Railway, Nagpur INTRODUCTION Railways, with a well equipped set up of ARTs and ARMEs are capable of carrying out rescue and relief operations in case of a Railway accident. But in case of a major Railway accident involving heavy casualties, resources available with railways fall short for quick, efficient rescue, relief and restoration operations. In such cases resources available with non-railway Govt./Private Organizations are required to be mobilized to help Railways. High level of efficiency can be achieved in rescue, relief and restoration operations only if all the resources. (both Railways & non-Railway) are kept in good fettle and are readily available. Details of the resources, their locations, contact numbers of the concerned authorities, and other details have been compiled and are available in this Divisional Disaster Management Plan in various Annexure. The Divisional Disaster Management Plan 2010 has been prepared with emphasis on preparing all Railway personnel to deal with disasters in ensuring following:- i) Save as many lives as possible by following ‘Golden Hour’ concept. ii) Extend mental support to the passengers in overcoming the state of shock and grief. iii) Expedite Rescue, relief and rehabilitation. iv) Protect Railway property and passengers belongings. v) Preserves clues and evidences which will help the investigation. vi) Quick restoration of traffic. vii) Post accident care of injured, non-injured passengers and their relatives. viii) Proper communication and media management. This Disaster Management Plan provides detailed information about:- i) Duties of all the Railway officials in rescue, relief and restoration operations, ii) Mobilization of men and material to the site of accident by quickest possible means, iii) Site Management, iv) Setting up of Helpline centers for passengers, relatives of passengers and public, v) Railway and non-railway resources, their locations, contact numbers of concerned authorities, vi) Prompt dissemination of information to media and public to avoid misunderstanding due to communication gap, vii) Setting up of Disaster Management Cells at Divisional & Zonal HQs for ensuring smooth flow of men and material to site and efficient rescue, relief & restoration work, viii) Technical know how to handle fire and other natural calamities such as Cyclones, Floods/Breaches, Earthquakes etc. Copies of this document are being given to all officers, supervisors, Divisional Control Office, ARTs, ARMEs, Divisional Training Institutes, stations and other railway establishments. Officers and staff are requested to kindly go through this document and acquaint themselves with the information and instructions contained in this document. The Safety Organization has tried to incorporate all aspects of Disaster Management in this document. Suggestions for further improvement in this document are welcome. ESSENTIAL TENETS OF SUCCESSFUL ACCIDENT MANAGEMENT (Ref: Accident Management Guide, Sept‟89, Issued by Directorate of Safety, Rly.Bd.) 1. All Railwaymen, whether on duty or otherwise, should involve themselves in rescue and relief. 2. There should be utmost speed in rushing medical and other relief to the site of accident. 3. There should be utmost care, consideration and courtesy extended to the passengers involved in the accident. 4. Adequate and swift arrangements should be made for food, drinking water etc. to the affected passengers. 5. Employee responsibilities at the site should be clearly defined. This helps prevent confusion. 6. Quick transmission of information, particularly details of dead and injured, should be ensured. 7. Ensure proper preservation and care of the dead. 8. Ensure security of passengers‟ luggage. 9. Timely dissemination of information to passengers of evacuation arrangements to relieve panic and create re-assurance. 10. Ensure proper liaison with Civil Administration and Press. 11. Ensure that clues are preserved and restoration operations are well planned and swiftly executed. **** 1 vkink izca/ku ;kstuk ukxiqj eaMy Disaster Management Plan. NGP Divn. TERMS OF REFERENCE Railway Board‟s Safety Directorate vide their letter No. 2003/Safety-I/6/2 dated 29th September 2003 laid down the requirement of Zonal Railway‟s Disaster Management Plan as follows. 1. Disaster Management Plan – All Divisions and Zonal Railway Head quarters (including Metro Rail Corporation) must devise their Disaster Management Plan, if not already done taking into consideration the resources available with them, their neighbouring divisions/Zonal Railways, civil authorities, industrial units and armed force bases located in their territory. This would enable the Divisions/Zonal Railways to muster the entire local resources in case of a major disaster /natural calamity. Zonal Railways Disaster Management Plan should integrate all divisions and also to take into consideration adjacent Railway‟s framework. 2. Preparation of Disaster Management Plan – The Disaster Management Plan must interalia include who is responsible for what activities in detail). i) Preparation and implementation of disaster management plan is the responsibility of concerned General Manager/ Divisional Railway Manager. ii) Authority to order ART/ARME/Break down crane- Chief Mechanical Engineer/Chief Motive Power Engineer (Running & Loco)/Sr.Divisional Mechanical Engineer/ Divisional Mechanical Engineer, etc. iii) Senior most Railway officer at the site of the accident shall be the designated Site Manager. iv) Management of rescue operations – Primarily Mechanical and Medical departments.
