From the Director ’s Desk……………………………………… …

Dear Friends: We Dream – We Plan – We mainstream! Year 2016 was one of a lot of activities. We are happy that we could make a great impact on our beneficiaries and stakeholders. Working with both physical and mental disabilities is a great challenge. Undoubtedly, the pathway for the inclusion of people with disability is strewn with barriers and obstacles. But despite of all odds, we are continuously engaged in our efforts for mainstreaming persons with disabilities and our steps in this direction will minimize disability and make Sausar block a disability free zone in the near future.

We see around the world that persons with disabilities have poorer health outcomes, lower education achievements, less economic participation, higher rates of poverty and many a time abandonment than other people. This is because the services of health, education, employment, opportunity, transport and their caring is not accessible to them. GASVS intervenes to bridge this gap with the help of our donors for an inclusive environment. They will be really empowered when these barriers are removed and their voices are heard.

GASVS works for the empowerment, integration and rights of the disabled. Mainstreaming and inclusion is our constant theme. For this we have initiated innovative programs that aim for the total inclusion of people with physical and mental disabilities. For us, disability is an issue concerning the rights, privileges and dignity of people. We envision a society that recognizes the value of diversity. They should be accorded the same spaces and avenues for empowerment as everyone else. Our philosophy is of total inclusion.

Our block level DPO is a cross-disability umbrella organization formed at Sausar block, which is run by disabled people for disabled people with our support. It promotes human rights of disabled persons through full participation, equalization of opportunity and development. Through our community mental health initiative, mental illness has improved and the stress among caregivers has reduced significantly.

With the grace of God, devoted efforts from GASVS team, guidance from resource persons from our donor agencies, innovative inputs from our board, we have made our presence felt throughout . We have been given the task of being the implementing agency of Sukma DDRC in Chhatisgarh, a great recognition and achievement for us. We wish to convey our sincere thanks to funding partners, government institutions, network partners and resource persons for their immense support in this endeavor.

GASVS dreams of a bigger change in the lives of the physically and mentally disabled individuals by providing them support through early intervention, inclusive education, skill development, linkages to employment and rehabilitation at a single platform.

I am immensely pleased to present the 26 th Annual performance report for the financial year 2016 – 17. This was a year of intense activity, learning, consolidating and planning for the inclusion of our physically and mentally challenged brothers and sisters. Several new concepts have been introduced and old ones were improvised upon. Processes, collaborations and operational areas have been strengthened. We have invested in dedicated resources, enhanced our network and relationships, strengthened partnership with our block level DPO and government and non – government institutions.

Team GASVS has worked together with the support of our kind donors, caregivers of PWDs, network partners, government agencies and DPO members to make value-add and a positive difference in the lives of the physically and mentally disabled. For the mentally ill we are extending a supportive environment of quality care and treatment and reducing stress among families, caregivers and the general community.

This year, GASVS was invited by the district administration of Sukma – Chhatisgarh to be the implementing agency under DMT and DDRC of the district. The credit goes to Ms. Sreelata Juha, HOD-disability section, TISS-Mumbai, who as member-advisor to the planning committee recommended our organization to the District Collector, Shri. Dr. Neerajkumar Bansod (IAS) to be the implementing agency under DDRC. This center located in Sukma district provides comprehensive services to PWDs.

Our Sausar block level DPO advocates with different government and private institutions to ensure the rights of both physically and mentally disabled persons for their inclusion and rehabilitation. The DPO incorporates all people coming under this cross-disability umbrella and works as a unified force.

GASVS is committed to the issue of both physical and mental health, children and adults with disabilities in general. I extend my heartfelt thanks to our donor agencies, resource persons, and board of directors, staff, stakeholders, network partners and community for their relentless support in taking us ahead. We look forward for such cooperation from all of you in the future in our journey forward.

MISION • To create meaningful opportunities for marginalized and vulnerable communities for their social and economic development so that they gain dignity, equity and self- confidence in life.

• To promote equal opportunities for PWDs (persons with disabilities) enabling to integrate by maximizing their latent talents and skills.

• To bring attitudinal changes in society towards physically and mentally challenged and change the public’s stereotyped perceptions.

