Lo prevede l'ultima versione disponibile del decreto sulla semplificazione fiscale, che oggi dovrebbe approdare per la promulgazione al Quirinale nella sua versione definitiva, messa a punto dai tecnici dopo l'approvazione del Consiglio dei ministri di venerdì scorso. Il salva Italia. Come è noto, i conti di deposito finora non sono stati gravati da maxibollo sugli estratti conto ma neanche da quello sulle comunicazioni relative al deposito dei titoli. La normativa attuale, così come innovata dal decreto salva Italia a dicembre scorso, stabilisce che l'onere dell'imposta di bollo di 34,20 euro annuali venga pagato dagli intestatari persone fisiche solo se il conto è attivo e con un saldo medio nell'anno oltre i 5 mila. Per chi non supera tale soglia l'imposta di bollo non è dovuta. Una particolarità che determina un risparmio per ben 8 milioni di contribuenti, un terzo dei correntisti italiani. Anche sui titoli si è cercato di introdurre un principio equo per cui l'imposta è diventata proporzionale e si calcola applicando una percentuale sul valore totale posseduto pari allo 0,1% nel 2012 e allo 0,15% dal 2013, comprendendo però tutti i tipi di prodotti finanziari, anche quelli detenuti all'estero. Con un limite minimo di 34,20 euro e, solo per il 2012, un massimo di 1.200 euro di imposta. Il decreto salva Italia infine esclude dalla tassazione i fondi pensioni ed i fondi sanitari. La nuova versione. Una volta che la norma del salva Italia è stata approvata, non tutti sono rimasti convinti della sua chiarezza e equità. Alcuni operatori del settore ne avevano azzardato un'interpretazione estensiva, ricomprendendo tra gli strumenti finanziari, cui si sarebbe dovuta applicare l'imposta proporzionale, anche i conti di deposito e i certificati, considerandoli nel novero degli strumenti di investimento. La novità introdotta con il decreto sulla semplificazione fiscale sana proprio questa incertezza rendendo esplicito ciò che era ancora «in nuce». La norma stabilisce che vengano tassate le comunicazioni periodiche alla clientela relative a prodotti finanziari, anche non soggetti a obbligo di deposito, «ivi compresi i depositi bancari e postali anche se non rappresentati da certificati». L'imposta resta non dovuta per le comunicazioni ricevute e emesse dai fondi pensione e dai fondi sanitari. La base imponibile. L'imposta proporzionale si calcola sul valore del deposito o, nei casi dei certificati, sul valore nominale o di rimborso. La norma dice che l'imposta si applica sulle comunicazioni nel senso che, se applicando l'un per mille sul conto, l'importo dovuto fosse pari a mille, questo importo può essere prelevato una volta sola se la comunicazione è una, o suddiviso per il numero delle comunicazioni effettuate, se sono più di una. L'applicazione. La nuova imposizione verrà applicata dalle banche ai conti vincolati già in corso o solo a quelli che verranno stipulati dall'entrata in vigore della norma in poi? La decisione starà alle banche che potrebbero propendere per la seconda soluzione. Ma potrebbero anche fare di più per accaparrarsi il cliente: accollarsi l'onere del bollo almeno per i conti che non siano troppo bassi, quelli che vengono tenuti in vita con pochi euro. Resta inteso che le banche che oggi espongono clausole del tipo «bollo vigente a carico della banca» dovranno farvi fronte oppure cambiare le condizioni dando al cliente il necessario preavviso di almeno due mesi. Negli ultimi tre anni con i prodotti specializzati sui Paesi Emergenti si poteva portare a casa anche il 170%. Ma anche nella martoriata Piazza Affari, c'è chi è riuscito, tra il 2009 e il 2011, a mettere insieme un +29%, vale a dire un 10% l'anno. Ma il punto è un altro. Questi numeri affascinanti sono finiti in poche tasche perché manca un collegamento efficiente tra i bisogni dei risparmiatori e i veicoli che possono trasportarli nel futuro. Se Jp Morgan, Pimco e Franklin Templeton i tre big internazionali sul podio ma anche Pioneer (la fabbrica di Unicredit, prima italiana e quinta classificata) o Eurizon (Intesa Sanpaolo, 24esima posizione) un giorno arrivassero a produrre il fondo Miracoloso, uno strumento dalle performance taumaturgiche, non avrebbero comunque risolto il problema della mancanza di organizzazione efficiente dei portafogli familiari. Anche il Miracoloso, se finisce nelle tasche sbagliate, può rivelarsi inutile. O, peggio, distruttivo. Il sentimento Il 2011 è stato un anno di fuga dai fondi (meno 40 miliardi la raccolta netta, ma il patrimonio resta pur sempre a quota 938 miliardi) e di risparmi sempre più stretti. Una gelata che si spiega con la crisi e che mette l'industria di fronte all'impellenza di recuperare la fiducia delle famiglie, mai così bassa. «Non mi fido delle banche, non mi fido dei fondi e non mi fido neanche di me stessa». Firmato: Grazia. Questo è uno degli aforismi, forse il più disincantato, raccolto dai creativi di Saatchi&Saatchi che si sono presi la briga di analizzare per conto di Assogestioni l'umore degli italiani qualunque davanti al risparmio. Uno screening emotivo, senza pretese di scientificità, che rivela grandi insicurezze e grande bisogno di strumenti utili. «Non voglio comprare niente dice Max voglio consigli seri, comprensibili e disinteressati. Nel mio interesse». Dal 18 al 20 aprile l'industria del risparmio gestito, quella che dovrebbe nel suo articolato complesso fatto di sgr, promotori, banche, attori nazionali e stranieri tradurre in pianificazione di lungo termine, i soldi delle famiglie sempre più orfane di Welfare state, si ritrova al Salone del risparmio, una tre giorni dedicata alle innumerevoli possibilità di investimento a disposizione dei privati. Il dialogo non parte da numeri incoraggianti, ma ci sono anche nuove tendenze interessanti. Per esempio, in un quadro funesto di raccolta, quella degli strumenti di tipo previdenziale è stata piccola (2,8 miliardi nel 2011) ma positiva. Un segnale di consapevolezza dell'importanza crescente di accumuli personali per la pensione. E poi c'è anche un primo tentativo di istituzionalizzazione. Che cosa vuol dire? Oggi in Italia solo il 25% delle risorse delle famiglie viene affidato al risparmio gestito (polizze, fondi, fondi pensione e così via) contro medie del 40-50% riscontrabili in altri paesi.

