Executive Summary Environmental Assessment including Environmental Management Plan (EMP) Consultancy Services for Feasibility Study and Detailed Project Report for 4 / 6 laning of Betul –Saoner - Nagpur Section of NH-69 (KM-137-KM-257 in Madhya Pradesh) Executive summary 1.0 Introduction Ministry of Road Transport and Highways, Government of India has decided to take up development of various National Highways Stretches / Corridors under NHDP Programme in the Country . The National Highways Authority of India (NHAI) has been entrusted to implement the development, maintenance and management of National Highways under NHDP Programme for 4/6 laning on BOT basis which includes high density corridors / sections of National Highways having connectivity importance in the Country. Under above said programme, NHAI has selected the Project Road for 4/6 laning of Betul-Saoner-Nagpur, Section of NH-69 from km. 137/0 to km. 257/4 in the State of Madhya Pradesh. The Project Road passes through Betul and Chhindwara districts. The remaining length of NH-69 from Nagpur to Obaidullaganj is already identified for 4 lane divided carriageway. These qualities for immediate improvement of Project Road stretch as the link is very important stretch of National Highway No.69 connecting two States i.e. Maharashtra & Madhya Pradesh and further to Bhopal, Rajasthan, Gujarat, Punjab & Hariyana. There is heavy movement of goods traffic on this corridor. 1.1 Project Description (I) Basic Information A. Name of the Project: Road widening for NH-69(Nagpur - Saoner- Betul Location/ site alternatives Road section) 137/0 to 257/4 The road stretch under consideration passes entirely through Madhya Pradesh State in Betul and Chhindwara districts. Size of the Project: * Length of the road from Km 137/000 to Km 257/400. Total 120.400Existing and Proposed 117.450 Km in length (Latitudes 21 °54 ′14.27 ′′ N & 21 °09 ′14.28 ′′ N and longitudes 77°54 ′12.72 ′′ E & 79 °04 ′59.00 ′′ E.) This is most important corridor of the Nation connecting North-West and south parts of country. The Project Road starts at km. 137/0 and ends at km. 257/4 at interstate border of Madhya Pradesh and Maharashtra States. The Project Road is running North-South between latitudes 21 º54 ′14.27 ′′ N & 21 º09 ′14.28 ′′ N and lies between longitudes 77º54 ′12.72 ′′ E & 79 º04 ′59.00 ′′ E. The Project Road passes entirely through Madhya Pradesh State. On way, Project Road traverses Betul and Panduna Town and terminates at– Madhya Pradesh and Maharashtra State Border. As many as 61 villages are located on the Project Road. The land use by the side of Project Road is mainly agriculture. Oranges and cotton is the main crop in addition to, Wheat, Gram, Pulses, Jawar, Maize & Sugarcane. The traffic volume count data collected by consultants (for 7 days × 24 hrs) are averaged out to arrive at ADT on the Project Road. The ADT is given below. JV ZECPL-New Delhi 4 National Highways Authority of I ndia Environmental Assessment including Environmental Management Plan (EMP) Consultancy Services for Feasibility Study and Detailed Project Report for 4 / 6 laning of Betul –Saoner - Nagpur Section of NH-69 (KM-137-KM-257 in Madhya Pradesh) growth is to be considered for determination of lane requirements / project preparation and for financial viability of the project. • Future Traffic Growth Estimation Applying the traffic growth rates of 5% to AADT traffic projections on the basis of average traffic data in two sections will be from 3778 total vehicle to 16602 in year 2040. Tollable Traffic & Toll Rates • Tollable Traffic The projected tollable traffic on the Project Road stretch will be 8662 numbers of vehicles in the year 2010 to 25887 numbers in the year 2030. The projected traffic is worked out by averaging the traffic. Two Toll Plaza are proposed at km. 150 and km 210. • Toll Rates The toll rates are considered as per Ministry of Road Transport and Highways, Government of India’s Toll Notification, dt. 5 th December 2008. GSR 838(E). The toll rates are given in table 1.20 below. As per instructions the base year is considered as 1 st April, 2007 to 31 st March 2008. The base rate of fee as per circular are given in below. Table 2.2 : Base Rates for Base year 2007 – 08. The design length of Project Road works out to 117.400 km and on basis; the rates for each category of vehicles are worked out and used for revenue calculations. For calculation of base rates for subsequent years these rates shall be increased by 3% per year without compounding. For each year with effect from 1 st day of April 2008. Means for 2008-2009 by 3%, for 2008-2009 by 6% etc. and these shall be base rates for that year effective from 1 st April onwards. It is expected that the construction of Project Road will be completed in year 2013 and the commercial operation date will fall in 2013-14. The base rate will be applicable from 1st April 2013. The applicable base rate shall be worked for the year in which toll fee is to be started after commercial operation date. The aforesaid fee shall be revised annually w.e.f. April 1 st each year to reflect the increase in WPI between the week ending on the last weak of last year or 1 st January of effective year under consideration; and shall be increased / decreased w.r.t.

The Divisional Disaster Management Plan 2010 has been prepared with emphasis on preparing all Railway personnel to deal with disasters in ensuring following:- i) Save as many lives as possible by following ‘Golden Hour’ concept. ii) Extend mental support to the passengers in overcoming the state of shock and grief. iii) Expedite Rescue, relief and rehabilitation. iv) Protect Railway property and passengers belongings. v) Preserves clues and evidences which will help the investigation. vi) Quick restoration of traffic. vii) Post accident care of injured, non-injured passengers and their relatives. viii)

Anjaneri, Nasik-422 213 United Kingdom India [email protected] [email protected] Abstract The fourth to the seventh centuries C.E., commonly referred to as the “Gupta Era”, are widely regarded as a formative period in South Asian history. Textual historical approaches to the study of this period have focussed on the examination of inscriptions, which constitute the largest single source of evidence. One group of inscriptions, the copperplate charters, have proved particularly important. They not only record the practice of royal land grants to Brahmins and temple institutions, but also embody wider processes of political legitimation, religious transformation and socio-economic change. Thus far, however, studies have focussed on the texts of these inscriptions, which remain divorced from the contexts that produced them and in which they were used. Arguing for an archaeological approach to the study of these charters, this paper demonstrates the value of investigating their geographical and archaeological contexts—first, by mapping the find spots of these charters across the subcontinent; and second, by exploring the archaeological settings of these find spots in one particular region: Vidarbha. The results of this work have clear implications for the future study of these and other inscriptions, and suggest new directions for archaeological approaches to the study of historical periods.
