Minutes of a Regular Meeting of County Council March 3, 2020

1.0 CALL TO ORDER The regular meeting of Red Deer County Council was held in the Council Chambers of the Red Deer County Centre located at 38106 Rge Rd 275, Red Deer County, , and was called to order by J.J. Wood at 10:15 a.m.

PRESENT: Mayor J.J. Wood, Deputy Mayor J.M. Bota, Councillors D.J. Depalme, C.R. Huelsman (attended via phone), R.R. Lorenz, P.J.R. Massier and C. Moore (attended via phone).

STAFF PRESENT: Operations Services Director M. Campbell, Community and Protective Services Director D. Brand, Corporate Services Director H. Surkan and Legislative Services Administration N. Lougheed and U. Patterson.

Planning/Development administration in attendance: T. Miller, D. Bedford, R. Moje and R. Schapansky.

2.0 APPROVAL OF AGENDA

CC-20-037 Moved by Councillor J.M. Bota to approve the agenda as submitted. CARRIED UNANIMOUSLY

3.0 APPROVAL OF MINUTES

CC-20-038 Moved by Councillor D.J. Depalme to approve the minutes of the February 18, 2020, regular meeting of County Council as submitted. CARRIED UNANIMOUSLY

6.0 REPORTS

6.1 Junction 42 Phase 2 Construction – Development Engineer L. Solberg reported on the recommendation to award the contract for the Junction 42 Phase 2 Construction which includes grading; sanitary, water and storm servicing; road construction; and storm pond construction.

CC-20-039 Moved by Councillor D.J. Depalme to approve the award of the contract for the Junction 42 Phase 2 Construction in the sum of $4,036,423.83, not including GST, to Howitt Construction with the project to be funded by the Land Development Reserve. CARRIED UNANIMOUSLY

6.2 Junction 42 Water Supply Main – Development Engineer L. Solberg reported on the recommendation to award the contract for the Junction 42 Water Supply Main that will connect the Junction 42 Reservoir and Pump Station to the wells at Springbrook.

CC-20-040 Moved by Councillor P.J.R. Massier to approve the award of the contract for the Junction 42 Water Supply Main in the sum of $1,073,700.00, not including GST, to TA Excavating Ltd. with the project to be funded by the Land Development Reserve. 6.3 Junction 42 Sanitary Lift Station – Development Engineer L. Solberg reported on the recommendation to award the contract for the Junction 42 Sanitary Lift Station.

CC-20-041 Moved by Councillor J.M. Bota to award the contract for the Junction 42 Sanitary Lift Station in the sum of $942,987.05, not including GST, to Urban Dirtworks Inc. with the project to be funded by the Land Development Reserve. CARRIED UNANIMOUSLY

6.4 Recreation and Culture Boards Bylaw No. 2007/41 Amendment – Community Services Coordinator L. Thompson reported on the recommendation to amend this bylaw to create a new Springbrook Recreation and Culture Board.

Bylaw No. 2020/7 – a bylaw to amend Bylaw No. 2007/41 by creating a new Springbrook Recreation and Culture Board.

CC-20-043 Moved by Councillor P.J.R. Massier that Bylaw No. 2020/7 be given second reading. CARRIED UNANIMOUSLY

Further consideration of this Bylaw to occur at the March 24, 2020, meeting.

6.5 Trails Task Force – Terms of Reference – Community Services Manager J. Symington reported on the recommendation to approve the Trails Task Force Terms of Reference.

CC-20-044 Moved by Councillor P.J.R. Massier to revise the “Membership” portion of the Terms of Reference to note the public members representing the three geographic areas of the County (east, west and central) and to approve the Trails Task Force Terms of Reference as presented and revised. CARRIED UNANIMOUSLY

6.6 Red Deer County and City of Red Deer Recreation and Culture Agreement – Community Services Manager J. Symington reported on the recommendation to approve the Recreation and Culture Agreement with the City of Red Deer.

