Box 1749 Halifax, Nova Scotia B3J 3A5 Canada Item No. 11.1.16 Halifax Regional Council September 22, 2020 TO: Mayor Savage and Members of Halifax Regional Council SUBMITTED BY: Jacques Dubé, Chief Administrative Officer DATE: August 24, 2020 SUBJECT: Regional Centre Streetscaping Administrative Order ORIGIN On January 28, 2020, the following motion of Regional Council was put and passed regarding item 15.3.2: THAT Halifax Regional Council direct the Chief Administrative Officer to: 1. Prepare a Streetscaping Administrative Order for Council’s consideration based on the framework described in the discussion section of the staff report dated November 7, 2019. 2. Advance opportunities for Regional Centre streetscaping (including, but not limited to those generally described in attachment 3 of the staff report dated November 7, 2019) for consideration in future capital budgets, and to ensure the administrative order acknowledges that other streetscaping can occur outside of the Regional Centre on a case-by-case basis. 3. Continue working with representatives of Nova Scotia Power and Bell Aliant to achieve funding agreements with regulatory approval, for undergrounding projects including areas beyond the existing “pole free zone”. 4. Explore options for a by-law to recoup all or some of the municipal portion of the capital cost to bury overhead line and return to Regional Council with a recommendation. MOTION PUT AND PASSED UNANIMOUSLY. LEGISLATIVE AUTHORITY Halifax Regional Municipality Charter: subsection 70 (1) “The Municipality may beautify, improve and maintain property owned or leased by the Municipality”. RECOMMENDATIONS ON PAGE 2 Regional Centre Streetscaping Administrative Order Council Report - 2 - September 22, 2020 subsection 319 (4) “The Council may, by by-law, establish a pedestrian mall on a street or any other land owned by the Municipality"; subsection 322 (1) “The Council may design, lay out, open, expand, construct, maintain, improve, alter, repair, light, water, clean, and clear streets in the Municipality”. -

City of Halifax Ordinances Number 180 Respecting Streets Halifax Regional Municipality CITY OF HALIFAX ORDINANCE 180 RESPECTING STREETS BE IT ENACTED by the City Council of the City of Halifax under the authority of the Halifax City Charter, 1963, as follows: 1. This Ordinance shall be known as Ordinance Number 180 and shall be cited as the Streets Ordinance. 2. In this Ordinance: (1) "Abutter" means a person who is the owner, lessee, or occupier of any premises or lot in the City and which premises or lot abuts a street, and where the premises or lot has been registered as a condominium under the Condominium Property Act includes the condominium corporation which manages the premises or lot. (2) "Applicant" means a person who makes application for the issuance of a permit for the excavation or special use of a street and a person holding a permit for the excavation or special use of a street issued by the Director. (3) "Crosswalk" means that portion of a roadway ordinarily included within the prolongation or connection of curb lines or the edge of a roadway and property lines at intersections or any other portion of a roadway clearly indicated for pedestrian crossings by lines or other markings on the road surface. (4) "Director" means the Director of Engineering and Works for the City or his designate. (5) "Driveway" means any area designed for or used by vehicles to enter or leave a street. (5A) "Intersection" means the area embraced within prolongation or connection of the lateral curb lines or, if none, then of the lateral boundary lines of two or more streets which join one another at an angle, whether or not one street crosses the other. -

But then we hit 2021 and things looked remarkably similar. For Downtown Halifax, and indeed downtowns around the globe, it meant quiet streets and the continued loss of key markets, such as tourists, students, event attendees, and the workers who normally fill our offices. The COVID-19 pandemic has hit Downtown Halifax hard, and the impacts of this will be felt for a long time to come. Before the pandemic, we were doing well. We were tracking in a positive direction in 16 of our 20 strategic priority objectives. But as our reality changed, the Downtown Halifax Business Commission Board of Directors took the step of refocusing on two goals: Downtown Vibrancy and Downtown Prosperity. -

Box 1749 Halifax, Nova Scotia B3J 3A5 Canada Item No. 11.1.2 Halifax Regional Council February 9, 2021 TO: Mayor Savage and Members of Halifax Regional Council SUBMITTED BY: Jacques Dubé, Chief Administrative Officer DATE: January 20, 2021 SUBJECT: Halifax’s Mobility Response Plan (COVID-19) Overview and Next Steps ORIGIN In spring 2020, the CAO directed staff to develop a Mobility Response Plan Task Force in light of the impacts of COVID-19 on Halifax travel patterns and access to mobility options. This report was initiated by staff to provide Regional Council with an overview of the 2020 Mobility Response Plan actions and to provide recommendations for proposed actions and required resources for 2021/2022. LEGISLATIVE AUTHORITY Halifax Regional Municipality Charter, section 318 (2) In so far as is consistent with their use by the public, the Council has full control over the streets in the Municipality. Halifax Regional Municipality Charter, section 322 (1) The Council may design, lay out, open, expand, construct, maintain, improve, alter, repair, light, water, clean, and clear streets in the Municipality. RECOMMENDATION It is recommended that Halifax Regional Council direct the Chief Administrative Officer to develop an implementation plan for continuing the Mobility Response Plan as outlined in this report. Mobility Response Plan (COVID-19) Overview and Next Steps Council Report - 2 - February 9, 2021 EXECUTIVE SUMMARY In April 2020, a task force comprised of Planning & Development, Transportation & Public Works, Halifax Transit, Corporate Communications, and Nova Scotia Public Health was established to determine Halifax Regional Municipality’s response to the impact of COVID-19 on our mobility networks and public spaces. -

Filing is with the “designated person” pursuant to section 14 of the Members and Public Employees Disclosure Act and in accordance with the Political Contributions Disclosure Regulations made under the Act. For purposes of the 2006 reporting period, January 1, 2006 to December 31, 2006, there were four recognized parties in the Province of Nova Scotia, namely, the Green Party of Nova Scotia (GPNS), the Nova Scotia Liberal Party (NSLP), the Nova Scotia New Democratic Party (NSNDP) and the Progressive Conservative Association of Nova Scotia (PC).
