As the successor to the New Jersey Expressway Authority and Atlantic County Transportation Authority (ACTA), the SJTA serves six counties: Atlantic, Camden, Cape May, Cumberland, Gloucester, and Salem . Legislation (South Jersey Transportation Authority Act), L 1991,. c . 252 § 1, eff . Aug 9, 1991 (N .J .S .A . 27:25A-1 et seq ). charged the Authority with coordinating South Jersey’s transportation system, including addressing the region’s highway network, aviation facilities, and transportation needs . The Authority’s network encompasses public highways, transportation projects, parking facilities and functions once performed by ACTA, other public transportation facilities and related economic development facilities in New Jersey . Letter of Transmittal from the Board Chairman In 2016 the South Jersey Transportation Authority focused on its core goal of providing safe transportation on the Atlantic City Expressway and at Atlantic City International Airport while also utilizing shuttle services to improve access to regional South Jersey services to residents . The motoring public may have noticed our Emergency Service Patrol on the Expressway. These crews work twenty four hours a day, every day, and are focused on assisting drivers who have suffered a breakdown or were involved in a traffic incident. The Richard T. Hammer NJDOT Commissioner selfless work performed by these crews can’t go unnoticed and we are thankful they are always working to assist our customers . In order to ensure Atlantic City International is a viable regional airport for many years to come we have undertaken three major maintenance projects to guarantee the facility will be in a state of good repair and able to handle future increased volumes of travelers . By working with our partners at the Port Authority of New York & New Jersey we were able to secure a piece of steel from the South Tower of the World Trade Center. This steel is the centerpiece of the 9/11 memorial at the Farley Service Plaza and serves as a reminder of the heinous act of terror and the resounding response from the American people in the days and weeks after the attack . I urge you to stop at the memorial the next time you’re traveling on the Expressway . Dougherty Letter of Transmittal from the Executive Director The South Jersey Transportation Authority (SJTA) continues to experience new challenges every year and during 2016 our dedicated staff rose to the occasion and not only made incremental progress in all three of our core business functions, but did it with a spirited resolve that makes me very proud to be part of an organization with such enthusiasm and commitment. Stephen F. Dougherty SJTA Executive Director We closed 2016 with a slight increase in Expressway volume. Our patrons faithfully took advantage of our safe and efficient roadway as they commuted to and from work, visited family and friends, spent time in Atlantic City and continued onto the Garden State Parkway down to Cape May County. Our Transportation Services Division made great strides with the Camden Rising, Route 54/40 Community and Pureland East West Community shuttle services. All three services are demonstrating their need on a daily basis, not only with the increase in ridership, but with the experience improving everyday for all of the passengers. The Atlantic City International Airport saw a slight uptick in its passenger count with 1.2 million travelers taking advantage of the convenience afforded by ACY. Not surprisingly, the iFLYACY Passenger Loyalty Program, which rewards frequent travelers with discounts and membership perks, is growing by leaps and bounds. Finally, I’d like to take this opportunity to thank Commissioners Joseph W. Devine and Peter C. Elco for their nine and three years of service respectively on our Board of Commissioners. Their guidance and business acumen were tremendous assets to the Authority’s progress as well as my professional growth as Executive Director. I look forward to keeping the SJTA focused as a leader in transportation as we safely move people and commerce throughout the southern six counties of New Jersey. Respectfully, Stephen F. Dougherty SJTA Executive Director 3 SJTA Purpose Mission The mission of the South Jersey Transportation Authority is to provide the traveling public with safe and efficient transportation through the acquisition, construction, maintenance, operation, and support of expressway, airport, transit, parking, other transportation projects, and services that support the economies of Atlantic, Camden, Cape May, Cumberland, Gloucester, and Salem Counties . EXCELLENCE Commit to the highest standards of customer service delivery . 4 SJTA Core Functions Atlantic City Expressway The Atlantic City Expressway (ACE) provides safe and efficient travel to millions of motorists. Opened to traffic in 1964, it was connected directly into Atlantic City in 1965 . The 44 .5 mile roadway extends from Atlantic City through Atlantic, Camden, and Gloucester counties, ending at Route 42, approximately 10 miles east of Philadelphia . Emergency Service Patrol vehicles are available on the roadway as a courtesy to ACE motorists . In 2001, the Expressway was expanded to include the 2 .5 mile Atlantic City Brigantine Expressway Connector . Transportation Services The South Jersey Transportation Authority (SJTA) provides transportation services to enhance accessibility to employment locations in areas that are underserved by public transportation . The Authority operates shuttle services for universities, counties and corporations as well as operates and manages the SJTA parking facilities in Atlantic City and the Atlantic City International Airport along with a parking shuttle for airport customers/patrons . Atlantic City International Airport The Atlantic City International Airport (ACY) conducts commercial and general aviation operations, offering air travel to support commerce, tourism and the general public . The Airport provides convenient air passenger service to a host of destinations while safely delivering hundreds of thousands of business and recreational travelers to Atlantic City and the Southern New Jersey shore region . Economic Impact The SJTA contributes to economic growth throughout Atlantic, Camden, Cape May, Cumberland, Gloucester, and Salem counties . The Authority accomplishes this through the acquisition, maintenance, operation and support of expressway, airport, transit, parking, and other transportation projects and services that help safely move people and commerce . 5 Atlantic City Expressway E-ZPass® – An Easy to See SJTA Success Story SJTA is proud to have been the first NJ agency to implement and offer E-ZPass to its customers, and the program is clearly a success as it approaches 20 years of operation in 2018 . In 2016, E-ZPass accounted for approximately 74% of total collections . Typically the E-ZPass percentage drops slightly during the summer when more travelers make day trips to the shore, but E-ZPass still dominates in comparison to cash receipts . The advantages of E-ZPass for customers are quite obvious . It’s not only convenient and faster, but also safer in bypassing the need to stop at toll booths . For the SJTA, it’s the most accurate and cost-effective method of toll collection which is why many tolling

The authority focused resources on maintaining its assets in a state-of-good-repair and coordinated with state transportation and law enforcement agencies during severe weather events to help keep New Jersey residents safe. 2012 was a year of progress for SJTA, as important highway and aviation projects reached milestones or were completed. On the Atlantic City Expressway, SJTA completed Phase Two of the westbound widening project that carried three lanes into Hammonton. Phase Three has begun and will expand the Expressway from the Garden State Parkway to Exit 31 in Winslow Township.
