CALIFORNIA Text of Statewide Radio Address by RICHARD NIXON (over CBS Network from Los Angeles) FOR ntMEDIATE RELEASE September 30, 1962 Press Secretary: Herbert G. Klein This is the second broadcast in a series that I call, "Programs for a Greater California." Each Sunday evening until election day, I will show you how dec Ls Ive leadership can solve the pressing problems of our state. First, I want to remind you that I will be on six more three-hour telctt~ns throughout the State and I welcome all your questions when I appear in your area. On this program last week, I presented an eight-point action program to make California first in crime prevention, instead of first in crimes committed--as we are today. My anti-crime program includes strong backing for our dedicated local law enforcement officials, a top-level Governor's Council on Crime Prevention and Law Enforcement to coordinate the fight for a safer California, and the death penalty for big-time dope peddlers. Tonight, I will talk about education and I will propose 12 steps to better education for all our young people. A leading educator has said, '~nowledge, freely available to a people who have the right and the will to use it wisely, is the only real safety this world provides. Freedom of the mind is the foundation of all other freedoms, and if it is lost the others are soon found not worth keeping." This is the basic-. reason why education is so important. Our educational emphasis must be on giving all children an equal chance at the starting line. But it must also be geared to stimulating the students who are more creative--who may have exceptional abilities. I oppose the idea of using our schools as a leveling device with an inordinate emphasis on adjusDment, rather than on opportunity and challenge. Here is my program for progress, opportunity and freedom through education. 1. I believe that the strength and vitality of our educational system lies in the autonomy of the local, diversified school system. -mRE NIXON 2-2-2 The quality of our education largely depends on our local school districts and the decisions made within these districts. This is the best means that has ever been found of tailoring education to meet local living conditions. Yet, during the past four years, there has been a trend toward greater and greater state dictation of curricula to the local school districts. This trend must be reversed. One way to do this is to see that each new State program imposed on the local school district includes a legislative act providing for the financial support of the program. 2. I believe our goal must be better salaries for our teachers and less emphasis on fancy buildings. What is taught, and how it is taught, is far more important to our children's futures than having the fanciest drinking fountains, indirect lighting and ultra modern gimmicks. We must create a renQWed respect for our school teachers. n1ey are profes sional people who are engaged in an important, honorable career--often at considerable financial sacrifice.

Though the printed word is essential in learning, educators have been taking notice of the new visual and oratory stimuli and incorporated them into classroom teaching. The purpose of this idea packet is to further introduce teacher colleagues to this methodology and share a compilation of films which may be easily implemented in secondary social studies instruction. Though this project focuses in grades 6-12 social studies we believe that media should be infused into all K-12 subject areas, from language arts, math, and foreign languages, to science, the arts, physical education, and more. In this day and age, students have become accustomed to acquiring knowledge through mediums such as television and movies. Though books and text are essential in learning, teachers should take notice of the new visual stimuli. Films are familiar in the everyday lives of students.

While it is not possible to predict how much money will be spent between now and November 2, it may be useful to compare the levels of spending in this year’s primary campaign with that of previous election cycles. In this report, “Breaking the Bank,” staff of the Fair Political Practices Commission determined the spending of each candidate in every California gubernatorial primary since 1978 and calculated the actual spending per vote cast—in 2010 dollars—as candidates sought their party’s nomination. The conclusion: over time, gubernatorial primary elections have become more costly and fewer people turnout at the polls. But that only scratches the surface of what has happened since 19781. Other highlights of the report include: Since 1998, the rise of the self-funded candidate has dramatically increased the cost of running for governor in California.

  • Lessons from the Deukmejian Era for Contemporary California State Budgeting
FROM JERRYRIGGED TO PETERED OUT: LESSONS FROM THE DEUKMEJIAN ERA FOR CONTEMPORARY CALIFORNIA STATE BUDGETING Daniel J.B. Mitchell, UCLA HoSu Wu Professor of Management and Public Policy The new governor took office in the midst of a major state budget crisis. At the time he took office, it was unclear that state could pay its bills if drastic action were not taken. Yet the incoming governor was committed to a notaxincrease program. Through borrowing, the state managed to surmount its budget crisis. As the economy recovered and resulting tax revenue flowed in, it even was able to engage in major construction projects. When he stood for re election, the governor was overwhelmingly returned to office for a second term. Sadly, however, the economy began to slow during that second term. Fears mounted that the state could face a renewed budget crisis. This description may seem to depict the career to date of Arnold Schwarzenegger. He inherited a budget crisis from Gray Davis who he replaced in the 2003 recall. But the introductory vignette actually refers to the story of George Deukmejian (“Duke”) who was first elected in 1982, inheriting a budget crisis from Jerry Brown. (Deukmejian’s construction projects leaned towards prisons for most of his terms in office, needed as state sentencing laws tightened, rather than the roads and other infrastructure pushed by Schwarzenegger.) And as it turned out, the economic downturn that began to take shape towards the end of Deukmejian’s second term indeed did produce a major budget crisis, a legacy he left for his successor, Pete Wilson.
