Meg Whitman President and CEO Dear Stockholders, Fiscal 2012 was the first year in a multi-year journey to turn HP around. We diagnosed the problems facing the company, laid the foundation to fix them, and put in place a plan to restore HP to growth. We know where we need to go, and we are starting to make progress. The Year in Review In the first year of our turnaround effort, we provided a frank assessment of the challenges facing HP, laid out clear strategies at all levels of the corporation, and mapped out our journey to restore HP’s financial performance. Most importantly, we did what we said we would do in fiscal 2012 – we began taking action to bring costs in line with the revenue trajectory of the business and met our full-year non-GAAP earnings per share outlook. We have just completed year one of our journey, and we are already seeing tangible proof that the steps we have taken are working. This includes generating $10.6 billion in cash flow from operations for fiscal $10.6B 2012. HP used that cash to make significant progress in rebuilding our balance sheet – reducing our in cash flow from net debt by $5.6 billion during the year – and returned $2.6 billion to stockholders in the form of share operations for repurchases and dividends. fiscal 2012 Our efforts in fiscal 2012 also included beginning to tackle the structural and execution issues we identified, and building the foundation we need to improve our performance in the face of dynamic market trends and macroeconomic challenges. -

On November 16, 2012, the United States filed a Complaint alleging that eBay Inc. entered into an agreement with Intuit, Inc., that restrained the recruiting and hiring of high technology workers, in violation of Section 1 of the Sherman Act, 15 U.S.C. 1. The proposed Final Judgment prevents eBay from maintaining or entering into similar agreements. Amendment # 4373 – No Federal funds for the future development and operation of the Defense Travel System Background The Defense Travel System (DTS) is an end-to-end electronic travel system intended to integrate all travel functions, from authorization through ticket purchase to accounting for the Department of Defense. The system was initiated in 1998 and it was supposed to be fully deployed by 2002. DTS is currently in the final phase of a six-year contract that expires September 30, 2006. In its entire history, the system has never met a deadline, never stayed within cost estimates, and never performed adequately. To date, DTS has cost the taxpayers $474 million – more than $200 million more than it was originally projected to cost. It is still not fully deployed. It is grossly underutilized. And tests have repeatedly shown that it does not consistently find the lowest applicable airfare – so even where it is deployed and used, it does not really achieve the savings proposed. This amendment prohibits continued funding of DTS and instead requires DOD to shift to a fixed price per transaction e-travel system used by government agencies in the civilian sector, as set up under General Services Administration (GSA) contracts. UNITED STATES ENVIRONMENTAL PROTECTION AGENCY WASHINGTON, D.C. 20460 DEC 1 9 2007 OFFICE OF THE ADMINISTRATOR The Honorable Arnold Schwarzenegger Governor of the State of California State Capitol Sacramento, California 95814 Dear Governor Schwarzenegger, As I have committed to you in previous correspondence, I am writing to inform you of my decision with respect to the request for a waiver of Federal preemption for motor vehicle greenhouse gas emission standards submitted by the California Air Resources Board (CARB). As you know, EPA undertook an extensive public notice and comment process with regard to the waiver request. The Agency held two public hearings: one on May 22, 2007 in Washington, D.C. and one in Sacramento, California on May 30, 2007. We heard from over 80 individuals at these hearings and received thousands of written comments during the ensuing public comment process from parties representing a broad set of interests, including state and local governments, public health and environmental organizations, academia, industry and citizens. The Agency also received and considered a substantial amount of technical and scientific material submitted after the close of the comment deadline on June 15, 2007. EPA has considered and granted previous waivers to California for standards covering pollutants that predominantly affect local and regional air quality. In contrast, the current waiver request for greenhouse gases is far different; it presents numerous issues that are distinguishable from all prior waiver requests. Unlike other air pollutants covered by previous waivers, greenhouse gases are fundamentally global in nature. Greenhouse gases contribute to the problem of global climate change, a problem that poses challenges for the entire nation and indeed the world. -

However, in recent decades, California has adopted numerous policies that favor the CCC. Predicated upon this empirical observation, this thesis argues that the three systems act as interest groups, lobbying for state funding, and the CCC is the most effective, despite being the larger group. This observation contradicts with Olson’s (1965) “group-size paradox” and poses a theoretical puzzle: “Why are the California community colleges more influential in lobbying despite the collective action problems it may face as a larger group?”. Existing theories suggest three potential answers for this puzzle: 1) types of interest, be it public or private, 2) degree of conflict, and 3) public opinion. By conducting content analyses of secondary sources, this thesis finds that the CCC’s goal is to ensure the affordability of higher education, while the UC seeks to preserve its own reputation and quality at the expense of universal access to and affordability of higher education.
