lighting to the abutment and pier walls and the bridge itself. The colours will be consistent with those previously A adopted for other projects and reflecting this site. Q Vehicles are making illegal right hand turns out of Drovers onto Wanneroo Road. Can this be addressed as part of the works? A At this stage this intersection is not changing as part of the works. It is more of an enforcement issue for Police. But we will consider it.

We program with contingency for unseasonal weather but it is always a risk. A

No, not all barriers are in place but we plan to have that done by the end of 2018. A

Q Will signage be provided for cyclists? A We are expecting additional cyclist signage to arrive in mid-December.

Q The placement of speed signs seems inconsistent and inefficient. Can it be improved? The speed zone within barrier areas is 60kph. Mike Kelly will inspect signage and adopt any necessary improvements. A ACTION: Mike

Q Cones in place near Drovers are always knocked over and lying sideways. Is there a better system? Cones are used where we have no other choice and we generally double stack them as they are light and easily knocked over. The cones A near Drovers will be replaced with safety barrier before the end of 2018.

A number of questions and answers followed as shown below: Q Barrier erection and maintenance is important. Were they erected too soon? The project program drives process and drainage issues have delayed us a little. We are in planning mode and getting barriers ready for A works to commence with intensity in the new year. Q Are you getting much feedback on the signage and traffic management? We got a lot if suggestions and concerns and welcome the input. I am interested in cycling and pedestrian safety with previous communications provided. Some elements have already been addressed. Can we add please agenda items and distribute information to other CRG members? Answer: Yes, Fiona will distribute the document and Agenda items need to reflect relevance and interest and the earlier John Shattock information will be distributed to CRG members. ACTION: Fiona Chris Raykos added that the transition from the existing traffic lights to the finished project has associated risk and that is why we engage large and reputable players with experience in managing this risk. Will the exit from Drovers left and then northbound along Wanneroo Road remain open at all times during construction? Answer: Yes, current access arrangements to and from Drovers will remain. The right turn from Drovers to Wanneroo Road south will be made more constrained but some will still do it. Sarah Fry How long will the right turn from Drovers onto Joondalup Drive remain open?
