2019 COMMISSION APPOINTMENTS OF MAYOR AND TERM EXPIRATION DATES: City Council renewed Vince Adamus’s expired term an additional four years. The Commission appointments and term expiration dates follow: Robert Mastrangelo - City Council representative (12/31/19); Rob Warner (12/31/19); Bill Urban (12/31/20); Mark Becka (12/31/21); Vince Adamus (12/31/22).

MOTION ON THE MINUTES: The reading of the minutes of the public hearing for Brian Spellacy held December 10, 2018 was dispensed with. Mr. Warner moved to accept the minutes as written; seconded by Mr. Urban. FURTHER DISCUSSION: None. VOTE: Ayes all; motion carried.

FURTHER DISCUSSION: Mr. Adamus inquired if the Commissioners or Building Commissioner Grabfelder would like to amend the minutes as noted on Page 3, 1st paragraph, 2nd sentence, which states “Mr. Grabfelder replied the City lowered Miner Road when it was recently replaced and the slope cannot be changed” by adding “without reducing parking spots in the parking lot.” The response was that it was not necessary. VOTE: Ayes all; motion carried.

SUBJECT: K. HOVNANIAN HOMES, 245 NORTH LEGEND COURT, S/L 13, AREA “J” PZ19001 FINAL HOME APPROVAL

Nick Matuch, K. Hovnanian Homes, 3296 Columbia Road, Richfield, Ohio 44286, appeared before the Commission to obtain final home approval for a proposed Dover D2 style home on property located at 245 North Legend Court, Highland Heights, Ohio 44143, S/L 13, Aberdeen Area “J”.

The Aberdeen Area “J” subdivision is located at the northernmost border of Highland Heights on Miner Road. It is a six-acre parcel consisting of a short cul-de-sac, North Legend Court, with a total of 14 sublots, one of which fronts Miner Road and the remaining 13 that front North Legend Court. Area “J” has been integrated into the existing local Waterford HOA of Area “I”. Only three undeveloped lots will remain in Area “J” after approval of the home on sublot 13. Mr. Matuch confirmed the home style of the easterly adjacent sublot 14 is a Dover M2 which is a different elevation from the proposed Dover D2 on sublot 13. He said the development of sublot 13 will require the removal of the existing concrete parking pad and sidewalk used for the adjacent model home on sublot 14.

The following approvals apply for the proposed home: Aberdeen Architectural Control Committee – 11/5/18; City Engineer – 11/28/18; and City ARB – 1/14/19.

MOTION: A motion was made by Mr. Mastrangelo to grant final home approval to K. Hovnanian Homes for a proposed Dover D2 style home on property located at 245 North Legend Court, Highland Heights, Ohio 44143, S/L 13, Aberdeen Area “J”, per the home drawings dated October 15, 2018 and the site plan approved November 28, 2018; seconded by Mr. Urban. FURTHER DISCUSSION: None. VOTE: Ayes all; motion carried.

SUBJECT: PACE AVIATION PROPOSED HANGAR PROJECT, 26540 CURTISS WRIGHT PARKWAY PZ19002 FINAL PLAN APPROVAL FOR PROPOSED AIRCRAFT HANGAR

Jim Barber, CHA Consulting, Inc., 1501 North Marginal Road, Suite 200, , Ohio 44114, appeared before the Commission to obtain final plan approval for a proposed private aircraft hangar, on property located at 26540 Curtiss Wright Parkway, Highland Heights, Ohio 44143.

PACE Aviation is a private aviation company doing business with Cleveland Steel Container. PACE Aviation is requesting approval for the construction of a 61,900 SF privately-owned aircraft hangar for smaller private commercial planes to be built on County-owned land at Cuyahoga County that is within the City of Highland Heights limits. The applicant submitted a copy of Resolution No. R2018-0071 passed in April 2018 whereby the County Council of Cuyahoga County, Ohio authorized a ground lease agreement with PACE Aviation for construction of the proposed airport hangar. The hangar will become the property of Cuyahoga County at the end of the initial 20 year term and the 10 year renewal term.

The drawings developed by CHA Consulting, Inc. were approved by the City ARB on 10/22/18 and the City Engineer on 1/4/19 and the City Fire Department. The County, airport and City Engineer have approved stormwater and drainage calculations. A 0.21 acre of wetlands is located adjacent and to the northeast of the hangar project and will remain undisturbed.

The proposed 20’ wide paved driveway entrance to the hangar is off Curtiss Wright Parkway on airport property, also within the City of Highland Heights limits. In response to Mr. Mastrangelo’s inquiry if the entrance is wide enough, Building Commissioner Grabfelder replied this is County property that is not controlled by the City’s zoning requirements. He said traffic volume is very small and the driveway is wide enough for safety vehicles. Automatic swing gates will be installed in the driveway to access the parking area located at the end of the driveway next to the hangar. Mr. Adamus noted there is no pedestrian access and Mr. Barber replied it is not necessary. A 10’ high chain link fence topped with barbed wire that is standard CITY OF HIGHLAND HEIGHTS – REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION January 14, 2019 - Page 3 of 3 for airport operations and similar to the existing airport security fencing will be installed around the perimeter of the project additions.

Mr. Grabfelder stated one fire hydrant will be added near the hangar and one fire hydrant will be added on the northeast side of the hangar to service the parking lot. No fuel tanks will be added.

MOTION: A motion was made by Mr. Urban to grant final plan approval to PACE Aviation for construction of a proposed privately-owned aircraft hangar on property located at 26540 Curtiss Wright Parkway, Highland Heights, Ohio 44143, per the site plan dated September 13, 2018 and the building drawings dated September 14, 2018; seconded by Mr. Warner. FURTHER DISCUSSION: None. VOTE: Ayes all; motion carried.
