The Council was provided with an update on the vaccine plan and administration at its January 12 session and the presentation slides are attached to this memo. There are two areas of focus for this discussion. The first is how AAHP, LHI, and AAHI can collaborate with the County and support vaccination efforts, leveraging the work of the AAHP Executive Committee COVID Response Program, Por Nuestra Salud y Bienestar, and the AAHI COVID-19 needs assessment. At the Council session, Dr. Crowel and Dr. Bridgers shared that they have begun to meet with the minority health initiatives/program regarding these issues. At the Tuesday Council session, Councilmember Navarro highlighted that the health promoters can be an important part of outreach and assistance with appointment registration, especially for those who may be challenged with access to or use of technology. In addition, Dr. Crowel discussed the need for the State to allow private providers and community clinics that are part of the regular non-COVID vaccination system to provide COVID vaccines. This will both to increase the capacity, but it also supports persons who may be more comfortable going to their healthcare provider rather than to a government run clinic. The second discussion point is to work to clarify issues regarding the vaccination of residents of DDA Group Homes (group homes funded by the Developmental Disabilities Administration) and the organizational staff that support these homes, including Direct Service Professionals (DSPs). DDA Group Homes have been designated as part of Phase 1A Tier 1 vaccinations but it is to be administered through a State contract with CVS and Walgreens. This is leading to confusion and anxiety about when vaccines will begin and whether DSPs or other staff in these organizations are eligible to be vaccinated by the County as health care providers.
