The Committee1 s task is to prepare procedural proposals in connexion with the envisaged permanent United Nations Conference on Trade and Development and its 55-fflerober Trade and Development Board. The establishment of the Conference and of the Board was recommended by the United Nations Conference on Trade and Development held in Geneva earlier this year and will be considered by the forthcoming General Assembly session. (FOR USE OF INFORMATION MEDIA ^- NOT AH OFFICIAL RECORD) Press Release SG/A/15 L/1259 2k September 196^ SECRETARY-GENERAL APPOINTS COMMITTEE TO PREPARE CONVENTION ON TRANSIT TRADE OF COUNTRXES WITHOUT ACCESS__TO_SEA The Secretary-General, U Thant, today announced the appointment of a committee of 2k members to draft a new international convention relating tc the transit trade of land-locked countries. The purpose of the new instrument would be to facilitate free transit by rail, road or waterway ef transport from land-locked countries to ports of coastal States* The 2k members of the committee were selected from among land-locked, transit and other interested States on the basis of equitable geographical distribution. They are: Afghanistan, Argentina, Austria, Bolivia, Chile, Czechoslovakia, India, Ivory Coast, Japan, Liberia, Mali, Nepal, Netherlands, Niger, Nigeria, Pakistan, Paraguay, Senegal, Switzerland, USSR, United Kingdom, United States, Upper Volta and Yugoslavia. The committee will begin its work at United Nations Headquarters on 26 October, and is expected to meet for two to three weeks. The United Nations Conference on Trade and Development, which requested the Secretary-General to appoint the committee, recommended that the latter take as a basic text a 20-article draft convention rn transit trade submitted by African-Asian land-locked countries. The Conference also recommended that, by the middle of 1965, the United Nations convene a conference of plenipotentiaries to consider the draft and to adopt the convention. A/958 15 September 1964 INFORMATION CIRCULAR To: Members of the Staff From.: The Director of Personnel Subject: STAFF DAY 1. The Secretary-General, the Staff Council and the Recreation Council invite the staff to observe Staff Day on Friday, 25 September 1964. 2. A meeting for the staff will be held in the General Assembly Hall at 5-30 p.m. Following the addresses by the Secretary-General and the Chairman of the Staff Committee, member clubs of the Recreation Council will present an entertainment programme. 3- The cafeteria will be open for dinner from 6.00 to 8.00 p.m., while the Delegates' Dining Room will be closed. 4. Evening entertainment in the General Assembly Hall will begin at 8.15 p-m. and last for about one and one half hours. After, the programme there will be dancing to music provided by two bands until midnight. Beverages, both alcoholic and non-alcoholic, will be on sale at bars in convenient locations. Set-ups will not be available. There will als> be coffee wagons with sandwiches and coffee. 5- Since the capacity of the General Assembly Hall and the surrounding area is strictly limited, admission will be subject to special arrangements, which are explained in the attached explanatory notes. 6. Bars will be set up in the main lobby, in the visitors' Concourse (1st basement) and near Conference Room 4. Distribution of invitations. Staff members who indicate their wish to attend Staff Day celebrations will "be entitled to an invitation for themselves. The remaining number of invitations will "be distributed as guest invitations and will be handled as follows: (i) Guest invitations will be allotted to the Unit Representatives/Unit Chairmen of the Staff Association in proportion to the number of staff members of their respective units. (ii) Drawing by lots will be held to distribute the guest invitations in each unit. The dates of holding drawings will be 22 and 23 September. The time and place for holding drawings will be notified by the Unit Representative/Unit Chairman. Both staff invitations and guest invitations are divided into two categories: (a) invitation to the general entertainment area alone; (b) invitation which admits the holder to a designated section of the General Assembly Hall. Simultaneous drawings will be held to determine admission to the General Assembly Hall, (iii) All invitations are non-transferable. 2. Regulations governing entrance (i) Staff members will be admitted to the General Assembly Hall and other entertainment areas on presentation of their grounds pass and their invitation. (ii) Security officers have been instructed to check both passes and invitations. (iii) Guests may enter the Headquarters area unescorted by presenting their invitation at the entrance gates or the garage check point. Each guest must, however, be escorted by a staff member to gain admission to entertainment areas. Guests and staff will be directed to these areas by Security Officers on duty at entrance gates and lobbies. (iv) Staff members expecting guests should therefore make arrangements in advance to meet them in a convenient area. For example, guests arriving ST/ADM/SER.A/958 English Page 4 at pedestrian entrances can "be met in the Delegates' Lobby or Secretariat Lobby. Unescorted guests entering by vehicle should be met in the first basement lobby in the vicinity of the bookstore. (v) Persons holding invitations entitling them to admission to the General Assembly Hall should proceed to the various sections designated on their invitations. (vi) A large-screen closed-circuit television system will be set up this year in Conference Room k, which will accommodate up to capacity persons without invitations to the General Assembly Hall.