• Influence and develop systems and processes to ensure inclusion of all marginalized, vulnerable and PWDs in mainstream society at the levels of policy and its implementation within those communities.

Objectives • To conserve, protect, promote and develop the culture of the tribal and other backward communities; identify issues confronting them and devise plans for sustainable solutions.

• To work for the development of landless laborers, marginal farmers, widows, disabled, street children, child laborers and the most needy

About GASVS ………………………………………………………… …… Gramin Adivasi Samaj Vikas Sansthan [GASVS] was established in 1991 with the objective of improving the quality of life of persons with disability across Sausar block of Chhindwara district in Madhya Pradesh by addressing issues of national concern through development initiatives. GASVS works on four broad areas of development intervention namely, Health – Education – Livelihood – Rehabilitation.

GASVS works on ‘partner support model’ with likeminded donor agencies with matching mandates. Our funding partners support our efforts that create tangible and sustainable improvements in the lives of the physically and mentally challenged persons who are at most times excluded from the development process. Our intention is to support projects that are sustainable in the long run and focus on addressing the root causes of the problems faced by persons with disabilities.

22 DPOs (disabled persons organization) have been formed in Sausar block whose members represent the block level federation registered in April 2016 and in Pandhurna block, 30 DPOs have been formed.

Our thrust is to establish physical and mental illness within the mainstream health paradigm and represent the marginalized people with disabilities vis-à-vis their rights to a professional inclusive system of care and treatment. GASVS recognizes the stigma attached to people with physical and mental disability as destructive as the condition itself and gives our stakeholders a voice and confidence to interact and negotiate with family members, doctors and caregivers. GASVS is geared towards equipping people with health and mental illness to lead a life full of potential.

1 – CBR BDPO ‘Chetana Disabled Persons Organization’ is a block level registered and structured cross- disability advocacy organization which works to change policies and ensure equal rights and equal opportunities for PWDs. The Sausar block based DPO consists of 44 members of which 11 members are part of the management committee. The Project Officer represents GASVS and assists the DPO in developing their organizational structure, mission, objectives, plan of action and other necessary legal formalities. The DPO is a platform which provides a voice of its own, identifies needs, expresses views on priorities, and evaluates services, and advocates change and public awareness. Ravindra Makde is a 30 year old simple man. He hails from village Gujarkhedi in Sausar block. His is a family of five members. His parents are marginal farmers. Ravindra is a loco motor disabled person. His parents always worried about his future and wondered how they would be able to support the family without his financial input. As he was growing, he became more and more conscious of his condition and pondered how it affects him and his family. He remained aloof even after completing HSC and ITI. His confidence was decreasing day by day and he was desperate to find a solution. This is when GASVS –CBR worker found Ravindra. Finding him discouraged the CBR worker encouraged him and told him not to lose hope. Taking courage he pressed on hoping to encounter an opening from the job market. He was enrolled in the village DPO linked to the BDPO. Gradually he began to feel positive and finally he was hired to work as an electrician. The GASVS team caught up with him later to find out that he is very happy with his new found work. He now feels empowered, worthwhile and positive. His achievement is a matter of pride for CBRF and GASVS.

2 – CBR Phasing out GASVS began partnering with CBR Forum-Bangalore in 2007. Four phases of ‘Community based rehabilitation’ [CBR] of persons with disabilities [PWDs] have been completed including two phases of phasing out. CBR is a systematized approach within general community development whereby PWDs are enabled to live a fulfilling life within their own community, making maximum use of local resources and ensuring enhanced awareness in the community of its roles and responsibilities in ensuring the inclusion and equal participation of PWDs. In these phases from 2007 – 2017, PWDs have been made aware of their own roles and responsibilities and are equipped to exercise their rights and play a proactive role in addressing the issues affecting their lives and that of the community. 22 village level DPOs formed have merged into one single platform at Sausar block as ‘BDPO’. This platform now enables PWDs and their families to access regular services and opportunities so that they can maximize their physical and mental abilities and become active contributors to the community and society at large. It promotes and protects their human rights through changes within the community. This strong and vibrant cross-disability BDPO lobbies and advocates for the removal of barriers that prevent PWDs from exercising their rights and help them to participate as equals in society.

