Director of Public Safety and Security RALEIGH CONVENTION & PERFORMING ARTS COMPLEX SEEKS DIRECTOR OF PUBLIC SAFETY AND SECURITY The Raleigh Convention & Performing Arts Complex invites qualified candidates to apply for the position of Director of Public Safety and Security. The Director of Public Safety and Security supervises the overall security plans for the Raleigh Convention Center, Red Hat Amphitheater and Duke Energy Center for the Performing Arts, as well as the safety aspects of the facilities. About the Raleigh Convention & Performing Arts Complex Raleigh has emerged as a nationally renowned destination for culture and innovation, consistently recognized as a great place to live, work, play, and visit. The Raleigh Convention & Performing Arts Complex (RCPAC) is a welcoming crossroads for visitors from near and far, a gathering place for community activities, a significant economic engine, and an important tool for building positive brand awareness of the City and the Triangle region. The complex is made up of three neighboring downtown facilities. Raleigh Convention Center (500,000 square feet) hosts meetings, conferences, trade shows, and events ranging from local government ‘input sessions’ to international conferences. In fiscal year 2018-19, the Raleigh Convention Center hosted 263 events attended by more than 459,000 attendees. It is one of the premier convention centers in the region. Duke Energy Center for the Performing Arts (80,000 square feet) is home to the North Carolina Symphony, North Carolina Theatre, North Carolina Opera, PineCone, and the Carolina Ballet. The center hosts performances ranging from hit Broadway shows to opera, ballet, orchestral music, comedy, and popular music concerts, featuring some of the world's most celebrated artists. In fiscal year 2018-2019, the center hosted 648 events attended by more than 400,000 attendees. The Duke Energy Center for the Performing Arts incorporates three venues around the 2,300-seat Raleigh Memorial Auditorium, which first opened in 1932. The three additional venues - Meymandi Concert Hall, A.J. Fletcher Opera Theater, and Kennedy Theatre - added a total of 2,470 seats daily for arts lovers in the Triangle to fill. Red Hat Amphitheater’s schedule each year is filled with performances across the musical spectrum. In 2019, the amphitheater hosted 34 events. With a seating capacity of 5,000, the venue is one of the more popular summer venues. RALEIGH CONVENTION & PERFORMING ARTS COMPLEX Raleigh Festivals In addition to performances, conventions, and concerts, the Raleigh Convention & Performing Arts Complex produces the International Bluegrass Music Association's World of Bluegrass Week and collaborative Wide Open Bluegrass Festival, an annual mix of private and public events that brings record crowds to downtown Raleigh. RALEIGH CONVENTION & PERFORMING ARTS COMPLEX Candidate Profile The Director of Public Safety and Security should understand and value the team and possess strong interpersonal skills with an emphasis on communication skills. The Director of Public Safety and Security must understand the balance of ensuring a positive customer experience with the security requirements of the venues. Key elements of this role include implementing security improvements to the venues, fostering existing and establishing new community partnerships, and developing and implementation of security policies and procedures. The Director of Public Safety and Security must demonstrate superior competencies with planning and coordinating day to day security’s operations, assuring the safe coordination of programs and events and conducting pre and post-event safety reviews. Ideal candidates will have experience in developing and implementing security protocols in large scale venues. Essential Duties & Responsibilities • Oversees all aspects of the Public Safety and Security for three downtown venues and street festivals. • Develops, implements and maintains the security management program to increase service delivery of secure facilities; reduce, mitigate and eliminate hazards; provide accurate and thorough reporting of guest services with regards to this aspect and internal security-related incidents. • Responsible for developing and maintaining an overall security access program. This will include electronic security technologies as well as locking hardware and key deployment. Develops access programs around vendors and clients to ensure ease of access for those required and limiting access to others. • Works in conjunction with the venue leadership team in strategizing focus and initiatives for the betterment of the whole organization; and, specifically to enhance safety and security. • Develops and submits an annual budget for the Security Division to meet needs of the security program. • Takes initiative in seeking out new technologies that will keep areas of oversight progressively moving forward in an industry leadership role. • Actively engaged with IAVM, ESCA and ASIS local security affiliated organizations. Builds relationships within the community with all emergency responding agencies such as RPD, RFD, FBI, DHS, Police, Health, OSHA, etc. RALEIGH CONVENTION & PERFORMING ARTS COMPLEX Essential Duties & Responsibilities Continued • Reviews and analyzes event requirements and develops appropriate in-house safety/security plans at the facilities. Liaisons with clients in need of specialized services i.e. VIP escorting, protection services, protestors, etc. • Acts as primary contact for the Convention and Performing Arts Center's emergency issues, member of the Emergency Management Team and leads the Emergency Response Team. • Develops, implements, and assures facility compliance with life-safety and emergency response and evacuation policies and procedures, including annual table-top training and drills. • Reviews all incident reports (missing property, guest injuries, guest illness, crime reports etc.) • Coordinates, oversees scheduler and supervises the daily public safety. Security responsibilities are to ensure appropriate coverage of loading docks, base, assigned static locations, mobile patrol for interior and direct exterior locations. • Oversees the creation and implementation of criteria necessary for all third-party security providers for events and venue safety. Ensures all providers maintain credentials in order to remain a preferred provider for clients to contract. Supervisory Responsibilities This position is responsible for the overall direction, coordination, and evaluation of the Security Program. Directly supervises the Security Supervisor. Oversees and administers the contract for all third-party security companies. Education & Experience Candidates for this position should possess a Bachelor's (4-year) college degree or equivalent with major course work focused in business or public administration, Political Science, Criminal Justice, or related Liberal Arts studies, hospitality management, facility management.

    RFI FOR CONVENTION HOTEL AND DOWNTOWN DEVELOPMENT PROJECT The City of Raleigh, North Carolina is one of the fastest growing cities in the country with a dynamic downtown energized by new residential and office construction, a nationally-recognized restaurant scene, burgeoning local retail and night-life, popular museums of science, history, and contemporary art, diverse festivals and cultural events, an active and growing convention center, and a historic performing arts center that is home of the North Carolina Theater, Symphony, Opera, and Ballet. The City has saved the flagship sites in its portfolio for this critical and catalytic project—a convention center hotel and separate office/mixed-use tower. The property site is located at the southern end of Fayetteville Street, Raleigh’s main street and downtown’s premier address, and across the street from the City’s convention center and performing arts center.
