ABSTRACT This report provides information about the cost of attending Pennsylvania colleges and universities, including tuition, required fees, and room and board charges for the year 1995-96 as well as trend information for the past 10 years. The main source of the data was an annual survey of 145 Pennsylvania colleges and universities. Comparative national data are also provided. Tables and figures present the following data:(1) average annual increase in undergraduate in-state basic student charges vs. the consumer price index, 1986-87 through 1995-96;(2) average undergraduate in-state tuition and required fees by institutional category, 1986-87 through 1995-96;(3) average annual increase in undergraduate in-state tuition and required fees, 1986-87 through 1995-96;(4) average combined room and board charges by institutional category, 1986-87 through 1995-96;(5) average annual increase in room and board charges, 1986-87 through 1995-96;(6) average basic student charges by institutional category, 1995-96; and (7) average undergraduate basic student charges in 4-year institutions, United States, Pennsylvania, and selected neighboring states, 1994-95. This publication provides information about the cost of attending Pennsylvania colleges and universities.It lists tuition and required fees for undergraduate, graduate and first-professional programs, as well as room and board charges by institution.In addition, historical data by institutional category for the past 10 years is provided and compared with the average increase in the Consumer Price Index during the same period. National data by state, as well as a graphic presentation of these costs for selected neighboring states, compares how Pennsylvania ranked in relation to these states.

The source of this data is an annual survey of 145 Pennsylvania colleges and universities. An estimate is provided for one nbnresponding institution.In addition, the data for branch campuses, where available, is also provided. National data was drawn from the results of a survey conducted by the U. S.

Department of Education, National Center for Education Statistics (NCES). Consumer price indices were obtained from the U.S. Department of Labor, Bureau of Labor Statistics.

The average annual increase in undergraduate in-state basic student charges (tuition, required fees, and room and board) for each institutional category was higher than the average increase in the Consumer Price Index (CPI) for the past 10 years. For example, during the period July 1985 through June 1995, the CPI rose an average of 3.6% annually (1982-84=100.0), whereas the average increase in basic student charges between 1986-87 and 1995-96 ranged between 4.1% for theological seminaries and 8.1% for private state-aided institutions.

Among public institutions, state universities had the highest average annual increase in undergraduate in-state tuition and required fees since 1986-87. Specifically, the increases were: state universities, 8.3%; state-related commonwealth universities, 6.5%; and community colleges, 5.6%. For private institutions, the increases were: private colleges and universities, 8.2%; private state-aided institutions, 7.9%; private two-year colleges, 7.7%; and theological seminaries, 4.9%. ...private state-aided institutions had the largest percentage increase in average room and board charges over the past decade... With the exception of theological seminaries, the average increases in room and board charges were higher than the average increase in the Consumer Price Index (3.6%) during the past decade. The smallest average increase was at the theological seminaries (2.6%) while percentages for the remaining categories ranged from 5.1% to 8.7%. ...private state-aided institutions had the highest basic student charges... Pennsylvania had the fourth highest charges among four-year public institutions in the nation in 1994-95. Pennsylvania institutions charged on the average $8,664 against the national average of $6,674. All the neighboring states listed exceeded the national average. The average for Pennsylvania private four-year colleges and universities was the ninth highest. These institutions charged on the average $19,035 compared to the national average of $16,646. Only Ohio, of the neighboring states, had charges lower than the national average. GLOSSARY

BASIC STUDENT CHARGES - Includes tuition, required fees and room and board charges fora full-time undergraduate, graduate or first-professional educational program.

BOARD CHARGES - Charges for a 7-day meal plan. Where a 7-day meal plan is not available, 6-day or 5- day meal plans are used in calculating the averages. The averages do not include board charges at branch campuses.

CONTRACT STATE - A state having a contract with a Pennsylvania college for which students are charged a reduced tuition for certain programs. The contract state for the University of Pennsylvania is Puerto Rico. For the Pennsylvania College of Optometry, the contract states are , Nebraska, North Carolina, Virginia and West Virginia.

FIRST-PROFESSIONAL STUDENT - A student who is enrolled in a professional school or program that requires at least two academic years of college work for entrance and a total of at least six years for a degree.

REQUIRED FEES - Fees required of all students or by such a large portion of students that someone not paying the particular fee is an exception.

ROOM CHARGES - Charges based on double occupancy for a full academic year. The averages do not include room charges at branch campuses.

TUITION - The typical nine-month charge for a full-time student. Calculated averages include full-time in- state students (from sponsoring districts for community colleges) attending day school at the main campus. An exception to the main campus rule is the inclusion of the first-professional medical program at the Pennsylvania State University, Hershey Medical Center. As an additional note, community college charges for in-state students residing in nonsponsoring districts are approximately twice the listed amount for in-state students in sponsoring districts.