GASVS and CBR Forum-Bengaluru has created this model in this remote part of Sausar block of Chhindwara district which has brought a sustainable, measurable impact in the lives of PWDs, their families and community by creating an environment that provides opportunities for them to attain a better quality of life and has empowered them to access and enjoy their rights.

In order to replicate good practices and help CWDs and PWDs in the adjacent Pandhurna block, GASVS requested CBRF to support ‘community based rehabilitation program’ for delivering immediate and lasting improvements among the disabled and their communities.

Naymad Shah (center, above) is a 46 year old humble man from village Teegaon, in Pandhurna block. He suffers from loco motor disability. His wife and four daughters had to work in agricultural farms for their sustenance as he could not work. A less abled person, he always felt guilty that his family members and that too women had to work for their survival. One evening while talking to his friends in the village, he was introduced to GASVS-CBR worker. Today, he has received support to start a grocery shop, accessed Rs.81000 from ‘Rajya Bimari Sahayata’ for a hip surgery and is also member of the village DPO. He kindly shared his feelings saying – that he is grateful to CBRF and GASVS for improving his daily life and financial condition. Now his wife a nd daughters need not work.

Sunil Thakre is 26 years old. It was reported that his father and grandfather suffered from mental illness but in the later years of their life. As his peers would tease him, Sunil would remain hiding for several hours in a day. When his learnt about Snajeevani project, he approached the CMHP worker. Through sensitization, his family members started his treatment. After regular follow-ups and noticing his path to recovery, he was provided financial assistance of Rs.10000/- for animal husbandry in the presence of State disability Dr.Vikram Gupta, resource person commissioner and MLA. His brother has now volunteer to providing training to Sanjeevani team in Bhopal on mental health be a gramdoot in his village. The family is thankful to Paul Hamlyn Foundation, Tata Trust and GASVS.

4 – DDRC, Sukma District – State of Chhatisgarh

The new born and tribal populated district of Sukma is a mixture of different shades. This new district is occupied by smaller hills and joins the famous Bailadila hills of Dantewada gradually increasing their sizes. River Shabari is the prime river of the district which passes through the three development blocks of district Chhatisgarh, Sukma and Konda.

The District Disability Rehabilitation Center [DDRC] is a scheme of the Ministry of Social Justice and Empowerment. It basically seeks to provide PWDs at the grassroots level through creation of the infrastructure and capacity building for awareness generation, rehabilitation, training and guiding of village level functionaries.

Trainings /Consultations/Exposures – Attended outside by GASVS Team 1 – CBR worker training on module – 3 This training was held at Sanchar Kolkata from the 19 th to the 26 th of May, 2016 and was attended by 04 CBR workers.

2 – ToT This training of trainers was held at Seva Kendra Calcutta [SKC] on the 11 th and 12 th of September, 2016. 02 participants attended this training as project coordinators.

3 – CBR Training This training was held by CBRF Bengaluru for the PC and CBR workers. It was held from the 25 th to 28 th of July, 2016 at Bengaluru. 05 staff members participated.

4 – CBR Worker Training This training was organized by BPA – Ahmedabad for two participants. The training covered two thematic areas: Rehabilitation Council of and Sarva Shikhsha Mission. It was held from the 19 th to the 24 th of September, 2016 at Ahmedabad.

5 – Training for Project Coordinator The PC of CBR program attended this 12-day training at CINI – Kolkata from the 7 th to the 18 th of February, 2017.

6 – District Consultation Workshop This was held on 25 th of March, 2017 at Chhindwara. The theme was ‘Change the way for ensuring equal opportunity, rights, and inclusion within the community’.

7 – Exposure Visits The PC and 03 field workers of Project Sanjeevani first visited Tata Trust’s mental health initiative in Yeotmal district of Maharashtra on the 30 th of March, 2017 and on the next day visited Anandvan in Warora of the same state. The learnt the processes of identification, referral, treatment and linking recovered PWMIs to livelihoods.

Board Details • No remuneration, sitting fees or any other form of compensation has been paid since the inception of the organization to any board members. • A Board rotation policy exists and is practiced. • The Board approves programs, budgets, annual activity reports and audited financial statements. The Board ensures the organization’s compliance with laws and regulations. • None of the Board members are related to each other.
