Signed: Date: 17 December 2011 2 Abstract This thesis considers the effects of nationalism on the autonomy of intellectuals in Egypt. I argue that nationalism limits intellectuals’ ability to challenge social hierarchies, political authority and economic inequality, and that it has been more readily used to legitimise new forms of domination in competition with old ones. I analyse similarities between religion and nationalism, using the sociological theory of Pierre Bourdieu together with cognitive linguistics. Focusing mainly on the similarities between priests and nationalist intellectuals, and secondarily between prophets and charismatic nationalist political leaders, I show that nationalism and religion are based on relatively similar concepts, which lend themselves to similar strategies for gaining credibility, recognition and moral authority. I present case studies of a few nationalist intellectuals, focusing on ones who advocated views that later became dominant. The translator and teacher Rifāʿa Rāfiʿ al-Ṭahṭāwī, who was trained as a religious scholar before studying secular subjects in France, brought nationalism to Egypt by blending European nationalist concepts with centuries-old concepts from Islamic religious and literary traditions. In the early 20th century, the nationalism of intellectuals such as Muḥammad Ḥusayn Haykal enabled them to compete with men of religion for prestige and political influence, and also served particular class and professional interests. Tawfīq al-Ḥakīm’s concept of the charismatic national leader influenced the young Gamal Abdel Nasser, who became a successful nationalist prophet and military autocrat. Iḥsān ʿAbd al-Quddūs articulated the concept of the nationalist martyr, who 3 dies for his country; this concept also contributed to Nasser’s charisma. Both al-Ḥakīm and al-Quddūs arguably lost autonomy under Nasser’s regime. Al-Ḥakīm was unable to criticise the regime until after Nasser’s death. Al-Quddūs was imprisoned and tortured for advocating democracy, then became one of the most fervent supporters of Nasser’s autocracy. 4 Table of Contents However, in comparison with the Turkish War of Independence, Ottoman experience of the Great War remains a relatively under-researched area. The Committee of Union and Progress (CUP), which ruled the Ottoman Empire during the War, constituted a dictatorship and kept the opposition under strict censorship. During the armistice period, political pressure was lifted and the press became a platform for criticism about the wartime policies of the Unionists and its consequences. Therefore, this study primarily aims to analyze Sabah (from January 1920 onwards published as Peyam-ı Sabah), a leading newspaper of the opposition, with regard to its perspective on the War during the armistice period. The emphasis of the study will be on the editor-in- chief of the paper, Ali Kemal, an iconic figure of the period, who had been very influential especially in Sabah’s analyses regarding the War and the figures who were responsible in this debacle.

I focus in particular on a cluster of cases that reacted to trade imbalances and political turmoil at the international stage with a combined agenda of economic nationalism, social progress and state-led industrialization, establishing what I term national developmentalist states. Why then, despite facing similar adaptive pressures, did these regimes markedly differ in terms of their durability and socio-economic policies? Through a careful study of such regimes in Turkey, Mexico, Argentina and Egypt during the middle third of the twentieth century, the dissertation specifies four variants of the national-developmentalist state and articulates how each type produced a distinct policy set with varying redistributive implications and political outcomes. I argue that where leaders invested heavily in building cohesive ruling-party and/or state organizations, regimes proved durable even with only moderate levels of economic redistribution. Where such institutions were weak, leaders could expand their popularity through excessive redistribution and risk elite polarization or establish a limited base but remain vulnerable to elite defections and popular opposition.

More generally, assessing the internal tensions of post-colonial nationalism, the article places the recent popularity of religious politics within the context of challenges raised against the global project of modernization. The article argues that while 19th-century Islamism in Turkey was a prelude to the project of westernization, present- day Islamism is a manifestation of the predicament of this project. Key Words ᭛ Kemalism ᭛ nationalism ᭛ Ottoman Empire ᭛ political Islam ᭛ postmodernism ᭛ secularization ᭛ Turkey ᭛ westernization Introduction Social scientists still widely believe that modernization leads to seculariz- ation. In this framework, the global history of ‘modernization’ is considered to have demonstrated a declining religiosity. But the rise of political Islam presents a puzzle to adherents of this belief. Framing the question of Islamist politics in terms of rising or declining religiosity poses a specific challenge: to explain why religion did not go away. Typical responses to this challenge have taken the form of either claiming Islam’s incongruency with modernization theory, due to its presumed specificity, or citing Turkey as a good example of the positive effects of western impact. In the former approach it is claimed that the secularization thesis is valid for western (Christian), but not for Muslim societies, because religion and politics are inseparable in Islam.

This ethnographic study is an engagement with these new revolutionary negotiations on the part of the largest Protestant congregation in the Middle East. Using participant observation, focus groups, and interviews this research seeks to elucidate the ways that youth and leaders utilized institutionalized discourse, religious imagery, and relational networks in order to carve out a place in the Egyptian public sphere regarding public religion, national belonging, and the ideal citizen. Broadly this research seeks to understand how Evangelical Egyptians at KDEC navigated their colonial heritage and transnational character even as their leadership sought to ground the congregation in the Egyptian nation-state and in the emerging post-revolutionary political scene. I argue that these negotiations were built upon powerful paradoxes concerning liberal politics, secularism, and private versus public religion, which often implicated Evangelicals in the same questions being raised more broadly in the Egyptian political sphere concerning Islamist politics and religious minorities.

The second chapter presents a brief account of the writing of the new national history, and places this history in its historiographical context.

Halil Ege Ozen 5 Department of Political Science & Global Affairs, College of Staten Island, City University of New York, USA AQ1 ABSTRACT This study investigates whether individuals’ attitudes towards democracy and secular politics have any infuence on voting behaviour in Egypt. Based on data 10 from survey conducted immediately after the Egyptian parliamentary elections in January 2012, this study fnds that Egyptians’ attitudes towards democratic governance were quite negative around the parliamentary elections, yet Egyptians still endorsed democracy as the ideal political system for their country. However, empirical fndings suggest that support for democracy has a limited impact on 15 electoral results. On the other hand, the main division in Egyptian society around the frst free and fair parliamentary elections was the religious–secular cleavage. As people support secular politics more, they become signifcantly less likely to vote for Islamist parties.