Based on a holistic analysis of the prevailing literature and the role of the public, leadership, and other political actors, this study finds that Abe was unable to garner enough support from the public or fellow lawmakers to push his version of proposed revisions to the Constitution of Japan. The paper identifies the wide spectrum of views that exist on the issue and how revising the constitution is viewed as a challenge against prevailing norms. Public opinion remains opposed to revision and the inability of lawmakers to build consensus on what to amend stymies the process further. Abe seems to have had a grasp on the political climate, opting to pursue constitutional revision largely for electoral purposes. Introduction Prime Minister Shinzo Abe announced his decision to step down in August 2020.1 Japan’s longest-serving prime minister left behind a mixed legacy defined by electoral and foreign policy achievements, as well as a period of economic stagnation and string of political scandals.2 But what best defines Abe’s political career will undoubtedly be his desire, and ultimate failure, to revise the seventy-four-year-old Constitution of Japan (COJ).     Statskonsulentrapport Tokyo Ambassaden Tokyo 5. november 2010 Resume: Indenrigspolitisk har starten af tredje kvartal været præget af en intern magtkamp mellem siddende Premierminister Naoto Kan og partifællen Ichiro Ozawa, som mange frygtede ville blive ikke bare premierministerens, men også regeringens endeligt. Denne frygt viste sig imidlertid ubegrundet, idet Premierminister Kan ikke alene formåede at fastholde formandsposten, men tillige endte med at gå ud af opgøret med et styrket politisk mandat. Dette styrkede mandat blev dog hurtigt sat på en prøve i den såkaldte "fiskeskippersag", som har skabt en alvorlig splid mellem Kina og Japan, der endnu ikke er bragt helt til ende. Sideløbende hermed synes det japanske værtskab for APEC at have fungeret som en katalysator for en intens debat om Japans fremtidige internationale handelspolitik, og helt specifikt et eventuelt japansk medlemsskab af Trans-Pacific Partnership (TPP) frihandels- aftalen. Bank of Japan Asset Purchase program (bond’s purchases continue): The BOJ announced the third fixed-rate JGB purchase operation this month with a yield of 0.100% after benchmark 10-year yields reached 0.110% on Monday, the highest since February 2017. Institutional investors are focusing on the next developments as super-long JGBs with a 1% yield are seen as attractive. Asset Purchase program (Equity purchases under scrutiny): The BOJ will also consider reducing investments in ETFs tracking the Nikkei 225 Stock Average because its purchases are having strong stock market distortions and outsized impact on its companies. This may suggest that hard times for this market are glimpsed on the horizon. The BOJ also revised down inflation forecasts (for the July 30-31 meeting). According to a report, inflation forecasts for FY18 will be lowered to around 1.0% from 1.3% and FY19 will be cut to mid 1.5% from 1.8%. Given the 2% inflation target is unlikely to be reached, the central bank plans to maintain its massive monetary easing policy. Financial Market Japan benchmarks closed lower Monday with the Nikkei down 0.74% and Topix down 0.43%. Topix sectors were mixed; gains were led by rubber products and banks, while oil & coal and utilities posted biggest losses. The yen edged lower against the majors. His premiership was cemented by the formal votes in the Diet on 16 September, where Suga received 314 of 465 votes in the House of Representatives and 142 of 245 in the House of Councillors. • After serving as Prime Minister Abe’s right hand as Chief Cabinet Secretary for nearly eight years, Suga is expected to be a “continuity” Prime Minister who will carry forward very similar policies, but he is seen as less of an ideologue and more focused on practical reforms. • The decisiveness of his victory gives Suga a solid platform within the party, helping him to push ahead with his own agenda and limiting internal dissent. • Suga’s Cabinet appointments reflect his commitment to continuity on the whole, with strategic appointments to further his plans for reform. • Policy priorities will focus on domestic issues, primarily economic recovery and Covid-19 pandemic mitigation, but the new Cabinet will also face tough diplomatic challenges. • Suga has indicated that he will continue Abe’s efforts to place a strengthened US- Japan alliance at the centre of Japan’s foreign policy, but also that he wants to achieve “balanced” relations with China. Throughout the years, the City has been a major population hub and has even been a castle town centered on Hachinohe Castle. Today, Hachinohe is the second largest city in the Aomori prefecture with a population of over 230,000, and a major port which serves the fishing industry and a number of international cargo vessels. The City promises expansive coastlines, fresh seafood at the morning markets, or a unique nightlife at the Yatai village.