6.7 Town of Ice Plant Condenser – Community Services Manager J. Symington reported on the request received from the Town of Penhold for financial support to go the replacement costs of an ice plant condenser.

CC-20-046 Moved by Councillor D.J. Depalme to approve the Town of Penhold’s request for a financial contribution in the amount of $59,200 to go toward the replacement costs of the arena ice plant condenser with the funds to come from the Community Services 2020 operating budget. CARRIED UNANIMOUSLY

6.8 Town of Innisfail Skatepark and the Innisfail Horseshoe Courts – Community Services Manager J. Symington reported on the request received from the Town of Innisfail to contribute funds towards the Innisfail Skatepark and the Innisfail Horseshoe Courts. County Council Minutes of March 3, 2020 3

CC-20-047 Moved by Councillor C.R. Huelsman to approve the Town of Innisfail’s request for a financial contribution in the amount of $283,800 to go toward the Innisfail Skatepark and the Innisfail Horseshoe Courts with the funds to come from the Community Services Reserve and the 2020 budget to be amended accordingly. CARRIED UNANIMOUSLY

6.9 Elnora and District Museum Renovations – Community Services Manager J. Symington reported on the request received for assistance toward the costs of renovations to this museum located within the Village of Elnora.

CC-20-048 Moved by Councillor P.J.R. Massier to approve the Elnora and District Museum’s request for a financial contribution in the amount of $5,000 to go toward the costs of renovations to the Elnora and District Museum with the funds to come from the Community Services Reserve and the 2020 budget to be amended accordingly. 6.10 Red Deer County and Summer Village of Intermunicipal Collaboration – recommendation to adopt the Red Deer County and Summer Village of Norglenwold Intermunicipal Collaboration Framework (ICF).

6.15 Exemptions for Red Deer County and Clearwater, Mountain View and Stettler Counties IDPs – recommendation that Red Deer County agrees that an Intermunicipal Development Plan with each of these three rural municipalities is not required at this time.

Councillor Moore was disconnected from the meeting at this time, 11:43 a.m.

CC-20-054 Moved by Councillor P.J.R. Massier that, pursuant to section 631(2) of the Municipal Government Act, an Intermunicipal Development Plan is not required between Red Deer County and Stettler County. CARRIED UNANIMOUSLY Councillor Moore did not vote on this motion

CC-20-055 Moved by Councillor C.R. Huelsman that, pursuant to section 631(2) of the Municipal Government Act, an Intermunicipal Development Plan is not required between Red Deer County and Clearwater County. CARRIED UNANIMOUSLY Councillor Moore did not vote on this motion

CC-20-056 Moved by Councillor R.R. Lorenz that, pursuant to section 631(2) of the Municipal Government Act, an Intermunicipal Development Plan is not required between Red Deer County and . CARRIED UNANIMOUSLY

6.16 Regional Assessment Review Board – Bylaw and Amendment Agreement – consideration of a revision to Bylaw No. 2018/6, Regional Assessment Review Board, and the subsequent amendment to the agreement with the City of Red Deer for provision of this service.

Bylaw No. 2020/8 – a bylaw to establish a Regional Assessment Review Board and to repeal Bylaw No. 2018/6.

Moore to authorize Red Deer County entering into the revised Regional Assessment Review Services Amending Agreement with the City of Red Deer as presented and to authorize the County Manager to execute the agreement on behalf of Red Deer County. 7.0 DEVELOPMENT APPLICATIONS & REPORTS

7.1 Junction 42, Street Name – consideration of the proposed name, Long Haul Way, for a collector road located within SE 5-37-24-4, lands identified in the District 2 & 42 Major Area Structure Plan.

CC-20-062 Moved by Councillor D.J. Depalme to approve the name of Long Haul Way for a new collector street east of Junction Drive within the Junction 42 subdivision (SE 5-37-27-4) as presented. CARRIED UNANIMOUSLY

10.0 COMMITTEE REPORTS Mayor and Councillors reported on meetings they have attended on behalf of Red Deer County since February 19, 2020.
