Give notice of motion to consider the proposed development agreement, as set out in Attachment A, to permit a mixed use, multi-unit residential and commercial building, and schedule a public hearing; 2. Approve the proposed development agreement, which shall be substantially of the same form as set out in Attachment A; 3. Approve, by resolution, the proposed discharging agreements, which shall be substantially of the same form as set out in Attachments B and C of this report; and 4. Require the development agreement and discharging agreements be signed by the property owner within 240 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end. LEGISLATIVE AUTHORITY Halifax Regional Municipality Charter 79A (1) Subject to subsections (2) to (4), the Municipality may only spend money for municipal purposes if (a) the expenditure is included in the Municipality’s operating budget or capital budget or is otherwise authorized by the Municipality; RECOMMENDATION It is recommended that Halifax Regional Council adopt the Gorsebrook Park Planning Report as a guiding document for future improvements to Gorsebrook Park. Gorsebrook Park – Park Plan Council Report - 2 - December 3, 2019 BACKGROUND Gorsebrook Park occupies 7.6 Ha (19 acres) in the South End of Halifax (Attachment A). The major features of the park include: • Two schools (Inglis Street Elementary and Gorsebrook Junior High Schools); • A treed park perimeter; • Gravel and asphalt walkways; • An accessible playground adjacent to the Inglis Street Elementary School; • An outdoor ball hockey/box lacrosse court; • Two ball diamonds; • A sports field; • A community garden; • Three tennis courts; • A basketball court; • Two large berm formations that offer views into the park and seasonal sledding opportunities; • Park frontage and access along Robie and Inglis Streets with secondary pedestrian access from Wellington Street; and • Lundys Lane, a street that operates as a park entrance and public parking. Case 18404, Scotia Square Addition - 2 - April 11, 2013 Design Review Committee Report BACKGROUND This application for substantive site plan approval by Crombie Developments Limited is for a 3- storey addition to the Scotia Square complex at Barrington Street, Halifax (refer to Attachment A). The Scotia Square complex was constructed between the late 1960s and early 1970s on the block bound by Barrington, Duke, and Albemarle Streets and the Cogswell interchange. While renovations and some minor additions have taken place over the years, this proposal is the second major addition of floor space to the development since its initial construction behind a recently approved 3-storey addition at Duke and Albemarle Streets to be known as “Westhill on Duke”. To enable the proposal to proceed to the permit and construction phases, the Design Review Committee must consider the proposal relative to the Design Manual within the Downtown Halifax Land Use By-law. -

HALIFAX REGIONAL MUNICIPALITY APPENDIX A TRAFFIC CONTROL MANUAL SUPPLEMENT JANUARY 2021 HALIFAX REGIONAL MUNICIPALITY TRAFFIC CONTROL MANUAL SUPPLEMENT HALIFAX REGIONAL MUNICIPALITY TRAFFIC CONTROL MANUAL SUPPLEMENT The following provisions shall apply to all contractors/organizations and others doing work on streets under the jurisdiction of the Halifax Regional Municipality. These provisions are in addition to the “Nova Scotia Temporary Workplace Traffic Control Manual”, latest edition, (occasionally referred to in this document as the MANUAL) published by the Nova Scotia Department of Transportation & Infrastructure Renewal. For the purposes of this document, the Engineer shall be the Engineer of the Municipality; the Director of Transportation & Public Works or designate. The Traffic Authority shall be the Traffic Authority or Deputy Traffic Authority of the Municipality; as appointed by Administrative Order 12, as amended from time to time. Stay strong and healthy! iii ABSTRACT An Analysis of Heritage in Tourist Brochures, Halifax, Nova Scotia, 2019 by Thomas LaPierre I collected brochures from several sites in Halifax during the summer of 2019, analyzing them for heritage content, especially keeping an eye out for Scottishness and idyllic maritime folk themes. In the early-mid 20th century, the Nova Scotian government took interest in these things, and elevated their importance to help create a unified heritage strategy. I examined Citadel Hill and Fisherman’s Cove as case studies that had elements of Scottishness and idyllic maritime folk themes, respectively. In this thesis, I lay out histories of the two sites and of Nova Scotia’s historical heritage development, explaining why Scottishness and idyllic maritime folk themes are still prominent in the province’s tourist landscape today. -

Prepare a Streetscaping Administrative Order for Council’s consideration based on the framework described in the discussion section of the staff report dated November 7, 2019. 2. Advance opportunities for Regional Centre streetscaping (including, but not limited to those generally described in attachment 3 of the staff report dated November 7, 2019) for consideration in future capital budgets, and to ensure the administrative order acknowledges that other streetscaping can occur outside of the Regional Centre on a case-by-case basis. 3. Continue working with representatives of Nova Scotia Power and Bell Aliant to achieve funding agreements with regulatory approval, for undergrounding projects including areas beyond the existing “pole free zone”. 4. Explore options for a by-law to recoup all or some of the municipal portion of the capital cost to bury overhead line and return to Regional Council with a recommendation.
