Photo: Discover Halifax DowntownHalifax.ca 1 CHIEF EXECUTIVE OFFICER’S Message Paul MacKinnon Chief Executive Officer Just about every annual report I saw last year began with the line, “2020 was a year unlike any other…” – which was true. But then we hit 2021 and things looked remarkably similar. For Downtown Halifax, and indeed downtowns around the globe, it meant quiet streets and the continued loss of key markets, such as tourists, students, event attendees, and the workers who normally fill our offices. The COVID-19 pandemic has hit Downtown Halifax hard, and the impacts of this will be felt for a long time to come. Before the pandemic, we were doing well. We were tracking in a positive direction in 16 of our 20 strategic priority objectives. But as our reality changed, the Downtown Halifax Business Commission Board of Directors took the step of refocusing on two goals: Downtown Vibrancy and Downtown Prosperity. Our four action teams created a suite of programs to address these, in the areas of Advocacy, Marketing & Communications, Membership Engagement, On a scale of 1 to 7, where 7 and Placemaking. Halifax Explosion Comments in brackets are not part of the original document. They have been added to assist the reader with difficult words. The Halifax Herald December 8, 1917 … On Thursday morning the French steamer Mont- Blanc was steaming up the harbour with Pilot Frank Mackay in charge and reached a point opposite the northern terminals of the C.G.R., while the Belgian Relief steamer Imo was proceeding out in charge of Pilot William Hayes and they were approaching each other. For some inscrutable [incomprehensible / strange / odd] reason the Belgian steamer violated the rules of navigation and the result was that she col- lided with the Mont-Blanc. Soon the Frenchman burst into flames. She was loaded with 5000 tons of high explosives. The crew abandoned her and all escaped safely to the Dartmouth shore. Then came the terrific explosion which destroyed the extreme south-eastern part of Halifax, caused the deaths of more than 2000 persons, and perhaps dou- ble that number rendered 5000 people homeless, and involved a property loss of from $12 000 000 to $15 000 000 … because someone had blundered, or worse. Halifax Harbour, at the heart of HRM, is a major seaport with significant industrial, military and municipal infrastructure.   • Gritty to Pretty Placemaking Program
    GRITTY TO PRETTY PLACEMAKING PROGRAM OPEN GRANT 2020 Eligibility, Criteria, and Application Form Gritty to Pretty consists of three grants, which include the Mural Grant, the Façade Lighting Grant, and the Open Grant. These projects contribute to Downtown Halifax Business Commission’s (DHBC’s) strategic placemaking goals. The Open Grant offers support towards the costs involved to beautify Downtown Halifax and provide aesthetic, artistic, and/or interactive benefits, which enhance the pedestrian experience to the area for its visitors, the businesses, and the community. The Open Grant is an initiative that supports quick-win, transformative projects through: activation of leftover and/or underutilized spaces; streetscape improvements; and/or art and placemaking efforts. Since part of the intent of the program is to add colour to the Downtown and enhance the pedestrian experience, priority will be given to proposals that are playful, fun, and take into consideration the element of surprise and unexpectedness in an urban environment. A NOTE ON COVID-19: For the health, safety, and well-being of staff, members, and the public, DHBC is currently following the directives of the Nova Scotia Health Authority. DHBC asks that Gritty to Pretty grant applicants and recipients follow these directives when researching, creating, or installing Gritty to Pretty placemaking projects to aid in containing and avoiding the spread of the virus. GEOGRAPHIC BOUNDARY The Downtown Halifax district is defined as: the geographic area between the waterside of Brunswick Street to the Halifax Waterfront and from the Cogswell Interchange to the south end of Barrington Street.
