The military junta, the National Council for Democracy and Development (Conseil national pour la démocratie et le développement, CNDD), is denying its evident responsibility and playing for time by offering what it calls a national union government to opposition parties. But with the mood on the streets hardening against the junta, worse trouble is likely unless combined domestic and international pressure is applied to force the soldiers from power (International Crisis Group, (16 October 2009), Guinea: Military Rule Must End,p.1). This report also states: The international community swiftly condemned the 28 September killings and called for an international investigation into the events and the immediate release of political party leaders.11 The UN Security Council reiterated its call for Dadis Camara and the CNDD to respect their prior commitment not to stand in the elections. The president of the ECOWAS Commission, Mohammed Ibn Chambas, called the incidents unacceptable , while the presidents of neighbouring Senegal, Liberia and Sierra Leone expressed serious concern. It is rich in natural resources but characterized by widespread poverty and limited socio-economic growth and development. While Guinea has experienced regular episodes of internal political turmoil, it was considered a locus of relative stability over the past two decades, a period during which each of its six neighbors suffered one or more armed internal conflicts. Guinea entered a new period of political uncertainty on December 23, 2008, when a group of junior and mid-level military officers seized power, hours after the death of longtime president and former military leader Lansana Conté. Calling itself the National Council for Democracy and Development (CNDD, after its French acronym), the junta named as interim national president Captain Moussa Dadis Camara, previously a relatively unknown figure. The junta appointed a civilian prime minister and has promised to hold presidential and legislative elections by late 2009. However, some observers fear that rivalries within the CNDD, Dadis Camara's lack of national leadership experience, and administrative and logistical challenges could indefinitely delay the transfer of power to a democratically elected civilian administration. Guinea has never undergone a democratic or constitutional transfer of power since gaining independence in 1958, and Dadis Camara is one of only three persons to occupy the presidency since that time. -

4 March 2010 No. 1 GUINEA Recent Council Action On 16 February the Council adopted a presidential statement on the situation in Guinea, in which it: • Welcomed “the recent positive developments in Guinea while remaining concerned by the situation”. • Welcomed the 15 January Joint Declaration of Ouagadougou, which provided for the establishment of a national unity government led by a civilian prime minister designated by the opposition, and the holding of elections within six months. • Welcomed the appointment on 21 January of Jean-Marie Doré as Prime Minister, and the designation of a unity government on 15 February, and called on all stakeholders to implement the Joint Declaration in full and to engage actively in the transition towards the restoration of the normal constitutional order through the holding of elections within six months. • Recalled its strong condemnation of the violence committed on 28 September 2009 and its aftermath. The Council urged the national authorities to prevent any further violence and to uphold the rule of law. • Emphasised the responsibility of states to comply with their obligations to end impunity. • Noted the invitation by the International Contact Group on Guinea to relevant international stakeholders, including the Economic Community of West African States (ECOWAS), the AU and the mediator, to consider deploying a possible joint civil-military mission in Guinea with a view to discussing processes for defence and security sector reform, and contributing to secure conditions for the electoral process. Modern & Contemporary France Vol. 13, No. 1, February 2005, pp. 7–23 Chirac and ‘la Franc¸afrique’: No Longer a Family Affair Tony Chafer Since political independence, France has maintained a privileged sphere of influence—the so-called ‘pre´ carre´’—in sub-Saharan Africa, based on a series of family-like ties with its former colonies. The cold war provided a favourable environment for the development of this special relationship, as the USA saw the French presence in this part of the world as useful for the containment of Communism. However, following the end of the cold war, France has had to adapt to a new international policy environment that is more competitive and less conducive to the maintenance of such family-like ties. This article charts the evolution of Franco-African relations in an era of globalisation, as French governments have undertaken a hesitant process of policy adaptation since the mid-1990s. Unlike decolonisation in Indochina and Algeria, the transfer of power in Black Africa was largely peaceful; as a result, there was no rupture of relations with the former colonial power. On the contrary, the years after independence were marked by an intensification of the links with France. Official rhetoric often referred to the great Franco-African family and the term ‘la Franc¸afrique’ testified to a symbiotic relationship in which ‘Africa is experienced in French representations as a natural extension where the Francophone world and Francophilia merge’ (Bourmaud, 2000). Interim Guidelines for Owners, Operators and Masters for protection against piracy in the Gulf of Guinea region (To be read in conjunction with BMP4) 1. Introduction Piracy and armed robbery (hereafter referred to as piracy) in the Gulf of Guinea region is an established criminal activity and is of increasing concern to the maritime sector. With recent attacks becoming more widespread and violent, industry has now identified an urgent need to issue these Guidelines. Although piracy in the Gulf of Guinea region in many ways differs from that of Somalia based piracy, large sections of the Best Management Practices already developed by industry to help protect against Somalia based piracy are also valid in the Gulf of Guinea region. Consequently, these interim Guidelines aim to bridge the gap between the advice currently found in BMP4 and the prevailing situation in the Gulf of Guinea region. Consequently, these guidelines should be read in conjunction with BMP4 and will make reference to BMP4 where relevant. These interim Guidelines have been developed by BIMCO, ICS, INTERCARGO and INTERTANKO, and are supported by NATO Shipping Centre. A soft copy of BMP4 can be found on the websites of these organisations. 2. Area for consideration Pirates in the Gulf of Guinea are flexible in their operations so it is difficult to predict a precise area of falling victim to piracy. As of 28 March 2012 the London Market’s Joint War Committee defines the following ‘Listed Areas for Hull War, Piracy, Terrorism and Related Perils’ for the Gulf of Guinea: • The territorial waters of Benin and Nigeria, plus • Nigerian Exclusive Economic Zone north of latitude 3º N, plus • Beninese Exclusive Economic Zones north of latitude 3º N. -
